The County Controller is hereby directed to offer the said bonds for sale by advertisement in the manner required by law, to bear interest at the best rate bid for in a multiple of one -eighth of one per cent, bids to be opened at the meeting of the Board of County Commissioners to be held on the 27th day of September, 1961, and the County Solicitor is hereby directed to prepare the necessary proceedings and to retain the law firm of Burgwin, Ruffin, Perry & Pohl of Pittsburgh, Pennsylvania., to examine the proceedings and issue an approving legal i opinion to the successful bidder. Section 4. All resolutions or parts of resolutions not in accord with this resolu- t ion are hereby repealed in so far as they conflict herewith. PASSED this 31st day of duly, 1961. ' orized to advertise for the printing and delivering to the Election Department of the County 1 Commissioners the necessary ballots and election supplies required for the conduct of the November Municipal Election to be held Tuesday, November 7, 1964 and the delivering of ballot boxes with election supplies to the Judges of Election for the one hired eighty-eight (188) precincts. Bids to be received by the County Controller in his Office at the Courthouse,. Wash'- ; ington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Monday, August 289 1961, and cps P immediately thereafter in the Office of the County Commissioners. Motion carried unanimously. Wash- ington County, Pennsylvania, have been examined by the County Commissioners and they agree that Washington County will not assume liability for amy property damages resulting from the changing of the above Route as contemplated by these Plans; or OW damages arising out of any changes or alterations of drainage resulting from the construction or maintenance of-.ts highway; or any damages resulting to any property holdings of any Public Utility Company; nor will the County assume any damages resulting to any coal or other minerals, or water, in and underlying the pro- perty affected by this improvement; that Washington County will not contribute toward the paymeni of Property Damages on this Project due to previous commitments. Motion by Mr. Cummins, seconded by Mr. Pettit, that the following resolution for preparation of an "Overall Economic Development Program" for Southwestern Pennsylvania ment Area, be adopted: RESOLUTIO"N AS the U. S. Department of Commerce requires the preparation of an "Overall Economic Development Program" for areas having communities and industrial development organiza- tions that wish to participate in grants and loans under the AREA ROEVEMPHENT ACT (Public Last 87-27) Passed May 1, 1961, and commonly referred to as the Depressed Area Bill. AS the Pennsylvania State Department of Commerce who is the Administrative Agency for Applications submitted by Pennsylvania Communities and Industrial Groups have requested that the Counties of Washington, Greene, and Fayette submit a joint preliminary "Overall Economic Development Program". .AS the Washington County Industrial Development Agency is the Administrative designated by the County and communities in Washington County to receive and administer State Industrial Development Assistance Funds and County and Local Matching Funds for Industrial 1 FJ Development. PETTIT, J. 13LATCH CUMMINS, JOHN MAZZA, COMMISSIONERS 1 That the Counter Commissioners hereby designated the County Industrial Deve Agency to prepare the required Overall Economic Development Program for the County and keep it up to date and the County approves the preliminary Overall Economic Development Program as by the Southwestern Pennsylvania Area Development Council of which the Washington County Industr- ial Development Agency is one of the participating members and their Director to serve as Secretary, Motion carried unanimously. Motion by Mr. Cummins., seconded -by Mr, Pettit, that a refund voucher in the amount 1 of $8.77 be made payable to John & Anna Marcishak, Canonsburg, Pennsylvania, due to overpayment I' of the 1961 County Tax. On July 10, 1961, Mr. & Mrs. Marcishak paid $39.93 (Net) 1961 County Tax on property situate in the 1st ward of Canonsburg Borough described as 2 story brick house, lot 921 lot lO DB 612-211. On July 12, 1961, the tax was reduced to $31.16 (Net) by tax adjustment no. 2742, thus causing an overpayment of $8,77 and a refund due in said amount. Therefore, the Tax Assessment Office is hereby authorised to prepare said refund voucher in the amount of $8.77 i ! made payable to John and Anna Marcishak of 813 First Street, Canonsburg, Pennsylvania. i i Motion carried unanimously. i There being no further business to come before the Board at this time, the meeting adjourned. Motion carried. Motion by Mr. Mazza, seconded by Mr. Cummins, that John Gobleck be appointed as a mechanic's helper at the County Garage; this action to be effective August 1, 1961. Mr. Gobleck I replaces Vincent Pasqualucci. Motion carried. Motion by Mr. Mazza, seconded by Mr. Cummins, that Minute Nos. 148, 149, 150, 151, s 1152.. 153, 154, 155, 156, 157, 158, 159, 16o, 160.,A, 161, 162, 163, 164, 165 and 166, were read and approved.
