Motion by Mr. Mazza, seconded by Mr. Pettit, that T. M. BEDII,LION, R. D. 43
Washington.,,Pennsylvania., be awarded the contract for the delivering of ballot bones and
election supplies to the 188 election precincts in the County for the General Primary
Election to be held on Tuesday, April 26, 1960, for the sum of $700.00 (Seven hundred dollars);
this being the lowest and only bid received.
Motion carried unanimously.
There being no further business to case before the Board at this time, the
meeting adjourned.

missioners Pettit, Cummins and Mazza.
Motion, by Mr. Cummins, seconded by Mr. Mazza, that the proposed budget
for Washington County General Fund for the year 1960 be made available for public inspection
in the Office of the Chief Clerk to the County Commissioners for a period of twenty (20)
days or until April 1, 1960, and that the following public notice be given in the Washington
Observer:

In compliance with the provisions of the Acts of Assembly covering such
matters, the proposed budgets for the financial affairs for the Washington County General
Fund and the Washington County Institution District for the fiscal year 1960 have been
prepared and adopted and are available for public inspection in the office of the Chief
Clerk to the County Commissioners, Courthouse, Washington, Pennsylvania, for a period of
twenty (20) days or until April 1, 1960.

• Board of County Commissioners in regular session those present being:
Pettit, Cummins and Mazza.
Motion by Mr. Mazza, seconded by Mr. Cummins, that the following resolution of
the Board of the County Commissioners of the County of Washington, Commonwealth of Pennsylvania,
relative to the issue by the said County of a Dote for Two Hundred Thousand ($200,000.00) Dollar.,
as a temporary loan, was presented, duly seconded and adopted by the said Board, to -wit:
'AREAS, it has become necessary for said Board to borrow the sum of Two Hundred
Thousand ($200,000.00) Dollars for the purpose of meeting current expenses for the year 1960, ani
to be payable out of taxes and other current revenues during the year 1960; now, therefore,
BE IT RESOLVED, by the Board of County Commissioners of the said County of Wash-
ington, that for the purpose of providing funds for the payment of current expenses of the County
the proper officials of the said County are hereby authorized and directed to negotiate a tempura
loan on such terms as may be agreed upon by them, payable out of taxes which have been levied and
to be collected during the year 1960, and so much of said taxes as may be necessary to repay said
loan, with interest, is hereby set aside and designated for that purpose, and issue a note there-
fore, payable August 8, 1960, with` interest from date of said note at the rate of two and three
fourth per cent (2 3/4%) per annum, free of all taxes levied by the Commonwealth of Pennsylvania,
which said taxes the County of Washington assumes and agrees to pay, said note to be negotiated
and issued as follows:

Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller be
ized to reimburse the Washington County Liquid Fuels Tax Fund for Channel improvement work that
was charged in error to the Washington County Liquid Fuels Tax Fund in the amount of $27,465,28;
this reimbursement made on March 14, 1960.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr, Mazza, that the County Controller be
ized to remiburse the Washington County Liquid Fuels Tax Fund in the sum of $9,211.44 this amount
representing salaries charged in error to the Washington County Liquid Fuels Tax Fund; this reim-
burs ent made obi March 14, 1960.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the General. Fund be reimbursed
with the following payments from the Tax Assessment Bond Issue; this reimburamaht made on March
14, 1960.

Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that a refund voucher in the amount
of $79#64, be made payable to Mt. Lebanon Federal Savings and Loan Association, 126 South
ton Road, Canonsburg, Pennsylvania, due to a duplicate payment of 1959 County Tax. 0n August 1,
1959, the amount of $79,64 was paid by Erwin C. and Madelyn B. Feder, for their 1959 County Tax
on property situate in Peters Township, Washington County, Pennsylvania, assessed in their name
and described as 8 room brick house, Lot 42, 1 acre of surface, DB 974 - 394 Sherwood Hills Plan.
On the same date, the Mt. Lebanon Federal Savings and Loan Association also made payment on said
property, thus causing a duplicate payment and a refund in the amount of $79.64 due. The Tax
Assessment Office, upon proper certification of duplicate payment by the County Treasurer's
Office and approval of the County Controller, is hereby authorized to prepare said refund voucher
in the amount of $79.64, payable to Mt. Lebanon Federal Savings and Loan Association, 126 South
Washington Road, Canonsburg, Pennsylvania.

Motion by Mr. Mazza, seconded by Mr. Cummins, that the County Solicitor be
ized to petition the Court of Common Pleas for approval to sell at Private Sale the following
described properties to the following described persons, for the sum or price set opposite the
same, plus, the costs in the case. This property is to be included in the same sale as
by Minute No, 10, dated January 25, 1960,

Motion by Mr. Cummins, seconded by Mr. Mazza, that the following Agreement between
the Commonwealth of Pennsylvania, acting through the Department of highways, and the County of
Washington„ by its County Commissioners, be approved for certain improvements being made by the
Commonwealth on specified sections of Legislative Routes located in Hopewell and Mt. Pleasant
Townships, which will require the taking of additional property for right-of-way purposes, and
the payment of damages to the owners of property.

after called the Commonwealth, and the County of Washington, by its County Commissioners., herein-
after called the County.
WITNESSETH
WHEREAS, the Commonwealth is making or is about to make an improvement on Legisla-
tive Route 62041, Bridge #2 between Stations 93+75 and 102+35, and Route 62022, Bridge #3, betwee
Stations 102*35 and 106+3U6, and between Stations 226+66 and 231+00, located in Hopewell and
Mt. Pleasant Townships, Washington County, which will require the taking 6f additional property
for right-of-way purposes, and the payment of damages to the owners thereof; and
WHEREAS, the County, by resolution duly adopted, has refused to assume responsibil3
for any of the property damages involved in the improvement but desires to make a contribution to
said damages in order to assist in the construction of the highway.
NOW, THEREFORE, IT IS AGREED by and between the parties hereto;
Section 1, The Commonwealth will proceed to make the improvement and will assume
responsibility for all property damages incurred by reason thereof, and will pay to the property
owners or others legally entitiled to receive the same, when and as ascertained either by legal
proceedings or by agreement with the owners, the full amount of property damages to which they
are legally entitled.
Section 2. The County of Washington shall pay to the Commonwealth the sum of Five
Hundred (500.00) Dollars toward the property damages, with the understanding that payment will
be due only upon certification from the S cretary of Highways that the sum of Five Hundred ($50O.0
Dollars has been expended by the Department of Highways in the settlement of property damages for
said improvement.
Section 3. The estimated amount of property damages in connection with the
improvement is Two Thousand Two Hundred Fifty ($2,250.00) Dollars.
