who is attending the Soil Conservation meeting this morning., that Mr. Cummins be appointed as a
temporary chairman.
Mr. Cummins called the meeting to order.
The consolidation of the General Fund and the Institution District -Fund was discussed)
in general and it was suggested that the solicitors from the Controller's Office, County Treasure
Office and the Commissioners' meet and discuss this problem in detail. For the year of 1962, the
County -Institution District budget is to be combined, being that the Institution District has bee
abolished in our County.
Mr. Mazza informed the Board that Mr. Conaway of the Pennsylvania Economy League had
been contacted for aid in preparing the 1962 budget. As of date no definite reply had been re-
ceived.
Motion by Mr. Mazza., seconded by Mr. Cummins, that the meeting be adjourned.
Motion carried.

Board of County Commissioners met in regular session those present being: Commiss-
ioners Pettit, Cummins, Mazza, Attorney Hormell, Mr. McCaskey, Reporters Crouse and Merdian.
Correspondence received from the State Councilof Civil Defense was read in part by Mr.
Pettit, Chairman of the Board.
An -invitation was extended to all mayors, Board of County Commissioners and Civil De-
Tense Directors of Washington., Greene and Fayette Counties to attend a meeting being held on Dec-
ember 13, 1961, at the Washington County Control --Center, Third Ward School, 151, N. College Street.,
Washington, Pennsylvania, for the purpose of having the U. S. Corps of Engineers explain the Seer
terry of Defense's shelter survey program. Congress recently appropriated money for this program.
Lt. Colonel Locke, Corps of Engineers, Pittsburgh, Pennsylvania, will be in charge of
the meeting with certain members of his staff being present.
Mr. Pettit advised the Board that a vacancy exists on the Board of Directors of the
Washington County Housing Authority. The five year term of Mr. W. H. Russell will expire on the
first Monday of January, 1962.
No immediate action was taken on this matter.
Attorney Hormell informed the Board that the Election Department will be unable to
notify the successful candidates for the various school directors offices (being that the Return
Board has not completed the official count for the November 7, 1961, Municipal Election) of their
election by election certificates. Letters should be sent to the successful candidates advising
them of their election unofficially. Instructions given to the Election Department to do so and
also forwarded copies of the letter to the School District Secretary and the School District
.Solicitor.
