May. 19, 1966 Board of County Commissioners met in regular session with the following members being present: Commissioners Flynn, Bevec and Mazza. Also present being: County Solicitor Capano, Chief Clerk Kittridge, Mr. Basich of the Washington County Planning Commission and Reporter Robertson. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 136, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 136 be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None Appointments: Moved by Mr. Bevec, seconded by Mr. Mazza, that Attorney Patrick Derrico and Attorney Frank Roney, be appointed Co -Chairmen of the Recount Return Board; this Board meeting for the May 17, 1966 General Primary Election. Remarks: Salary when established will be divided equally between the Co -Chairmen. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion carried unanimously. Chief Clerk: Submitted a request for payment in the amount of $300.00 to help defray expenses of the VFW Loyalty Day, held in Burgettstown, Pennsylvania. Moved by Mr. Bevec, seconded by Mr. Mazza, that the budget appropriation for the year 1966 in the amount of $300. 00 to help defray expenses incurred in the celebra- tion of the VFW Loyalty Day of April 30, 1966 in Burgettstown, Pennsylvania, be approved for payment; check to be made payable to Mr. Joseph Wos, Commander of Kucher-Saska VFW Post 6955, Burgettstown, Pennsylvania. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of May 11, 1966, from Colonel J. E. Hammer of the Army Corps of Engineers, District Engineer, referred to the pending application of the Wash- ington County Commissioners for a public park and recreation lease of the Ten Mile Recreational Area, Maxwell Locks and Dam; permission was granted in said letter to the Washington County Commissioners to use and operate the Ten Mile Recreation Area on a temporary basis beginning May 12, 1966, subject to various conditions. Letter also requested the consent of the Board that said permission and stated conditions were acceptable. Moved by Mr. Mazza, seconded by Mr. Bevec, that the execution and return of consent to Colonel J. E. Hammer of the Army Corps of Engineers, conserning the acceptance of the conditions regarding the Ten Mile Recreation Area, be tabled pending the outcome of a scheduled meeting with the East Bethlehem Township Commissioners (see Minute No. 136 dated May 12, 1966). Remarks: Solicitor Capano and Mr. Amanati, Insurance Broker, will be requested to attend the meeting with the East Bethlehem Township Commissioners. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. A complete audit of all receipts from Tri-State Aviation, Inc., for the year 1965, accompanied by a check in the amount of $1653. 10 (June 1965 Hangar Rent issued in July, but was still outstanding; Tri-State Aviation stopped payment of that check and issued the above check}, was submitted by the Office of the County Controller. 66-2 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGT13N COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Mazza, seconded by Mr. Bevec, that the Audit of the Tri-State Aviation, Inc. , for the year 1965 and attached check in the amount of $1653, 10 as submitted by the Office of the County Controller, be accepted. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. New Business: Inquiry was made as to the progress of the final plans for the proposed new Washington County Home and Hospital and the proposed new Juvenile Detention Home. Chairman stated that additional information necessary for the Federal and State governmens is still being requested and supplied; onec all necessary material is compiled; the final pland can be prepared. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Board of County Commissioners in conjunction with the Washington County Planning Commission by resolu- tion, appeal to the Pennsylvania Department of Highways and urge that the feasibility stud3 announced by Lieutenant Governor Shafer in Charleroi, Pennsylvania on May 18, 1966, for the Mon -Valley Expressway do not stop at Route 70 as announced, but continue all the way to West Brownsville, which will cover the areas of Dunlevy, Allenport, Roscoe, Stockdale, Elco, Speers, Fredericktown and California; these ,towns are ceryainly in the Mon -Valley area and should be included in any highway program planning comtemplated by the Highwa l' Department. Remarks: Mr. Bevec and Mr. Mazza were in attendance at the meeting held in Charleroi, Pennsylvania on May 18, 1966 with reference to the above. Mr. Frank Ward of the Ward Printing Company, entered the meeting. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.. Motion carried unanimously. Deputy Controller Whalem, Purchasing Agent Pagac and Joseph Muscaro, Director of the Bureau of Elections, entered the meeting. The Board discussed an invoice submitted by The Ward Printing Company (successful joint bidder with the Monongahela Publishing Company) in the amount of $1150. 00 as overtime billing made necessary by the delay of the certification of candidates from the Commonwealth of Pennsylvania, for the printing and delivering of the necessary ballots for the conduct of the General Primary Election held May 17, 1966; said invoice submitted was above the bid price. Moved by Mr. Mazza, s-econded by Mr. Bevec, that the invoice submitte by the Ward Printing Company be tabled, to give Solicitor Capano an opportunity to review 1 L J the contract for the printing and delivering of the necessary ballots. Old Business: Chief Clerk reported a total estimated -expenditures inthe amount of $400. 00 requested by the District Attorney's Office, to attend a NDAA seminar in Washington, D. C. , had been discussed with said office and reduced to $325. 00. Moved by Mr. Bevec, seconded by Mr. Mazza, that Arnold Hirsch, First Assistant in the Office of the District Attorney, be authorized to attend the National District Attorneys Association Foundation Seminar at the International Inn, Washington, D.C. on June 5 through 10, 1966; expense receipts will be requested.
