Solititor: Concerning the overtime invoice submitted by the Ward Printing Company
(see Minute No. 137 dated May 19, 1966).
Mr. Capano, County Solicitor, having examined the specifications for the
printing and delivering of the necessary ballots for the conduct of the General Primary
Election, could not find any way legally to pay the bill submitted, being as it is a bid
c ontracy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that upon the; rpcommenda-
tion of the County Solicitor's ruling the Board of Commissioners will not accept the
responsibility of the overtime invoice as submitted by the Ward Printing Company, being
as there is no legal obligation.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Moved by Mr. Mazza, seconded by Mr. Bevece that the meeting adjourn.

Board of County Commissioners met in regular session with the following
members bring present: Commissioners Flynn and Bevec. Also present being: County
Solicitor Capano, Chief Clerk Kittridge, Mr. Basich of the Washington County Planning
Commission and Reporter Robertson. Absent being Commissioner Mazza.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Absent; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 138, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 138
be approved as read.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.

Letter under date of May 26, 1966, from Mervin L. Bingamar.

sylvania, stated acceptance of an offer (to their understanding) as proposed by the County
Commissioners and agreed to a rental fee based on a two-year lease, concerning the
erection of a building for additional space needed by the Pennsylvania Army National
Guard at the Washington County Airport.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the letter received from
Secretary Bingaman, Department of Military Affairs, Armory Board, be tabled, for furthe
consideration.

Mr. Bevec - Yes;, Mr.' Flynn = Yes.
Motion carried unanimously.
Chairman announced a meeting had been held with the East Bethlehem Township
Commissioners and said Township Commissioners agreed to provide police protection for
the Ten Mile Creek Recreation Area.
Moved by Mr. Bevec, seconded by Mr. Flynn, that a lease be negotiated betwe
the Washington County 'Commissioners and the United States Corps of Army Engineers to
use and operate the Ten Mile Creek Recreation Area, Maxwell Locks and Dam Project,
on a temporary basis; and that Michael R. Flynn, Chairman of the Board of � Commis-
sioners, be authorized to execute said lease.

Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Chief Clerk - Correspondence:
Memorandum from Deputy Controller Whalen informed the Board of the financial
status of the General Fund, and so informed that 1966 Tax Notices would be mailed the
latter part of the week (June 3rd) therefore 1966 tax receipts could be expected approxi-
mately June 10, 1966; another temporary loan in the amount of $75, 000. 00 would be
necessary to carry the financial needs of the a;6coiApt until June 10, 1966.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the Chief Clerk and the
County Controller be authorized to obtaib the sum of Seventy Five Thousand ($75, 000. 00)
Dollars on a Temporary Loan basis from the total sum prknaxily authorized.

Motion carried unanimously.

Certificate of Indebtedness
of
Washington County, Pennsylvania
June 2, 1966

June 2, 1966
The County of Washington in the Commonwealth of Pennsylvania, promises to
pay to the Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Was-
hington, Pennsylvania, Seventy -Five Thousand ($75, 000. 00) Dollars, on or before Decembe
31, 1966, with interest from date on the unpaid principal balances hereof from time to
time outstanding at the rate of 2. 6% per annum, interest payments to be made on the
first day of each calendar quarter throughout the year.
Payment of the indebtedness evidenced hereby may be anticipated in whole or
in part at any time and from time to time without penalty.
This certificate of indebtedness evidences a temporary loan in anticipation of
taxes to be collected from the first revenues received and collected for the fiscal year
in which it is issued and received by the undersigned during the current fiscal year.
This certificate of indebtedness is executed and delivered pursuant to the
authorization contained in a resolution duly adopted by the County Commissioners of the
County of Washington at a meeting held on January 6, 1966, which resolution is still in
full force and effect.
IN WITNESS WHEREOF, the undersigned County has caused this obligation
to be executed by the County Commissioners of said County, its seal to be hereunto
affixed and the same to be attested by the Chief Clerk this 2nd day of June, 1966.

Note was made that the County temporary indebtedness to date was lower
in 1966 and 1965, as compared with previous years.
Letter of thanks from the Mon -Valley United Fund Services, Inc.,
acknowledged receipt of a $3, 000. 00 Office for the Aging grant to enable the continuation
of Visiting Home Health Aid Services for the medically indigent in the Mon Valley; also
the objective of the agency this year is to expand the services of said program.
Letter under date of June 1, 1966, from Robert J. Freiler, Director of the
Bureau of Surplus Food, Commonwealth of Pennsylvania, Department of Property and
Supplies, announced that effective June 1, 1966, the FOOD STAMP PROGRAM has replace
the Direct Distribution Program as a supplemental food assistance activity for low income
in the County of Washington; Federal and State regulations require that all records per-
taining to the Surplus Food Distribution to needy persons in households in Washington
County must be retained for a period of three full fiscal years; accordingly, it was
requested that all commondity distribution records for the period July 1, 1962 through
May 31, 1966, be retained. The Bureau of Surplus Food acknowledged with sincere
appreciation the excellent cooperation and assistance the Bureau has received from the
Office of the Commissinners of Washington County and from the Washington County

States Department of Agricuture foods was the County program that provided for supple-
mental food assistance to needy eligible persons.
The commodity distribution records will be transferred to the Courthouse where
they will be retained for three full fiscal years; said transfer will close the Surplus Food
Department, which will be June 2, 1966.
Chief Clerk presented a tax refund to the Board for approval; said tax refund
as per Court Order January Term No. 105 1965 A. D. and Howard Carson, having been
approved by the Tax Assessment Office and the County Solicitor.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the Tax Assessment Office
be authorized to prepare the following tax refund due to either duplication or overpayment
of real estate tax.

being located in Charleroi Borough, 507 Crest
Avenue, Charleroi, Pennsylvania, paid tax at
Face value in the amount of $35. 70 on August
30, 1965, on the following assessment.

Court Order reduced the assessment value on
storeroom and part lot to read as follows:

$2550. to $1855. and tax to $25.97 making a
refund due in the amount of $9.73 to Michael

Charleroi, Pennsylvania.

Motion carried unanimously.
The Registration Office will be open on Saturday until 12:00 noon for voter
registration beginning June 4, 1966, and for the duration of the period of time that pers
are elegible to register.
