SEVEC, JOHN MAZZA, COMMISSIONERS Motion carried unanimously. Mr. Cromwell, Director of the Washington County Planning Commission, reported everything is going well at the Ten Mile Creek Recreation Site. Mr. Mazza made inquiry as to the progress of the flood control work. Chief Clerk stated a rough estimate had been received from Mr. Irvin l T. Miller concerning the stream clearance maintenance that needs further discussion; it had been tentatively agreed to do the various areas by piecework and get the very bad are s first. Canton Township to be considered first on the list. Mr. Bevec reported preliminary work has started on the flood control program indicated by the core borings that are now taking place around the bridge abutments involved in the program in the Canonsburg area. Moved by Mr. Mazza, seconded by Mr. Bevec, that the meeting adjourn. Meeting adjourned. Also present being: County Solicitor Capano, Chief Clerk Kittridge, Controller Elish and Reporter Robertson. Meeting was called to order by Chairman and roll call taken: Mr, Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 142, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 142 be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None Appointments: Moved by Mr. Bevec, seconded by Mr. Mazza, that John Kosarik, be i appointed as a Laborer with the Washington County Bridge Department; this action to be effective June 27, 1966. 7 L_JI D 1 Remarks: The above appointment is a replacement. Chief Clerk - Correspondence: Letter under date of June 28, 1966 from County Surveyor John Yuhas, reported the hazardous condition of the runway at the Washington County Airport. In making periodoc checks of the portion of the runway, the conditions is becoming more serious since dampness has been found under the checked portion; the hazardous condition must be corrected because it will cause an accident upon landing of any plane. In the discussion that followed, Mr. Mazza suggested that Mr. Yuhas check with the Pennsylvania Department of Highways as to the corrective measures taken by the Highway Department when a road sinks. Moved by Mr. Bevec, seconded by Mr. Mazza, that the hazardous condition of the runway at the Washington County Airport be corrected immediately because this is an emergency that might cause damage to persons or property and we cannot wait to advertise for bids and there is no way to determine what the cost will be until work is begun on the existing condition at the Washington County Airport. Solicitor: Because this is an emergency and a very dangerous hazard, this will have to be done under the emergency power of the Board of Commissioners. Letter under date of June 29, 1966, from the Aluminum Plumbing Fixture Corporation (Busch Company, 4907 Penn Avenue, Pittsburgh, Pennsylvania) enclosed specification sheets of cast aluminum water closet and lavatory combinations - price per model - $307.00. Necessary equipment to be installed at the Washington County Jail for the two year eligibility classification under the planned modernization and improvement program as recommended by the Commonwealth of Pennsylvania, Department of Justice, Bureau of Corrections. Note was made that the above mentioned company was the only company that makes fixtures of this type. Moved by Mr. Mazza, seconded by Mr. Bevec, that the purchase of nine cast aluminum water closet and lavatory combinations at $307.00 per combination, be authorized for use at the Washington County Jail being as this is a patented article combination and cannot be obtained at any other place. Therefore, we are permitted to proceed without advertisement for bids. County Solicitor has checked and this is the only company that makes this type of equipment. Chief Clerk informed the Board of a refund from the Liquid Fuels Tax Fun from the Commonwealth of Pennsylvania in the amount of $156, 731. 53 which was received by the County Treasurer on June 28, 1966. Check in the amount of $3, 900. 00 was received from the Commonwealth of Pennsylvania, Department of Highways, for damages incurred by the condemnation of right-of-way for the improvement of Route 1016, section 1, to the Washington County Institution District, located between Stations 41+55, left, in Washington Cpunty. This check will be earmarked for the Industrial Development Revolving Fund, since the property taken is in the industrial area. Letter under date of June 22, 1966y from Max Rosen, Secretary of Public Welfare, announced a change in the billing procedure and charges for care of children at the Commonwealth's Youth Development Centers and Forestry Camps. As of July 1, 19 6 all billing will be handled directly by the Department of Revenue. Charges for different centers and camps will be consolidated into one bill for each county. Payment will be to the Department of Revenue, and not to institutions. Charge for care at a youth develop ment center will be $7.25 per day; at a youth forestry camp, $5.00 per day. Letter under date of June 25, 1966, to Mr. John F. Cromwell, Director of the Washington County Planning Commission, from Daniel Nurnberger, Chairman of the Board of Supervisors of Union Township, was read by the Chief Clerk. Said letter acknowledged receipt of a letter from Mr. Cromwell addressed to the municipal authorities in the Monongahela Valley and concerning the action on the Monongahela Valley Expressway and the Donora Bridge situation and stated the Supervisors of Union Township did not participate in this matter for the purpose of designating a choice of bridge site, but only to add their weight to the movement to induce the Highway Department to get moving on some action; the Supervisors believe Mr. Cromwell and the County Commissioners are doing a g od job and exerting their best efforts in this field and they are in support, not opposition. \ In the event that any officials are threatening reprisals or are taking a political view of the action of the County Commissioners or the Agency in this matter, they specifically wish to dis-associate themselves from such activity. Chief Clerk presented memorandum from John F. Cromwell, Acting Director of the Department of Parks and Recreation, subject being rules and regulations for Ten Mile Creek Recreation Area. Moved by Mr. Bevec, seconded by Mr, Mazza, that the following Ten Mile Creek Park (County Park) Rules and Regulations, be adopted: BE IT RESOLVED that the Washington County Board of Commissioners adop and have enforced the following rules and regulations governing the County -operated Ten MINUTE BOOK 663 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS ■ Park and Boat Launching Area in East Bethlehem Township, which shall be known as the Ten Mile Creek County Park and hereinunder referred to as "Park". 1. No person shall be permitted to swim off of the park or wade in the launching area ramp except for the purpose of launching or removal of boats. 2. No person may remain, stay or loiter in the park betweem the hours of 10:00 p.m. and 8:00 a.m. 3. Betting, gambling in any form or maintaining any gambling equipment is prohibited. 4. No person shall cut, injure, deface, remove or disturb any tree, shrub, building, fence, bench or other structureapparatus or property; or pick, cut or remove any shrub, bush or flower; or mark or write upon any building, fence, bench, or other structure. 5. No person shall make or kindle an open fire except in picnic stives provided for that purpose or in similar type equipment. 6. Parking of any vehicle or trailer shall be permitted in designated parking areas only. 7. No abusive, profane or indecent language or any conduct that may annoy or be hazardous to persons or property, shall be allowed. 8. No person shall be permitted to wash any type of vehicle in the park. 9. The use of bow and arrows in the park area is prohibited. 10. All trash and refuse shall be disposed of in the containers provided. 11. Persons parking vehicles or trailers on the premises shall do so at their own risk and the county shall not be liable for any damages to said vehicles or trailers. 12. The of firearms in the park is hereby prohibited and except presence when carried by authorized government personnel. 13. Glass containers or bottles shall be prohibited in the parking, launching and ramp areas. 14. The launching ramp shall be used exclusively for the purpose of launching and removal of boats into and from the Ten Mile Creek and any activities incidental to said launching and removal. The operation and control of the park shall be under the jurisdiction of the Washington County Department of Parks and Recreation. The employees of said departmen and the police department of East Bethlehem Township are hereny authorized to enforce these rules amd regulations. Chief Clerk prsented a tax refund to the Board for approval; said tax refund having been approved by the County Treasurer, Tax Assessment Office and the County Solicitor. Premo, Victor and Margaret of Chartiers Township re: 1965 assessment. Tax in the amount of $68.10 Net was paid on July 29, 1965 and tax was reduced by Tax Adjustment 2609 to I read $62.78 Net, making a refund due in the amount of $5.32. Assessed valuation was reduced from $5120. to $4720. making a refund due in the amount of $5.32 to Victor and Margaret Premo, 608 Longview Drive, Houston, Pennsylvania. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Deputy Controller Whalen entered the meeting. New Business: Commissioners Bevec and Mazza, having investigated, the possibility of securing a cottage at the Youth Development Center to house juveniles, reported that they could not fund any thing suitable. The Board of Commissioners has investigated several other places and due to zoning and buildings not meeting the necessary requirements, they have been unable to secure a building for use as a temporay Juvenile Detention Home, at this time. Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn. Meeting adjourned.
