Motion by Mr. Cummins,, seconded by Mr.,Mazza, that a refund voucher in the amount of 1$41.27 be made payable to Eliza L. Murdoch, c% Margaret M. Long, 1303 Peoples Bank Building, jPittsburgh 22, Pennsylvania, to cover 1960 and 1961 Personal Property taxes paid July 19, 1960 and July 25, 1961. On February 18, 1960 and February 6, 1961, the Eliza.L. Mardochlo 1960 and i1961 Personal Property returns were erroneously filed by Margaret M. Long (Agent) with Washington County. The 1960 return was valued at $5705.00 and the 1961 return at $5155.00. According to a 's Irecent letter received by the Personal Property Department, Eliza L, Murdoch established legal residency in San Diego in September, 1959. Since the taxpayer was a nono-resident of Washington jCounty on January 1, 1960 and 1961, a refund is hereby requested in the amount of $41..27 for the two years. Therefore, the Personal Property Department of the Tax Assessment Office, is hereby authorized to prepare said refund voucher in the ameuat of $U.27 payable to Eliza L. Murdoch c/o Margaret M. Long. Motion carried unanimously, Remarks made by the County Co=dssioners on the proposed 1962 budget: Mr. Massa: "At the start of the preparation of the current budget the Board Was faced With the need to 'recoup past lasses' on the Assessment Program, County Airport and Flood Control Proj"ts and Was facing a deficit. Also, the Board had to contend With a reduced tax yield, the need to grant tax relief to hard-pressed industries, mandated salary increases for officials and a rise is many other government costs. Budget discussions have developed a tighter and more accurate accounting system With a new machine to be installed in the Controller's Office, consolidation of duties in a number of offices and setting of standards of employment in other departments. I hope that the 1962 budget With its provisions for redevelopment, local and regional planning and Civil Defense will lay the p'ropergwundwork for the future of our County." Mr. Cummins: "There have been mandated increases in jurors' and witnesses' fees and necessary increases in Civil Defense and Surplus Food distribution. The 1961 picture in the County was "teo good" early in the year, the County -'did not benefit from the added tag income at the rate the budget had indicated. Many of our problems started a decade.ago; the Tag Assessment Program and the County Airport. But the only result of a sudden slash in County expenditures would be to wreck the Cw I am opposed to cutting the number of employees. I do not believe the County is overstaffed. Si of our departments are now endangered by the failure to hold good personnel. I am in favor of a salary increase for the personnel at the County Hems for Aged Men and Women. I do not believe good axe faithful employees should be fired for a condition they could not control." Mr. Pettit: "Any further comments that I might make would only be repetitious. My view points concerning the budget are the same as the other two Commissioners., but I would like to add. that I believe the County will finish this year in good shape." Motion by Mr. Mazza, seconded by Mr. Cummins., that the proposed budget for Washington County for the year 1962 be made available for public inspection in the Office of the Chief Clerk to the County Commissioners for a period of twenty (20) days or until March 39, 1962, and that the following public notice be given the Washington Observer: NOTICE In compliance with the provisions of the Acts of Assembly covering such matters, the proposed budget for the financial affairs for the Coun*Y of Washington for the fiscal year 1962
