Chief Clerk prsented a tax refund to the Board for approval; said
tax refund having been approved by the County Treasurer, Tax Assessment Office and the
County Solicitor.
Premo, Victor and Margaret of Chartiers Township re: 1965
assessment. Tax in the amount of $68.10 Net was paid on
July 29, 1965 and tax was reduced by Tax Adjustment 2609 to I
read $62.78 Net, making a refund due in the amount of $5.32.
Assessed valuation was reduced from $5120. to $4720. making
a refund due in the amount of $5.32 to Victor and Margaret
Premo, 608 Longview Drive, Houston, Pennsylvania.

Motion carried unanimously.
Deputy Controller Whalen entered the meeting.
New Business: Commissioners Bevec and Mazza, having investigated, the possibility of
securing a cottage at the Youth Development Center to house juveniles, reported that they
could not fund any thing suitable. The Board of Commissioners has investigated several
other places and due to zoning and buildings not meeting the necessary requirements, they
have been unable to secure a building for use as a temporay Juvenile Detention Home, at
this time.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn.

Meeting was called to order by Chairman and roll call taken:

Chairman asked if there were any corrections, additions or omissions to
Minute No. 143, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 143 be
approved as read.

Development Agency, Mr. Herbert Edwards, representing the Industrial Development
Agency and Mr. Robert W. Sperring. , representing the Chamber of Commerce,
entered the meeting.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following persons be
appointed as Orderly (Attendant I, 3-E) at the Washington County Home and Hospital for
Men; this action to be effective as indicated opposite their names.

Mr. Cromwell at the public hearing scheduled at the Baldwin High School on Thursday nigh,
July 7, 1966, concerning the Route 88 Expressway.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the resolution ur
the Pennsylvania Department of Highways to act will all deliberate speed in expediting the
construction of this much needed highway, and give due consideration to how this highway
will enter Washington County so that it can be logically extended as the Monongahela Valli
Expressway, be adopted.

The above resolution was read in full and the complete text thereof
is filed or recorded in Resolution File Folder Number One, in the Office of the Chief
Clerk.
Mr. Cromwell also stated a report has been prepared based upon the
Planning Commission position on future highway development. Mr. Cromwell left the
meeting.
Mr. Anthony Merante, President of the Council of the Borough of
Canonsburg entered the meeting.
Mr. McAmbley, Mr. Edwards, Mr. Sperring, presented maps to the
Board to review, with a request from the Citizens Water Company for approval on the
right of way necessary to get the water line started to be used by the Superior Valve Com
at Arden Downs. The maps were reviewed and discussed at length and a meeting was
scheduled to include those concerned on Thursday afternoon, July 7, 1966 (The Washington
County Board of Commissioners would not be able to attend because of the Ten Mile Park
dedication) with another meeting to be scheduled for Friday morning, July 8, 1966 at 9:00
a.m. to include the Board of Commissioners with a representative from the Citizens Watel
Company, for further discussion of the right of way.
Messrs. McAmbley, Edwards and Sperring left the meeting.
Note: Present at the meeting held on Friday morning, July 8, 1966 were
Commissioners Flynn, Bevec and Mazza, County Solicitor Capano, County Surveyor Yuhas,
Mr. Keery McAmbley, Director of Industrial Development; Messrs. George K. Leary and
John Dydew representing the Citizens Water Company and Mr. Robert W. Spering, repre-
senting the Chamber of Commerce.
The above mentioned persons reviewed the maps showing the necessary
right of way and discussed the fact thatthe Citizens Water Company does not install water
mains in private streets and the fact that the Board of Commissioners ' have many things to

consider concerning the prime industrial land at Arden Downs, such as future planning, utijties

for the propsed new County Home and Hospital, etc. This meeting the Board of
Commissioners was in unanimous agreement to give their assurance to the Citizens
Water Company that the fifty -foot padd necessary for right of way would be dedicated as
a public street, so that the water company could proceed with their preliminary work;
the resolution to be prepared and presented at the next regular Board meeting.
Chief Clerk - Correspondence:
Letter underd date of July 1, 1966, from Kenneth V. Curry, Assistant County
Superintendent of Schools, announced that the Washington County Scholl for Driver Im-
provement will be closed during the month of August; the purpose being to provide a
vacation period for all those persons who have responsibilties in regadd to the Driver
Improvement School.
Statement of Touche, Ross, Bailey and Smart in the amount of $2, 700 for serviceE
rendered and $100. 00 for expenses; a total of $2, 800. 00, in connection with their exam-
ination of the cash receipts and disbursements for the year 1963 with reference to the
$50, 000 cash defieciency, was attached to letter under date of July 5, 1966, from the
Honorable Judge Barron P. McCune.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the statement in the amount
$2, 800. 00 as submitted by Touche, Ross, Bailey and Smart, for their services rendered
with reference to the $50, 000 cash deficiency, be approved for payment.

Letter under date of June 30, 1966, from Glenn C. Hess, Superintendent of Wash-
ington Public Schools, informed H. W. Minnemeyer, III, Director of Washington County
Civil Defense, of the action taken by the Board of Scholl Directors, that the facilities of
Third Ward School Building would not be available after August 15, 1966; this action necessary
because of a number of factors; in particular the high minimum cost of an estimate just to
put the heating system on a "stand-by basis", the public school special education pupils
be assigned to other classrooms in the district so that it is planned not to keep the Third
Ward School open for normal use.
Chief Clerk was instructed to meet with a member of the School Board to make
inquiry as to the possibility of reserving the Civil Defense space on a temporary basis; hez
insurance, etc. for the space would be the responsibility of the County.
Mr. Merante left the meeting.
Letter from J. H. Mifflin, District Enginner District 12, Commonwealth of Penn-
sylvania, Department of Highways, notified the County Commissioners of Washington C
the Department of Highways is contemplating a change in the existing drainage, width,

or location of State Highway Route 62128, Bridge No. 4 located in Washington County,

Amwell Township from Stations 176+50. 00 to 187+5.00 and damage to abutting property is
likely to result; plans showing the contemplated changes were forwarded and it was
requested that the Board of Commissioners indicate by letter or resolution whether or not They
would agree to accept responsibilities for property damage which may result from the chan e
proposed by the plans or contribute thereto.
Moved by Mr. Bevec, seconded by Mr. Mazza, that a resolution be adopted that i
Washington County will not assume responsibility for property damages in regard to State
Highway Route 62128, Bridge No. 4, located in Washington County, Amwell Township.

Chief Clerk presented specifications for the supplies required for the Tax Assess}
ment Office for the year 1967, to be advertised for bids.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Controller be
authorized to advertise for bids forthe furnishing and delivering of Tax Assessment Supplie
for the year 1967 to the Tax Assessment Office of Washington County, Courthouse, Wash- j
ington, Pennsylvania. Said bids to be received in the Office of the County Controller until
11:00 a.m. Daylight Saving Timw, Thursday, July 28, 1966, and opened immediately
thereafter in the Office of the County Commissioners.

Chief Clerk presented report that specifications would have to be prepared for

advertisement on the approximately 9,435 feet of Chartiers Creek Straam Clearance in
Canton Township, City of Washington; estimated cost to be from eight to eleven thousand dollars
specifications will be made on the necessary equipment needed to do the work correctly on
an hourly basis. Chief Clerk sukgested to the Board that County Surveyor Yuhas represent the
County during the stream clearnce work.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be
authorized to advertise for bids for approximately 9,435 feet of stream clearance of Chartiers
Creek, located in the City of Washington, and Canton Township. Said bids to be received
in the Office of the County Controller until 11:00 a. m. Daylight Saving Time, Thursday, Atust
4, 1966, and opened immediately thereafter in the Office of the County Commissioners. 1

Deputy Controller Whalen reported the City Occupation Tax of Washington, Penn-
sylvania, will be deducted from the July 15, 1966 payroll; this tax will not involve those

-+employees at the County Homes, the extra help, or the cleaning women at the Courthouse
until the latter part of the year. Mr. Whalen also submitted a financial report from
January 1, 1966 through June 30, 1966, showing Controller's balancespi receipts, expen-
ditures, Treasurers' balance and Treasurers' reconciliation, and in review stated tem
borrowing forthe year 1966 has been reduced from $1, 000, 000. 00 to $875, 000. 00; the sum
of $475, 000. 00 has been repaid to date balance due - $400, 000. 00 which should be retired
the month of July, to be done as soon as possible to save the interest; the interest
earnings in 1966 will far exceed the interest to be paid.
A representative of Judosn Wiley & Sons, entered the meeting.

class "B" concrete, more or less, according to specifications of the Pennsylvania Depart-
ment of Highways Form 408 dated 1960; to be delivered to Indian Camp Arch No. 4, s
Sugar Camp Run, located in Independence Towmship, Washington County, Pennsylvania.
Following being present: Commissioners Flynn, Bevec and Mazza, County Solicitor Capa
Chief Clerk Kittridge, Deputy Controller Whalen, representative of Judson Wiley and Sons
and Reporter Robertson.
Bids submitted and read by Deputy Controller Whalen, said bids being properly
advertised and submitted.

responsible bid and being in accord with our specifications. Motion made upon the reco-
mmendation of the County Solicitor.
