HomeMy WebLinkAboutCOMM - Meeting Minutes - 96-A - 12-28-1960 - COMMISSIONER112 MINUTE BOOK BOARD OF COUNTY C0MMISSI0NERS WASHINGTON COUNTY, PENNSYLVANIA FRANCIS E PETTIT J BLATCH CUM MI J M NS, OHN AZZA, COMMISSIONERS THE FOREGOING MINUTE READ AND APPROVED: Dece er 196 ATTEST: _ HIEF CLERK NO. -A Office of the County Commissioners Washington, Pa., December 28, 1960' A joint meeting of the Washington County Commissioners and the Westmoreland County Commissioners was held at the Washington County Courthouse at 1:30 P.M., on Wednesday, December 28, 1960 for the purpose of awarding the contract for the_Donora-Webster Bridge. Representatives of Washington County included: Commissioners Francis E. Pettit, J. Blatch Cummins, John Mazza, Solicitor Frank J. Docktor, Engineer Paul J. Pettit, Chief Clerk Joseph Di Filippo, and Deputy Controller Bernard Luketich. Representatives of Westmoreland County included: Commissioners J. W. Kromer, William C. Henderson, Jr., Engineer Ben R. Hebrank and Chief Clerk W. E. Noel. Also present was Mr. Lee Critchfield Consulting Engineer of Critchfield Engineering Associates, Inc. Washington County Commissioner Francis E.. Pettit, called the meeting to order for f the specific purpose of awarding the contract for the Donora-Webster Bridge. Said bids were opened and tabled on December 16,. 1960. Remarks: Mr. Hebrank, Engineer of Westmoreland County, remarked that after investi- gating the company of Ferguson & Edmonson of Pittsburgh, Pennsylvania, the lowest bidder, he found them to be both responsible and reliable. He question Article 14A that the Commissioners not being mebtioned as to the authority can problems that could arise in the reconstruction of the Donora-Webster Bridge, that this authority was left up to the Engineer, Mr. Critchfield. Mr. Docktor, Solicitor to the Washington County Commissioners, remarked that the Engineer was only acting as an agent for both counties and that the final authority still rested with the Commissioners of Washington and Westmoreland Counties. Mr. Critbhfield, Engineer, remarked that he also upon investigation wished to recom- mend the company of Ferguson & Edmonson of Pittsburgh, Pennsylvania, therefore, the following motion was made. Motion by Commissioner Kromer of Westmoreland County, seconded by Commissioner Mazzi of Washington County, that the bid of Ferguson & Edmonson Company, 408 Keystone Building, Pittsburg 22, Pennsylvania in the amount of $372,320.00 be accepted for the Rehabilitation and Repair of the Donora-Webster Bridge and the contract be awarded to FERGUSON`& EDMONSON COMPANY, the said Company "-,,being the lowest responsiile bidder"and subject to the Execution of'a written agreement as pro- vided for in the specifications in connection with the Rehabilitation and Repair of the Donora- Webster Bridge. Motion carried unanimously. There being no further" business to come before'the BoArd at this time, the meeting adjourned.
