E3LATr-H CUMMINS, JOHN MAZZA, COMMISSIONERS The matter of boundary line changes was brought to the Board's attention and Mr. lHormell advised the County Commissioners that in his opinion the Assessment Office did not have fright to change boundary lines; this should be done by Court proceedings. The matter will be f investigated by Mr. Hormell who will instruct those persons involved as to what policy concerning lboundary changes should be followed. I Motion by Mr.,Mazza, seconded by Mr. Cummins, that the meeting be adjourned. Motion carried unanimously. The following subjects were brought to the attention of the Board of County Comm- lissioners by Paul J. Pettit, Engineer of Washington County. i i First: Zeman Property - Chartiers Creek Flood Control Project In order to obtain the right of.way on the Zeman Property for the Chartiers Creek Flood ControlProject, the County is required to excavate material from a waste pile on the Majew- ;ski Property and fill the Zeman Property to a point 100 feet from the Railroad right of way to an Cher elevation 52 inches above top of rail of railroad. This comprises about 15,000 cu. yards of mate#ial, and work will be advertised for bids. Second: Pipe required - Chartiers Creek Flood Control Project The placing of a 48 inch to 54 inch pipe as required by the Chartiers Creek Flood Control Plan wis discussed. The plan calls for a 36 inch pipe, but existing pipe with which we must connect is 60 inch, so a 48 inch or 54 inch pipe will be required. The cost will exceed $1000.00 and therefore must be advertised for bids. Third: Removal of track, railroad — meeting was held at Burgettstown following a short port of that meeting. A. P.U.C. Meeting held by Mr. J. E. Wells (Br. Engineer for P.U.C.) was held in Bur- gettstown on Friday, December 1, 1961, regarding the removing of track No. 3 at Dinsmore and Main Street Crossings in Burgettstownand crossing at Bertha in Smith Township. Mr. Wells was advised by Mr. Paul Pettit that Washington County had no objection to the removing of said track, but would take exception to being assessed any part of the construction or maintenance costs. Mr. Minnemeyer, Civil Defense Executive Director briefly discussed an operational planning program. The Defense Department of the Government requires an operation plan from each political
