BEVEC, JOHN MAZZA, COMMISSIONERS filed (or recorded) in Resolution File Folder Number One, in the Office of the Chief Clerk Moved by Mr. Bevec, seconded by Mr. Mazza, the Resolution of the Board of Commissioners of the County of Washington Approving the Undertaking of Additional Surve and Plans for the Charleroi, Central City Urban Renewal Area and the Filing of an Appli- cation, be adopted. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. The avove resolution was read in full and the complete text thereof is filed (or recorded) in Resolution File Folder Number One, in the Office of the Chief Clerk. Also present being: Chief Clerk Kittrid,ge, Tax Claim Bureau Solicitor Finder, Mr. Basich of the Washington j County Planning Commission and Reporter Robertson. Meeting was called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 140, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 140 be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None Resignation: Notification was received from Mrs. Katherine E. Linder, I Director of the Child Welfare Service, that informed the Board that Miss Grace McDowell, i recently appointed as a Caseworker I with said Services, would be unable to accept the i appointment. BEVEC, JOHN MAZZA, COMMISSIONERS 1 1 Appointments: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following tempor student employees be appointed as follows; this action to be effective June 13, 1966. Child Welfare Services: Election Office: Prothonotary: Tax Assessment: Beverly Zorek Marlene Oreski Kathy DeZardo Cynthia Knox Renee DeSanto Washington County Bridge Department: Douglas Hager Michael Lynch James Sestilli Dennis Ruscello (effective June 16, 1966) Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk: The Washington County Commissioners desire to commence a program to aid the elderly population of Washington County. This program is one which the County is currently seeking Federal funds to aid in the administration. Federal funds are being administered through the Pennsylvania Department of Public Welfare, Office for the Aging. These funds will provide 75% of the administration costs of the program. As the Commissioners are aware that there are benefits available for older persons, but many times these people do not know of them, and further that there is a need for new programs to serve the older people; this program will attempt to meet all those needs, and other needs of the elderly in the County. The Commissioners are currently seeking applicants who have the following qualifications: 1. Skill in the use and methods of community organization. 2. Knowledge in the principles and methods of administration' and supervision. 3. Knowledge of Federal and State statutes and programs related to Services for the Aging and other adults. Mr. Keery McAmbley, Director of the Industrial Development, entered the meeting. r Moved by Mr. Mazza, seconded by Mr. Bevec, that the Chief Clerk be authorized to advertise for a Community Organizer and Coordinator to institute a program to aid the aged population of Washington County. Requirements include a Bachelor Degree from a recognized college and two years experience in social, welfare work and experience administration of Federal, State and local funds and programs, Salary will be commendur with education and experience. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Motion carried unanimously. Mr. McAmbley informed the Board of property adjacent to the County Fair Grounds at Arden Downs that could be acquired for Industrial Development Purposes; asking price for the property (not quite an acre) owned by the Pennsylvania Railroad - $4, 500. 00. Mr. McAmbley commented briefly on the advantages of the property if acquired for industrial development purposes; said piece of property has been evaluated by the Insurance Broker and in his opinion, the asking price seems to be inorder. During the discussion that followed, note was made that in a survey takeb by the Court y Surveyor, three -fourths (3 /4) of a farm house is situated on the property. Chairman suggested that a letter of intent be sent to the Pennsylvania Railroad that the Board of Commissioners would be interested in the acquisition of the property for the price so stated. Moved by Mr. Mazza, seconded by Mr. Bevec, that Keery McAmbley in his capacity as Director of the Industrial Development be authorized to notify the Pennsyl- vania Railroad that the sum of $4, 500. 00 suggested by them would be agreeable to the County Commissioners for the purchase of said property. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. McAmbley also stated he would be attending a meeting that would clarify some items with reference to the notification received from the U. S. Department of Commerce, Economic Development Administration, that our area no longer qualifies for designation as a redevelopment area (see Minute No. 140 dated June 9, 1966); and reporter efforts are being made to submit two (2) prepared applications concerning Industrial Parks before the final termination date of the program. Deputy Controller Whalen entered the meeting and Mr. McAmbley left the meeting at this time. Chief Clerk was instructed to arrange a meeting to include the Board of Commissioners, Superintendents of the Washington County Home and Hospital for Men and the Home for Aged Women, and representatives from the Social Security Office and the Department of Public Assistance (DPA), for the purpose of discussing the payment of Medicare for those persons in the County Homes that are unable to finance their share. Letter under date of June 7, 1966, from Congressman Thomas E. Morgan, acknowledged receipt of letter from the Chairman of the Board, concerning the removal of Washington County by the Veterans Administration from the approved list for direct loans to veterans; the matter is being looked into immediately. 1 E MINUTE BOOK 651 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Letter under date of June 14, 1966, from Jack H. France, Attorney, informed the Board (as requested by members of Council of Allenport Borough) of the hazardous condition of the stream running through the Borough known as Hooters Run - said stream is filling with silt, broken trees and other debris that causes it to overflow its banks with the slightest rain; and requested that the County crew be assigned to the task (off! cleaning this streambed. This letter will be acknowledged and referred to the County Surveyor, John Yuhas, to contact the Department of Forests and Waters, for instruction. Letter under date of June 13, 1966, from Robert J. Freiler, Director of the Bureau of Surplus Food, Commonwealth of Pennsylvania, acknowledged receipt of check in the amount of $54. 60, payable to "Consumer and Marketing Service, United States Department of Agriculture" from the Washington Ice Company, Washington, Pennsylvania, as payment in full of the claim imposed by the Bureau for loss of Government Donated Commodities (surplus food consigned to the Washington County Commissioners). Moved by Mr. Bevec, seconded by Mr. Mazza, that a partial payment in the amount of $35, 000. 00 to Joseph F. Bontempo and Associates, architects for the proposed new County Home and Hospital, be approved for payment. Remarks: Total payments to Bontempo and Associates from the Capital Reserve Fund - $74, 631. 50. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Controller be authorized to advertise for bids for one hundred (100) cubic yards of ready -mixed Class "B" concrete, more or less, according to specifications of the Pennsylvania Department of Highways Form 408 dated 1960; to be delivered to Indian Camp Arch No. 4, spanning Sugar Camp Run, located in Independence Township, Washington County, Pennsylvania. Said bids to be received in the Office of the County Controller until 11:00 a.m., Daylight Saving Time, Thursday, July 7, 1966, and publicly opened immediately thereafter in the Office of the County Commissioners.
