Also present being County Solici Capano, Chief Clerk Kittridge, Mrs. Amor Flenniken, Director of the Tax Claim Bureau, Mr. Basich of the Washington County Planning Commission and Mr. Sittler of the Taxpayer I Association. Meeting was called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 146, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 146 be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None Resignation: Moved by Mr. Bevec, seconded by Mr. Mazza, that the resignation as submitted by Rosalie Carroll, Clerk I in the Bureau of Elections, be accepted; this action to be effective July 22, 1966. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Leave of Absence: Moved by Mr. Bevec, seconded by Mr. Mazza, that John Schlinski, employee at the Washington County Home and Hospital for Men, be granted a sixty day leave of absence, as requested; this action to be effective July 20, 1966. E Mrs. Amor Flenniken, Director of the Tax Claim Bureau, presented private bids to the Board for approval; said bids having been approved by the solicitor of the Tax Clair. Bureau, (a) Purchase by an individual other than owner Moved by Mr. Bevec, seconded by Mr. Mazza, that RESOLUTION NO. 93, for property situate in Mt. Pleasant Township, Washington County, Pennsylvania, sold on April 26, 1940 Treasurer's Tax Sale_ to Washington County, described as 175 acres coal, situate in Mt. Pleasant Township, Washington County, Pennsylvania, and formerly assessed in the name of R. A. Wilson heirs. *Mrs. Mary Borlette -1/12 interest; Mrs. Rosana Graham - 1/12 interest; Mrs. Lida W. Somerlade - 1/12 interest; James S. Wilson 1/12 interest; D. F. Wilson - 1/12 interest; Mrs. V. W. Wilson - 1/12 interest; W. W. ,Wilson - 1/12 interest; R.A. Wilson - 3/12 interest; H. H. Pleasant Supervisors - July 11, 1966. Remarks: In the discussion that followed, concerning the above bid, note was made that the amount of taxes involved is in the total amount of $25, 276. 06 and said property has been off the books since 1931; Mr. Sittler was of the opinion that the offer was a ve good price. (b) Present owner re -purchasing to clear the cloud of the October 29, 1962 Tax Sale Moved by Mr. Bevec, seconded by Mr. Mazza, that RESOLUTION NO. 94, for property situate in Carroll Township, Washington County, Pennsylvania, sold on October 29, 1962 Tax Claim Bureau Sale, described as 2 lots, 42-43 Donora Extension, situate in Carroll Township, Washington County, Pennsylvania, and formerly assessed in the name of John Law, be approved; and that the sum of $73.80 be accepted from PEARL LAW. Washington County Tax Claum Bureau receiving approval and consent of taxing districts involved: Ringgold School District (Carroll Township) - June 23, 1966 and Carroll Town- ship Road Supervisors - November 28, 1964. BEVEC, JOHN MAZZA, COMMISSIONERS [1 1 Moved by Mr. Bevec, seconded by Mr. Mazza, that RESOLUTION NO. 95, for property situate in Cecil Township, Washington County, Pennsylvania, sold on November 12, 1964 Tax Claim Bureau Sale, described as all that certain parcel of ground situate in Cecil Township, Washington County, Pennsylvania, and more fully described as follows: Lot 2 consisting of 1,4318 acre surface on which is erected a four room house, recorded in DB 110 page 147, and formerly assessed in the name of Harry A. and Mary G. Young, be approved; and that the sum of $1, 281. 43 be accepted from HARRY A. YOUNG AND MARY G. YOUNG, his wife. Washington County Tax Claim Bureau reciving approval and consent of taxing districts involved: Canon -McMillan School District (Cecil Township) - May 9, 1966 and the Cecil Township Road Supervisors - May 5, 1966. * *Tax Claim Bureau note: We wish to call to the Board's attention that on this repurchase we have allowed for the 1967 school and borough taxes. However, if the entire bid is processed prior to August 1, 1966, and we are able to record the deed prior to the above date, the owner will be entitled to a refund of the 1967 taxes from the distribution of monies, and the property will be re -assessed for the year 1967. Moved by Mr. Bevec, seconded by Mr. Mazza, that RESOLUTION NO. 96, for property situate in South Strabane Township, Washington County, Pennsylvania, sold on November 12, 1964 Tax Claim Bureau Sale described as all that certain parcel of land site South Strabane Township, Washington County, Pennsylvania, and being more fully describes as follows: 1.5 acre surface, recorded in DB 875 page 427 (60-12-18) formerly assessed in the name of Edmund B. and Elizabeth Trapuzzano, be approved; and that the sum of $240.89 be accepted from EDMUND B. TRAPUZZANO AND ELIZABETH, his wife. Washington County Tax Claim Bureau receiving approval and consent of taxing districts involved: South Strabane Township School District - May 9, 1966 and South Strabane Township Supervisors - April 26, 1966. *Tax Claim Bureau note: We wish to call to the Board's attention that on this repurchase, we have allowed for the 1967 schhool and borough taxes. Mrs. Flenniken also requested signatures on County Commissioner Real Estate Office Deed, on a Court Sale - No. 207 November Term 1961 (see Minute No. 213, dated January 5, 1962) Purchaser - Michael Sabatasse, being as the balance has been paid in �d in s said request having been approved by the solicitor of the Tax Claim Bureau; the Board TVA MW BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISS1ONER5 Board complied with said request. Mrs. Flenniken reported work is progressing very well in the Tax Claim Bureau; the Tax Sale will be held on schedule in September; the temporary student help is very satisfactory, Deputy Controller Whalen entered the meeting and Mrs. Flenniken left the meeting at this time. Moved by Mr. Bevec, seconded by Mr. Mazza, that the precincts of North Franklin 1 and Peters 1, Washington County, Pennsylvania, which have over 1600 voters, be divided into two precincts in each District, and that the County Solicitor be authorized to petition the Court for the approval of said precinct division. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk presented a personal property refund to the Board for approval; said tax refund having been approved by the Supervisor of the Personal PropertyDepartment and the County Solicitor. Moved by Mr. Bevec, secondedby Mr. Mazza, that the Personal Property Depa of the Tax Assessment Office, be authorized to prepare the following tax refund, due to filing of the following account in Washinton County by error. Western Pennsylvania National Bank,Alexander Brown Estate No. 1-3971-9. On February 1, 1966 the Western Pennsylvania National Bank filed their blanket return in Washington County and the above account was errorneously included on the Sundry List. A letter requesting the refund in the above account was then submitted to the Personal Property Department. The letter states that at the time of his death, Mr. Brown was residing in Fayette County. Therefore, the account for his assets should have been filed on the Fayette County Blanket Return, making the refund due in the amount of $10. 07 to Western Pennsylvania National Bank, 236 Fifth Avenue, McKeesport, Pennsylvania; said refund to cover the 1966 Personal Property Tax paid on June 23, 1966. New Business: r % The Board of County Commissioners Superintendent of the County Home, Directors of Industrial Development and the officials of the Superior Valve and Fittings Company, ma4e I a personal inspection of the land involved at Arden Downs; various corrections were made and the Board of County Commissioners will enter 9nto a new agreement with the Superior Valve and Fittings Company. Chairman informed the Board that the resolution sponsorship by the Board of County Commissioners dated June 24, 1965, concerning the channel at Plum Run in Midlan , Chartiers Township stream clearance project; must be certified at this time that it is still nt 1 �I in effect; a condition of the Department of Forests and Waters for supplemental services i MINUTE BOOK 679 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Moved by Mr. Bevec, seconded byMr. Mazza, that the County Controller be authorized to advertise for bids for the furnishing and delivering of coal for heating the Washington County Courthouse, Jail, Washington County Home and Hospital for Men and the Washington County Home for Aged Women, for the 1966-1967 season. Said bids to be received in the Office of the County Controller until 11:00 a.m. Daylight Saving Time, Thursday, August 18, 1966 and opened immediately thereafter in the Office of the County Commissioners. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. It is hereby moved by Mr. Bevec, seconded by Mr. Mazza, that the Board of County Commissioners certify that the resolution of sponsorship dated June 24, 1966, and the rights of entry presently filed with the Depaetment of Forests and Waters, is still in effect and continuing for the proposed additional work. Remarks: A meeting was held between the Board of Commissioners and the Chartiers Township Supervisors with reference to keeping the stream clear of rubbish and trash that has polluted the stream since the project was completed and the Supervisors i have agreed to make every effort to keep the stream clear of rubbish and trash and to enforce the law for violating the township ordinance preventing stream pollution.
