Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec and Mazza. Also present being:
Solicitor Capano, Chief .Clerk Kittridge, Mrs. Marie Wyke of the Tax Claim Bureau, Mr.
Basich of the Washington County Planning Commission and Reporter Robertson.

Chairman asked if there were any corrections, additions or omissions
to Minute No. 137, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 137
be approved as read.

Old Business: Chief Clerk reported a total estimated -expenditures inthe amount
of $400. 00 requested by the District Attorney's Office, to attend a NDAA seminar in
Washington, D. C. , had been discussed with said office and reduced to $325. 00.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Arnold Hirsch, First
Assistant in the Office of the District Attorney, be authorized to attend the National
District Attorneys Association Foundation Seminar at the International Inn, Washington,
D.C. on June 5 through 10, 1966; expense receipts will be requested.

Mr. Mazza informed the Board of the necessity and importance of stream
clearance maintenance concerning flood control from the Jess -op Steel Company down past
the Brockway Glass Comapny in
Canton Township, County of
Washington.
Chief Clerk
stated funds have been provided
for such maintenance in the
1966 Budget
and this area
has been included.
Deputy Controller Whalen entered the meeting.
Resignations:
John Kouklis, County employee on Leave of Absence, submitted his resigna-
tion; Notification from the Sheriff's Office informed that Board of Commissioners of the
appointment of Walter Post, Deputy Sheriff, had been rescinded effective May 20, 1966.
The following employees with the Surplus Food Department terminated employment with t
County of Washington and will be associated with the Federal Food Stamp Program (Date
of Termination - May 6, 1966).

It was' brought to, the attention of the Board that the Veteran's Office has
received a number of requests from veterans for direct loans, however said requests
had to be turned down because Washington County is ' not on the eligibility list; Chairman
suggested that the Board contact Congressman Thomas E. Morgan as to the possibility of
Washington County being put on the eligibility list concerning direct loans for veterans.
Correspondence:
Louis A. Sheehan, Adult Probation Officer, submitted a request to attend
the Pennsylvania Association of Probation and Parole Conference to be held in Beaver,
Pennsylvania, from May 22, 1966 to May 25, 1966, the number of days to stay will be
determined by the money left in their budget following the financial accounting made by
the representatives in attendance at a conference held recently in Hershey, Pennsylvania.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Louis A. Sheehan,
Adult Probation Officer, be authorized to attend the Probation and Parole Conference to
be held in Beaver, Pennsylvania on May 22, 1966 through May 25, 1966.

Regional Director of Community Facilities, Department of Housing and Urban Development,
authorized to Board of Commissioners, County of Washington, to proceed with the prepara
tion of final plans for the proposed new Washington CountyHome and Hospital; letter also
stated an interim payment check fQr $52, 039. 75 ,(25% of the approved advance) will be
forwarded under separtae cover shortly,.
Correspondence submitted by Stanley J. RangYl-ing, e Right -of -Way
Agent for the Pennsylvania Department of Highways, offered the amount of $3900. 00
which represent's the Commonwealth's determination of just compensation for property or
a portion thereof, required for the construction of the highway improvement involving

Washington accept the offer in the amount of $3900. 00 made by the Pennsylvania Depart-
ment of Highways, offered the amount of $3900.00 of certain parcels of land in the
vicinity of the Washington County Home.

informed the Board the current investment in U. S. Treasury Notes in the amount of
$150, 000. 00 from the Parks and Recreation Account would mature May 26, 1966; current
bank balance is adequate to cover the anticipated needs of the account for the next sixty
(60) days. Office of the Controller recommended that the sum of $150, 000. 00 be re-inves ed
f or a s ixty (6 0) day to rm.

be re -invested from the Parks and Recreation Account . in Short -Term Treasury Bills for
a period of sixty (60) days.

(see Minute No. 137 dated May 19, 1966).
Mr. Capano, County Solicitor, having examined the specifications for the
printing and delivering of the necessary ballots for the conduct of the General Primary
Election, could not find any way legally to pay the bill submitted, being as it is a bid
c ontracy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that upon the; rpcommenda-
tion of the County Solicitor's ruling the Board of Commissioners will not accept the
responsibility of the overtime invoice as submitted by the Ward Printing Company, being
as there is no legal obligation.
