BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS WHEREAS, it is desireable and -in the public interest.that the Redevelopment Authority of the County of Washington make surveys and prepare plans., presently estimated to cost approximately One Hundred Three Thousand Dollars ($103,000), in order to undertake and carry out an urban renewal project of the character contemplated by Section 110(e) of Title 1, in that area proposed as an -Urban Renewal Area, situated in the City of Washington.. County of Washington, State of Pennsylvania, which is described as follows: Beginning at a point of intersection of West Walnut Street and North Main Street; thence in a southerly direction along Main Street to its intersection of the Pennsylvania Main Line right-of-way; thence along the Pennsylvania Main Line right-of-way in a westerly direction; thence in a northerly direction to its intereeection with Hall Avenue thence in an easterly direction along Hall Avenue to its intersection with Church Street; thence along Church Street in an easterly direction to its interesection with North Franklin Street; thence along North Franklin Street in a sourtherly direction to its intersection with West Walnut Street; thence along West Walnut Street in an easterly direction to its inter�section of North Main Street or point of beginning. NOW, THEREFORE, BE IT RESOLVED BY the Commissioner of the County of Washington: 1. That the proposed Urban Renewal Area described above is a slues, blighted, deteriorated, or deteriorating area appropriate for an urban renewal project and -the under- taking by the Redevelopment Authority of the County of Washington of surveys and plans for an urban renewal project of the Character contemplated by Sanction 110 (a) of Title 1 in the pro- posed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title 1 is needed to enable the Redevelopment Authority of the County of Washington to finance the planning and undertaking of the proposed Project. 3. That it is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal projects with Federal financial assistance under Title 1, in - those relating to the relocation of site occupants, to the provision of local grants-in-aid, and to the requirement that as a dondition to the execution of a contract for a loan or capital grant for an urban renewal project the locality present to the Housing and Home Finance Administrator a Workable Program, as set forth in Section 101(c) of Title 1, for utilizing appropriate public and private resources to eliminate and present the development or spread of slums and urban blight; and that it is the sense of this body (a) that a feasible method for the relocation of families displaced from the urban renewal area, in conformity with Title 1, can be prepared, and (b) that the local grants-in-aid can and will be provided in an amount whicr . will be not less than one-third of the Net Project Cost of the Project and which, together with the Federal capital grant, will be generally equal to the difference between Gross Project Cost and the proceeds or value of project land sold, leased, or retained for use in accordance with the urban renewal plan. 4. That the filing of an application by the Redevelopment Authority of the County of Washington for an advance of funds from the United States of America to enable it to de- fray the cost of the surveys and plans for an urban renewal project in the proposed Urban Renewal Area described above is hereby approved. Motion carried. There being no further business to come before the Board at this time, the meet- ing adjourned. PETTIT, J. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS WHEREAS, the County of Washington, through its Board of County Commissioners, has given written assurances to the United States of its intention to cooperate with the Corps of Engineers with regard to the Project; and WHEREAS,, the County of Washington desires to secure such aid , financial or other- wise, as maybe lawfully due to the County in accordance with the Act of March 10, 1937, P.L. 431 Section 1, 32 P. S- 653 et seg. NOT, THEREFORE,, a motion is made by Mr. Mazza and seconded by Mr. Cummins to the effect that such aid, financial or otherwise, be and the same is hereby requested of the Water and Power Resources Board of the Department of Forests and Waters, Commonwealth of Pennsylvania, for the construction and completion of the Chartiers Creek Flood Control Project. Motion carried. Motion by Mr. Mazza, seconded by Mr. Cummins, that the Board of County Commis- sioners sitting as the Registration Commission of Washington County approve the following field registration days for the General Election to be held the first Tuesday after the first Monday in November.
