BEVEC, JOHN MAZZA, COMMISSIONERS 1 1 NO. 14 5 Office of the County Commissioners Washington, Pa., July 14, 1966 Board of County Commissioners met in regular session with the following membe being present: Commissioners Flynn, Bevec and Mazza. Also present being: County Solicitor Capano, Chief Clerk Kittridge, Deputy Controller Whalen, County Surveyor Yuhas,j Mr. Basich of the Washington County Planning Commission, Mr. Sittler of the Taxpayers' Association and Reporter Robertson. Meeting was called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Flynn - Present; Mr. Bevec - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 143, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Flynn, that Minute No. 144, be approved as read. I Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes; Mr. Bevec - Yes. Motion carried unanimously. Old Business: None Special Order of Business: RESOLUTION DEDICATING RIGHT OF WAY TO PUBLIG-7 USE WHEREAS, title to a 50 foot right of way, abutting the property of Superior Valve and Fittings Company on the Westerly side; the property of McClane heirs on the Easterly side, and the Washington -Meadowlands Road on the Northerly side, situate in Chartiers Township, Washington County, Pennsylvania, is vested in the County of Washington; and WHEREAS, the Court y of Washington proposes to extend said right of way from the present Southerly end to a point on the Northerly end right of way of the Pennsylvania Railroad Company; and WHEREAS, the Board of County Commissioners believe the dedication of said 50 foot road to public use is a necessary step in furtherence of its industrial development program to induce other industries to locate in the area and provide adequate road facilities to the present and further industries therein; THEREFORE, KNOW ALL MEN BY THESE PRESENTS, that the County of Washington hereby dedicates to public use the following described strip of land or right of way: ALL that piece or parcel of land situate in Chartiers Township, Washington C Pennsylvania, more fully described as follows: BEGINNING at a point at the Northearterly corner of lands of Superior Valve and Fittings Company and a 50 foot right of way, in the Washington -Meadowlands Road; thence South 34' 50' East for a distance of 1044.04 feet to a print on the Pennsylvania Railroad right of way; thence along said right of way North 67 °04' 23" East for a distance of 50.99 feet to a point on the line of McClane heirs; thence along the line of McClane heirs, North 34050' West for a distance of 1046.01 feet to a point on the Washington -Meadowlands Road; thence in said road South 640531 West for a distance of 50.73 feet at the plave of beginning The County of Washington expressly and specifically devises to itself the right or privilege of granting easements, rights of way, francgie, or any other rights and privilege, in the and, except or a water main to the Citizens Water Company, which right of way is MINUTE BOOK 672 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Chief Clerk: Presented a report prepared and submitted by County Surveyor Yuhas, concer the investigation of Hooters Run located in the Borough of Allenport (see Minute No. 141 dated June 16, 1966), present at the investigation being: Councilmen K. Anderson, H Donaldson, Celaschi, Borough Secretary F. Anderson and Surveyor Yuhas. Members of Council were informed by Mr. Yuhas that streams in Washington County do not come under the jurisdiction of the County Commissioners but are controlled by the Department of Forests and Waters; however, the Commissioners are very much interested in problems of boroughs and townships. If a flood damage estimate of the area is furnishec through the County Commissioners Mr. Yuhas will file an application with the Department of Forests and Waters for a stream clearance project. I Chief Clerk presented a tax refund to the Board for approval; said refund having ` been approved by the County Treasurer, Tax Assessment Office, and the County Solicitor Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment Office authorized to prepare the following tax refund due to either duplication or overpayment of i real estate tax. Martin, George E. and Jean M. of Smith Township re: 1965 assessment. Tax in the amount of $ 6 3. 64 Net was paid on June 9, 1965, $1. 06 and July 15, 1965, $62.58. Appeal reduced assessed valuation to $4480. and tax to $59.58 Net, making a refund due in the amount of $4.06 to George E. and Jean M. Martin, R. D. 1, Bulger, Pennsylvania. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Correspondence: MINUTE BOOK 673 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS 1 C Letter under date of July 6, 1966, from C. H. McConnell, Chief Engineer of the Commonwealth of Pennsylvania Department of Forests and Waters, stated the proposal and conditions concerning supplemental construction of prior stream clearance work in Run at Midland, (per letter from said department, under date of December 22, 1965 re: supplemental construction) Letter also stated the conditions under which the supplemental would be provided; if the proposal and conditions for construction are satisfactory, and the Department is furnished the necessary assurances, the Project will be placed on their construction schedule. Note was also made that unless a clean and unobstructed waterw is maintained, the improvements already provided and proposed will eventually become in-1 effective. The benefits of the work will therefore be entirely dependent upon a program of periodic maintenance cleaning and dredging by the sponsor. -In the discussion that fo the Chief Clerk was instructed to arrange a meeting between the Board of Supervisors of Chartiers Township and the Board of County Commissioners to discuss this problem. It was also suggested that perhaps some provision could be made in future agreements concerning stream clearance projects whereby the township, city or borough involved would also share the responsibility of the maintenance cleaning once a project is complete) Mr. Yuhas left the meeting. Letter under date of July 7, 1966, from Kermit C. Morrisey, President, Com- munity College of Allegheny County informed the Board of a few applications from Washington County; would like to know if their home county or some agency of the county can assist in some way with the sponsor's share (Allegheny County) of their tuition. The above letter was tabled for further research. Letter under date of July 5, 1966, from Clyde Rohland, member of the Fire S Committee requested their 1966 Budget appropriation. The Southwestern Chiefs and Assis service Chiefs Association Fire School will be held August 29, 30, 31 and September 1 and 2, 19g6, at California State College, California, Pennsylvania. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $200.00 be approved for payment, to defray expenses of the Pennsylvania Training Instutute of F which will be held on the above mentioned days at the California State College, California., Pennsylvania. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Deputy Controller Whalen informed the Board the City Occupation Tax of Washington, vania, would not be deducted from the July 15, 1966 payroll as previously stated; authori- zation forms will be prepared and distributed to be signed by each employee is payroll d, 1- deduction of said tax is desired, before the next pay period. Old Business: None Resignation: Moved by Mr. Bevec, seconded by Mr. Mazza, that the resignation as submitted by Rosalie Carroll, Clerk I in the Bureau of Elections, be accepted; this action to be effective July 22, 1966. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Leave of Absence: Moved by Mr. Bevec, seconded by Mr. Mazza, that John Schlinski, employee at the Washington County Home and Hospital for Men, be granted a sixty day leave of absence, as requested; this action to be effective July 20, 1966. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously.
