Motion by Mr. Mazza, seconded by Mr. Cummins, that the bids be tabled to give our Engineer, Paul J. Pettit, an opportunity to study these bids and that the date for the awarding of the contract be set for Monday.. April 16, 1962, at 10:30 a.m. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that the Budget for the County of Washington for the fiscal year 1962 be finally adopted by the County Commissioners, the said Budget having been available for public inspection in the Office of the Chief Clerk to the County Commissioners from March 9, 1962, to this date in accordance with the provisions of the Act of Assembly of July 18, 1935, and the rate of taxation upon the valuation of properties of the County of Washington, in order to tax sufficient revenues to meet the required expenditures for the fiscal year 1962, be fixed at twelve and one-fourth (12') mills, which makes the payment of taxes in the amount of one dollar and twenty-three cents ($1.23) upon each $100.00 assessed valuation of real estate and occupation. Motion carried unanimously. ' Motion by Mr. Cummins, seconded by Mr. Mazza, that the Courthouse be closed on Good Friday, April 20th and Saturday, April 21st, 1962. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that the meeting be adjourned. Motion carried unanimously. THE FOREGOING MINUTE READ AND APPROVED: 1962 ATTEST: CH CL NO. 248 Office of the County Commissioners Washington, Pa., April 16, 1962 Board of County Commissioners met in regular session with the following members being 314 -MINUTE- BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANcis E. PETTIT, J. 8LATr_H CUMMINS, JOHN MAZZA, COMMISSIONERS present: Commissioners Pettit and Cummins. Also present being: Tax Claim Bureau Solicitors Hormell and Sismondo and Reporter Crouse. Motion by Mr. Cummins., seconded by Mr. Pettit, that the bill of Dr. Alan F. West., 7 Highland Avenue., Washington., Pennsylvania., for professional services rendered at the Washington County Home for Aged Women be vouchered for payment in the amount of $150.00; this bill has been approved by Mr. Cummins of the Home for Aged Women. Motion carried. Motion by Mr. Cummins., seconded by Mr. Pettit., that in compliance with the request of the Merchants' Bureau of the Chamber of Commerce of Washington, Pennsylvania, the platform be erected at the front entrance of the Courthouse for use on April 26., 27., 28., 1962. The platform to remain erected until May 17th in order that it may be used for the Armed Forces Day Parade which is being held on May 16th. Notion carried. Mr. Sismondo reported on the meeting he attended on April 9th for the formation of a Mon Valley Manpower Conference. Represented at the meeting which was held at the West Penn Power Building., were area municipalities,, school districts,, Westmoreland and Washington County Commissioners., labor and industrial development agencies. Robert Steiner reported on the economic conditions in the area and on certain pro- visions of the Clark -Holland Bill. Appointed as co-chairmen of a nominating committee to select a slate of offic6ra, were Mr. Sismondo of Charleroi and Mr. Andy Kritsky of Monesson., representing the Commissioners of Westmoreland County. Next scheduled meeting being held on Wednesday, April 25th at 7:30 p.m., West Penn I Power Building, Coyle -Curtin Road. Brought to the attention of the Commissioners by Mr. Sismondo that a hearing on the re -division of Union Township has been set for Monday., June 18*h, by the Court. Mr. Mazza entered the meeting at this time. Motion by Mr. Mazza., seconded by Mr. Pettit., that the contract for the excavating of waste material on the Majewski property and placing of a fill on the Patsch & Zeman and Zeman property; also placing of a 24-inch reinforced concrete pipe on the right-of-way of the West Penn Power property (this work being done in connection with the Chartiers Creek Flood Control Project) be awarded to Frank Gavlik., 114 Piersol Avenue B entleyville,, Pennsylvania, for the total amount of $5,,290.00., being the lowest and best bid received. Bids opened and tabled on April 13, 1962. Remarks on the motion: Mr. Cummins: "I raised the question of the Controller not being here (April 13th) was the reason I felt the opening of the bids should have been postponed. I have no objections to the lowest bidder, Frank Gavlik. Therefore, I am not voting for the reason I feel the Controller or his Deputy should have been here and under the County Code, it reads., 'Controller or the Chief Clerk should be present.' Therefore I am not voting." Mr. Hormell presented the Commissioners with the letter received from the Office of the County Controller appointing Mr. Murdoch as the Acting Deputy Controller.
