SLATCH CUMMINS, JOHN MAZZA, C13MMISSIONERS Motion carried unanimously. There being no further business to come before the Board at this time, the meeting adjourned. THE FOREGOING MINUTE READ AND APPROVED: NO. 173 Office of the County Commissioners Washington, Pa., September 6, 1961 Board of County Commissioners met in regular session those present being: Pettit, Cummins and Mazza. Motion by Mr. Cummins, seconded by Mr. Mazza, that the meeting dates be changed from Monday, Wednesday, and Friday at 10:30 a.m., to Monday and Friday at 10:00 a.m., and these days to be posted publicly. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Cummins, that Harvey Stuart be appointed as Chief Clerk to the County Commissioners; this action to be effective September 1, 1961. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that due to the fact that an emergency arose (result of a storm) making it necessary to repair the roof and gutters of the County Jail, the estimate as submitted by Gandy Interval, 495 Duncan Avenue, Washington, Pennsylvania, be accepted in the amount of $2,402.25. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mx-. Mazza, that the following resolutions in regard to the sale of property for unpaid taxes by the Washington County Tax Claim Bureau be adopted: RESOLUTION NO. NAME OF PURCHASER DESCRIPTION OF -PROPERTY AMOUNT SOLD FOR 624 Alfred P. & Nevada S. Being property described as 8 Johns acres in the East Side Land Company, formerly assessed in the name of Calumet Coal Co., and Lilly Coal and Coke Co., situate in the 5th Ward of the City of Washington, Washington County, Pennsylvania. $1,500.00 625 Agnes Wharton Being property described as 133 Forrest; House & Lot 30 x 60, formerly assessed in the name of Frank E. Frame, situate in Wash- ington 3rd, Washington County, Pennsylvania. $ 625.00 Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that due to the delay in mailing of the 1961 tax statements, caused by the re -assessment of all real estate in Washington County, the Board of County Commissioners and the County Controller approve and adopt the following resolu- tion to extend the discount period to those taxpayers who will be receiving their tax statements late. 1 1 MINUTE Bilovm 191 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLYAN4IA FRANcIs E. BLATCH CUMMINS, JOHN MAZZA, COMMISSI13NERS R E S O L U T I O N As the work of establishing and adopting the permanent record system for tax assess- ments numbers approximately 90,000 parcels of Real Estate in Washington County, it is impossible to send statements for 1961 County Tax to all the taxpayers in time for them to take advantage of the discount and the payable at face periods specified on the enclosed tax notice as provided by the Venango Act. Therefore, to those only who receive their cards late and comparable to our mailing list, you are hereby notified that the enclosed tax statement is subject to a 5% Discount, i if paid on or before September 30, 1961; payable at Face during October, 1961 and a 10% Penalty will be added on 11ovember 1, 1961. As stated above, this extension has been approved by the Board of County and the County Controller. If payment is made by mail, the law requires that you enclose a self-addressed -i envelope for the return of your receipt. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that the application for County Aid Liquid Fuels Tax Funds, as submitted by West Pike Run Township, Washington County, Pennsylvania, be approved in the amount of $3,000.00, contingent on approval by the Department of Highways. Th amount to be used for improvements in said Township as outlined in their application which is on file in both the Office of the Chief Clerk and County Controller. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, i that the application for County Aid fro Liquid Fuels Tax Funds, as submitted by Marianna Borough, Washington County, Pennsylvania, be approved in the amount of $4,000.00, contingent on approval by the Department of Highways. This amount to be used for improvements in said Borough as outlined in their application which is on file in both the Office of the Chief Clerk and the County Controller. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that the application for County Aid from Liquid Fuels Tax Funds, as submitted by East Bethlehem Township, Washington County, Pennsylvania, be approved in the amount of 5,000.00, contingent on approval by the Department of Highways. Th4s i amount to be used for improvements in said Township as outlined in their application which is on �. file in both the Office of the Chief Clerk and the County Controller. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that the application for County Aid from Liquid Fuels Tax Funds, as submitted by Deemston Borough, Washington County, Pennsylvania, be k approved in the amount of $3,000.00, contingent on approval by the Department of Highways. This amount to be used for improvements in said Borough as outlined in their application which is on file in both the Office of the Chief Clerk and the County Controller. Motion carried unanimously. BLA,TCH CUMMINS, JOHN MAZZ.A, COMMISSIONERS Motion carried unanimously. # Motion by Mr. Cummins, seconded by Mr. Mazza, that the following RESOLUTION OF THE I BOARD OF COMMISSIONERS APPROVAL OF THE UNDERTAKING OF SURVEYS AND PLANS FOR AN URBAN RENEWAL PROJECT AND THE FILING OF AN APPLICATION be adopted: WHEREAS, under Title 1 of the Housing Act of 1949, as amended, the Housing and Home Fiance Administrator is authorized to extend financial assistance to localities in the elimination and prevention of the spread of their slums and urban blight through the planning and undertaking of! urban renewal projects; and f WHEREAS, it is desirable and in the public interest that the Redevelopment Authority o Washington County, Pennsylvania, prepare surveys and plans, presently estimated to cost approxi mately twenty thousand three hundred ninety-six dollars, (20096) in order to undertake and carry out an urban renewal project in the character contemplated by Section 110 (c) of said Title 1, in that certain area, proposed as an urban Renewal Area, situated in the City of Wash- i ington, County of Washington and Commonwealth of Pennsylvania, and described as follows: North - Nest Beau Street East - County Court House South - West Cherry Alley West - South Franklin Street ! f WHEREAS, the above-cived Federal Law requires as a condition to the execution of a contract for a loan and capital grant for an urban renewal project that the locality present to t I the Housing and Home Finance Administrator a workable program, as set forth in Section 101 (c) o said Title 1, for utilizing appropriate public and private resources to eliminate and prevent th development or spread of slums and urban blight, to encourage needed urban rehabilitation, to ; I provide for the redevelopment of blighted, deteriorated, or slum areas or to undertake such oth r feasible community activities as may be suitably employed to achieve the objectives of such a prO- gram; and i WHEREAS, it is recognized that contracts for loans and capital `grants for urban renew4 I projects will require, among other things, (1) the approval of the urban renewal plan by the j governing body of the locality in which the project is situated; (2) the provision of local gra4s- i in -aid which may consist of donations of cash, land, demolition or removal work, and the instal- lation., construction or reconstruction of streets, utilities, parks, playgrounds or other improvt- ments or the provisions of other public buildings or facilities; and (3) the development of a i feasible method for the relocation of families displaced from the urban renewal area.
