SEVEC, JOHN MAZZA, COMMISSIONERS NO. 142 Office of the County Commissioners Washington, Pa., June 23, 1966 The Board of County Commissioners met in regular_ session with the following members being present: Commissioners Flynn, Bevec and Mazza. Also present being County Solicitor Capano, Chief Clerk Kittridge, Mrs. Amor Flenniken, Director of the Tax Claim Bureau; Mr. Charles Bush of the Tax Assessment Office, Mr. Michael Basich of Washington County Planning Commission and Reporter Robertson. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 141, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 141 be appro ed as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None Resignations: William B. Danley submitted his resignation as a member of the Washington County Planning Commission staff, in letter under date of June 21, 1966; resignation to be effective July 1, 1966. Notification was received from Chief Assessor Lheureau, Jr., that Arnold Cushner, temporary student employee in the Tax Assessment Office, terminated his duties effective June 17, 1966. Appointments: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following temporary student employees be appointed as follows; this action to be effective June 20, 1966. Clark, 921 Williams Street, Washington, Pennsylvania, be appointed as a member of the Board of the Redevelopment Authority of Washington County and the Industrial Development Agency. Mr. Clark will complete the unexpired term of George Sloan, who retired; said resigna will expire July 31, 1967. Flynn, Chairman of the Board of Washingon County Commissioners, be authorized to execute the necessary papers. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. The above resolution was read in full and the complete text thereof is filed or recorded in Resolution File Folder No. One in the Office of the Chief Clerk. Chief Clerk presented a tax refund to the Board for approval; said tax refund having been approved by the County Treasurer, the Tax Assessment Office and the County j Solicitor. Moved by Mr. . Bevec., seconded by Mr. Mazza, that the Tax Assessment Office authorized to prepare the following tax refund dueto either duplication or overpayment of real estate tax. Tax in the amount of $58.86 was paid on August 9, 1962. MINUTE BOOK 657 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS 1 Chief Clerk informed the Board it would be necessary to transfer funds from the Liquid Fuels Fund Account to the General Fund Account - recommendation of the recent Liquid Fuels Funds audit covering the period January 1, 1965 to December 31, 196 Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $484. 00 be transferred to the Liquid Fuels Fund Account to the General Fund Account, due to error of the Pittsburgh National Bank April 19, 1966. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Notification was from the Commonwealth of Pennsylvania, Department, of Rveenue, Bureau of Institional Corrections, stated that the per diem billing rate for Tirrance State Hospital has been revised from $4.40 to $4.70 effective June 1, 1966. Liability for maintenance periods beginning June 1, 1966 will be computed at the rate of $4.70 per day. Recorder of Deeds Woodward entered the meting. Mr. Woodward requested that a new system of producing instruments for the Recorder's Books be considered for various reasons: mainly because something has to be done concerning the matter of space. The mew system will involve microfilming to go back to 1951, a savings of approximately 70% of the space being that when the books are returned they will be only one-half the size of the present books, the security coverage and a time saving system in tirle searching, etc., also said system is presently instlled in about fifteen of the various counties. Price per instrument would be $1. 50 that would include microfilming, storage ans security coverage. Discussion period followed: Solicitor Capano, having examined this system, finds it to be very unique, efficient and quick. A very good system that saves space and mentioned that this system is now in effect in Westmoreland County. Mr. Capano made reference to Section 1,802, Subsection H, Paragrapg 3 of the County Code - Contracts - procedures concerning the purchase of necessary equipment for the new system. Contracts or purchases made by the Commissioners involving an expenditure of over seven hundred fifty dollars ($750) will shall not require advertising or bidding; those where particular types models or pieces of equipment articles apparatus appliances vehicles or parts thereof, which are pa and manuaftured or copyrighted products. The initial starting cost for the new system would be approximately $8, 300. 00 for capital equipment and could be taken care of in the present budget. Indexing Machine Posting Indexing System be established in the Washington County MINUTE BOOK 658 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Recorder of Deeds Office and that the Board of County Commissioners enter into an agreer with the Hall and McChesney Inc., which will include the purchase of machines; this action to be effective July 1, 1966. Remarks: The above action was taken on the basis of the recommendation of the Recorder of Deeds Woodward and the approval by the Washington County Bar Associa- tion represented by Robert Zeman, Esquire, and also on the basis of the ruling handed down by the County Solicitor whereby we have the legal right ro enter into this agreement withour bids; that such purchase can be made under the provisions of the County Code. The Board reviewed the new system to be ' established in the. Recorder of Deeds Office; Mr. Elish was in agreement that the new system would be beneficial and stated the machines purchased would be special machines for a special purpose as were the machines in the County Controller's Office at the time of their purchase. Explanations with reference to Workmen's Compensation Fund Invoice No. B38218 as to why the billing was received for an additional premium on a policy which expired for well over two years, term of policy being from January 1, 1963 to January 1, 1964, r were presented to the Board. Letter under date of June 20, 1966 from Gene P. Amanati, Broker of Record, informed the Board Policy No. 210867 was written on a retrospective basis* which means that if the experience is good the County would be entitled to a return premium or savings, but conversely, if the experience is bad the County would be liable for additional premium. When an audit is computed, the auditor will add and subtract the debits and credits and determine whether an additional premium is due the company or a refund is due the insured. This procedure is followed through until all claims are settled. Upon the settlement of the last outstanding claim, a final audit is made and an adjustment on the premium is finalized. The audits were made by the Pennsylvania Rating Bureau and therefore, Mr. Amanti recommended that the premium due the State Wprkmen's Insurance Fund is due and payable; retrospective calculation received from the Pennsylvania Rating Bureau as of May 21, 1966 being in the amount of $843. 00. 'Retrospective debits or credits are not released by the Rating Bureau until all claims are determined, thus accounting for the time lapse. Letter under date of June 14, 1966 from Congressman Thomas E. Morgan enclosed a self-explanatory letter from A. R. Guyler, Manager of the Veterans Admini- stration Regional Office, Pittsburgh, Pennsylvania, with further reference to the removal of Washington County from the approved list for direct loans to veterans. Washington County was deleted as a Direct Loan Area on July 30, 1965, because at that time a survey indicated that Direct Loan Activity was decreasing and GI Loan activity was in- creasing. The Direct Loan Program, was intended to aid veterans where GI funds were not available and VA guaranteed loans were generally unobtainable. Unless this is clearly established, the area cannot be considered a housing credit shortage area; from 1950 through June 30, 1965 the ratio between GI loans to direct loans was 3.2 to 1. This indicated, coupled with the activity from 1960, that GI Loans were generally unobtainable. The fact that lenders may require down payment, proof of job stability, or take care of their customers first ( an indication of some curtailment of funds for mortgage purposes at the present time; however it is anticipated that this situation will not endure ) would not of itself be sufficient to designate an area as eligible for direct loan financing. Moved by Mr. Mazza, seconded by Mr. Bevec, that a letter be sent to the American Legion, VFW and the Catholic War Veterans, that the Board of County Commissioners has made every effort possible to correct the situation concerning direct Loans to Veterans. Remarks: The Board was of the opinion that funds are not available at the banks. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Joseph Judish entered the meeting. New Business: Mr. Mazza presented two recommendations to the Board for considera- tion once a projection of the Budget for the next six months has been determined: beauti- fication of the Courthouse Dome and the painting of the Courthouse stone. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Courthouse be close from 4:30 p.m. Friday, July 1, 1966 until 9:00 a.m. Tuesday, July 5, 1966, in observant of Independence Day, July 4, 1966. Mr. Cromwell, Director of the Washington County Planning Commission, reported everything is going well at the Ten Mile Creek Recreation Site. Mr. Mazza made inquiry as to the progress of the flood control work. Chief Clerk stated a rough estimate had been received from Mr. Irvin l T. Miller concerning the stream clearance maintenance that needs further discussion; it had been tentatively agreed to do the various areas by piecework and get the very bad are s first. Canton Township to be considered first on the list. Mr. Bevec reported preliminary work has started on the flood control program indicated by the core borings that are now taking place around the bridge abutments involved in the program in the Canonsburg area.
