' 74 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANCIS E. PETTIT, J. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS NO. 65 Office of the County Commissioners Washington, Pa., August 24, 1960 Board of County Commissioners in regular session those present being: Commissioners Pettit and Cummins. Mr. Pettit instructed the Chief Clerk to contact Frank Je Docktor Solicitor for a legal opinion on the bill received from the Coroner's Office in the amount of $25.00. The Town- ship of West Pike Run rendered a bill in said amount for covering with red deg and fill dirt, that area where four bodies were badly mutilated in an airplane accident which happened on July 24.9 1960. The question arose if this bill was an obligation of the County or West Pike Run Towel - Ship. Motion by Mr. Cummins, seconded by Mr. Pettit, that the Courthouse and Offices of the Washington County Institution District be closed on Saturday, September 3rd and Monday, Septe&- ber 5th, 1960; the 5th of September being Labor Day and a legal holiday. Motion by Mr, Cummins, seconded by Mr. Pettit, that the fallowing resolution of the Washington County Redevelopment 4uthority and the Washington County Planning Commission be approved and adopted: I;400tiM� WHEREAS, the Washington County Condssioners'are the governing body of the County of Washington and have organized and support the staff and projects of the Washington County Redevelopment Authority and the Washington County Planning Commission. WHEREAS, the Washington County Redevelopment Authority was created under Pennsyl. vania Enabling Legislation to administer redevelopment and renewal programs in urban areas of Washington County that need blighting elements removed or the land redeveloped for uses to conform wit4 a comprehensive plan for stimulating growth and preservation of values in the comity, lekMMS, the County Planning Comission and its staff was organized under state enabling legislation to assist local planning commissions in developing cwWrehensivd'plans for their communities and to develop a County Planning Program. 1 IL� MINUTE BOOK go BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANCIS E. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS NHEREAS, the Redevelopment Authority of the County of Washington has examined the section of the City known as Central Washington Business District, bounded and described as fellows: BEGINNING at the Intersection of Highland and Lincoln Street proceeding south along Lincoln to the intersection of Lincoln Street and the B & O Railroad then proceeding westerly along the B & O right-of-way till the B & O intersects with the Pennsylvania Railroad right-of-way proceed north westerly along the Permsylvania right-of-wy to the intersection of Hall Avenue Extension - Proceed northeast along Hall Avenue to West Walnut Street Extension and then northeast along Walnut Street to intersection of Highland Avenue and thence northeast along qghl.and to the place of BEGINNING: Wk'+RE&S, the Redevelopment Authority of the County of Washington and Planning Commission of the City of Washington find that the section of the city described above, contain arsa or areas among sound neighborhoods which present the following characteristics: (1) There is a need for major repairs or extensive miner repairs throughout the project area. (2) There is an existence of inadequate original construction and alterations. (3) There is inadequate or unsafe plumbing, heating or electrical facilities. There has been everrNr+ta wi ing or improper location of structures on land. (5) There is exeessive dwelling unity density. The second floors or some structures which are used for comercial purposes have been converted into apartments above. (6) The conversions to residential uses are income. patible with the commercial activities carried out in the basements and first Mors of the buildings. (7) Inadequate land uses or conditions such as proximity to the streets, incompatible emmercial and residential uses, structures in wed land use and a deterioration of structures constitute detri- ments which should be eliminated. (8) Other equally significant environmental deficiencies have resulted from the railroad facilities and in- adequate street system in addition to the incompatibles land uses that have helped to foster blighted conditions. The area may be considered to be 100 percent built-up in that all land in the project is being used at the present time or has been improved for uses. I + S, there is an opportunity to remove structures which are unsafe, unsanitary or inadequate, and at the same time to help necessary commercial., industrial and residential expansion and renewal. NOW; THEREFORE, be it resolved -by the County Comissioners of the County of Wash•• ington: 1. That it is found and determined that certain areas or areas amovg sound neighborhoods of the above described section are blighted because of the conditions mill, lsa%teW above, and that this blight is detrimental to the entire section. 2. That it is further declared that the said section's hereby considered to be possible redevelopment and renewal areas as defined in the Pennsylvania Urban Redevelopment Law, Act of May 24, 1945, P.L. 991, as amended. That a copy of this resolution be transmitted to the City Council of the City of Washington, the City and County Planning Commission,, to the Redevelopment Authority of the County of Washington and to the Department of Commerce of the Commonwealth of Pennsylvania with a request that the Redevelopment Authority make application to the Pennsylvania Department of Commerce for funds to delin:iate the said redevelopment 11w er areas and to designate redevelopment and renewal projects and (a) to prepare a map showing existing uses of the real property li within the redevelopment area or areas; (b) to prepare a land use plan of said area or areas shoving proposed uses following redevelopment; (c) to determine the boundaries of the area or areas to be designated as redevelopment projects; (d) to prepare an estimated cast of acquisition of the redevelop- ment projects and all other costs necessary to prepare the project or projects for redevelopment; (e) to prepare a report to the Planning Commission of the City of Washington and to the Department of Commerce of the Commonwealth of Pennsylvania, setting forth the result of the studies herein outlined and its recommendation as determined from the studies. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Pettit, that the County Controller be authorized to advertise for the doing of all the items of work complete; and the furnishing of all the required materials and equipment required in connection with the doing of the various items of work necessary to prepare the site for the erection of a "T" Type Plane Hangar on the lands of the Washington County Airport located in South Franklin Township., Washington County. Bids to be received by the County Controller, in his Office in the Courthouse, Washington, Penn.• slyvania, until 11:00 A.M., Daylight Savings Time, Ptiday, September 9, 1960; and opened di- ately thereafter in the Office of the County Commissioners. Motion carried unanimously. Motion by Mr. Cummins,seconded by Mr. Pettit, that the County Controller be author:. ized to advertise for the supplying and complete erection of one (1) six stall steel. "T" Hangar at the Washington County Airport located in South Franklin Township, Washington County. Bids to be received by the County Controller, in his Office in the Courthouse, Washington, Pennsylvania, until 1:30 P.M., Daylight Savings Time, Friday, September 9, 1960; and opened immediately there- after in the Office of the County Commissioners. Notion carried unanimously, Motion by Mr. Cummins, seconded by Mr. Pettit, that a refund voucher in the amount of $2.44 be made payable to C. E. & Ruth B. blumer, said refund to cover a portion of the Personi Property Tax paid July 16, 1958 for the year 1958. On January 21, 1958, C.E. & Ruth B. Byer filed with Washington County their 1958 Personal Property Return. The return was based on stocks - valued at $18,235 and 6-$l0© Sinclair Oil Corporation Bonds - 4 3/8% due 1986, valued at $640*00 and tax was paid for same on July 16, 1958. The 6-$100 Bonds were erroneously filed by C.E. & Ruth B. Blumer. Therefore, a refund is requested based on the proportionate amount of the tax paid and. the Personal Property Department of the Tax Assessment Office is hereby authorised to prepare said refund voucher in the total amount of $2.44 made payable to C.E. & Ruth B. Supler, said refund to cover the Personal. Property Tax paid on July 28,, 1960 for the year 1960. On February ll, 1960, Maisel K. Supler, filed with Washington County her 1960 Personal Property Return. The return was based on 150 shares of Lone Star Gas Company Stock val7Aed at $5870 and.tax was paid on July 28, 1960. Mabel K. Supler is not a resident of Washington and therefore.. a tax refund is requested in said amount of $22.31, and the Personal Property Department of,the Tax.Assessment Office is hereby authorized to prepare,said voucher for 22.31 made payable to Mabel K. 3upler, R. D. 21, Box 38, West Alexander, Pennsylvania. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Pettit, that a refund voucher in the a run, of $25.50 be made payable to United Savings and Loan Association, Bethel Offices, 1797 North High- land Read, Pittsburgh 28, Pennsylvania due to a duplicate payment of 1960 County Tax. On July 27, 1960 Mr. Ross paid tax in the amount of $24.22 on property situate in Chartiers Townships Washington County, Pennsylvania, and described as 1 story 6 room brick house.. Lot 179, DB 875-548 Alliagn Farms, On August 8, 1960 the United Savings and Loan Assooiatio% paid $25,50 the face amount due on said property and thus created a duplicate payment. Therefore, the Tax Assessmnet Office, upon pr9per certification of duplicate payment from the County Treasurer's Office and approval of the County Controller, is hereby authorized to prepare said refund voucher in the mount of 25.50 made payable to United Savings and Loan Association, Bethel Office, 1797 North Highland Road, Pittsburgh 22, Pennsylvania. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Pettit, that a refund voucher in the amount of $10.00 be prepared and made payable to the Commonwealth of Pennsylvania, which is the balance due, as indicated in their audit report of the records prepared by the Department of the Auditor General, for the Office of the Clerk of Court, covering the period from case number 93, February Term 1959 to case number 37, February Term 1960 and case number 2, November Term 1958 to case number 9 November Term 1959 (Juvenile Docket). Motion carried unanimously. Motion by Mr. Cummins., seconded by Mr. Mazza,, that Francis E. Pettit.. Chairman of the Board of Washington County Commissioners, be authorized to execute and file a Project Application for Federal Funds under the Federal Airport Act with the District Airport Engineer of F. A. A., for the further development of the Washington County Airport. MotionJt.carried unanimously. Motion by Mr. Cummins., seconded by Mr. Pettit, that Paul J. Pettit, be appointed as Chief Engineer in the Office of the County Engineer, this aft to be retroactive to August 16.. 1960. Motion carried Unanimously. Motion by Mr. Cummins, seconded by Mr. Pettit.. that Lee R. Mason, be appointed as 'a temporary clerk in the Tax Assessment Office, this action to be retroactive to August 24 1960.
