SLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS has been -prepared and adopted and is available for public inspection in the Office of the Chief Clerk to the County Commissioners., Courthouse., Washington., Pennsylvania, for a period of twenty ( days or until March 30, 1962, Francis E. Pettit /s/ J. Blatcth Cummins /s/ John Mazza /s/ County Commissioners Roll call vote taken: Mr. Mazza - Yes; Mr. Cuinins - Yes; Mr. Pettit - Yes Motion carried unanimously. County Solicitor Massock went into detail on the preparation of the budget. Also acknowledged the County Controller's Office for their assistance. Motion. by Mr, Mazza, second ed by Mr. Cummins, that the meeting be adjourned. Motion carried unanimously, THE FOREGOING MINUTE FUD AND .APPROVED: 1962 ATTEST: �. CHIEF OLIW No. 236 Office of the County Commissioners a Washington, Pa., March 9, 1962 Board of County Commissioners met in regular session in the Office of the County Commissioners with the following members being present: Commissioners Pettit, Cummins and Mazza. Also present at this meeting was Tax Claim Bureau Solicitor Hormell, Mr. Cummins: "I feel and I would like to :sake a request that the Chairman of the Board of Commissioners call and have a meeting with Mr, Lheureau for the purpose of furnishing us with a complete picture on -when this program (new tax assessment program) will be finished, giving us the approximate time and number of properties. ,Also, I want to make a suggestion that we have a complete picture of where the men are working and that daily reports showing a progress report lof the Tax Assessment Program be furnished, because due to our close analysis of our budget as faz ias figures are concerned we have to look forward to getting this program finished, If he (Mr, Lheureau) cannot furnish us with a concise and accurate report, I will recommend to this Board Cthat we fill this position with a competent gran. I would like to request that the Chairman call Ithe Chief Assessor (Mr. Lheureau) before the Board." The above remarks were made into a motion by Mr. Cummins and seconded by Mr. Mazza. Motion carried unanimously. Mr. Pettit: "In compliance with the request of Mr. Cw n ins, the Chief Clerk's Office will notify Mr. Lhheureau, Chief Assessor of the Tax Assessment Office, that the Board be with the desired information and that he appear at a meeting scheduled for Monday, March 12th at 1:30 p.m. Motion by Mr. Cummins, seconded by Mr. Mazza, that the following industrial appraisals be reconsidered immediately in order to ascertain whether they accurately reflect the assessment Li 1 1 which will be necessary to meet minimum requirements of the budget we adopt. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Cummins, that Hubert Kyper be reinstated as a assessor for the Tax Assessment Office; this action to be effective March 12, 1962. The Western Pennsylvania Research Association informed the Board of Mr. KyperIs work. Motion carried unanimously. Lotion by Mr. Cummins, seconded by Mr. Mazza, that the following resolution be adopted, requesting the Pennsylvania Department of Highways to take over the Donora/Webster Bridge. In accordance with the State Highway Act of 1961, Act No. 615, known as House Bill 1707, also in conjunction with the resolution submitted by Westmoreland County. RESOLUTION BE IT RESOLVED that the Donora-Webster Inter -County bridge, between Washington and Westmoreland Counties, be adopted by the Commonwealth as a State Highway Bridge to be thereafter maintained, repaired and constructed in the sams manner with like paver and authority as provided by the laws of the Commonwealth applicable to State Highways, bridges awd approaches thereto. A copy of the above resolution to be filed in the Office of the k of. Courts of County, and a copy with the Department of Highways. This resolution is passed pursuant to the State Highway Act of 1961, Act No. 615, comonly known as H.B. 1707, approved the 18th day of September, A.D., 1961. J. Motion by Mr. Cummins, seconded by Mr. Mazza, that in accordance with our minute of January 22, 1962, which is still in full force and effect that we obtain from the Pittsburgh National Bank the sure of $200,000.00. _Motion carried unanimously. The following is a copy of the Certificate of Indebtedness issued in accordance with 298 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FFRANCIS E. PETTIT, J. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS the above motion. Certificate of Indebtedness Of Washington. County,, Pennsylvania �� The County of Washington in the Commonwealth of Pennsylvania, promises to pay to Pittsburgh National Bank, or order, at its office at 6 South Main Street, Washington, Pennsylvan Two Hundred Thousand ( 200,000.00) Dollars, on or before December 31, 1962, with interest from d on the unpaid principal balance hereof from time to time outstanding at the rate of two and one - quarter per�sentum (2 ) per annum, interest 'payments to be made on the first day of each calend quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to the authorizati 4 Icontained in a resolution duly adopted by the County Commissioners of the County of Washington a a meeting held on January 22, 196211 which resolution is itill in full force and effect. Blatch Cummins /a/ County Commissioner John Mazza /s/ County Commissioner Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller be to advertise for the printing and delivering to the Office of the County Treasurer the necessary 1962 Tax Statements and Delinquent Tax Statements and Receipts. Bids to be received by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 o'clock a.me, Eastern Standard Time, Friday, March 30, 1962, and opened immediately thereafter in the Office of the County Commi.ssioners. i Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller be authorized to transfer the sum of $10,000.00 from the General Fund to the General Fund Sinking Fund No. 1 for the retirement of bonds and coupons.
