THE FOREGOING MINUTE READ AND APPROVED: 1962 ATTEST: CHIEF NO. 249 Office of the County Commissioners Washington, Pa., April 23, 1962 Board of County Commissioners met in regular session with the following members being present: Commissioners Pettit, Cummins and Mazza. Also present being County Solicitor Massock, Tax Claim Bureau Solicitor Hormell, Reporters Crouse and Merdian. Motion by Mr. Cummins, seconded by Mr. Mazza, that the week from May 27th to June 3rd, 1962, be observed as "Soil Stewardship Week" and the following proclamation be adopted: America is the first nation in the history of the world today to enjoy an abundance of food. Our system of scientific agriculture that has allowed each farmer to produce enough food for himself and 25 others is the envy of the world, on both sides of the Iron Curtain. The immense quantities of high quality food that spills into the housewife's market basket are a direct link between the citizen and the land. Too often in our urbanizing society we ignore the fact that our continued high standard of living depends largely on the dwindling acres of soil tilled by an ever -decreasing number of farmers. Fifteen centuries ago, bad weather and earthquakes in Vienne, France, caused crop failures. From this ancient catastrophe stems the observance of Rogation Sunday in the churches of today --an observance devoted to prayerful recognition of man's dependence on God's natural gifts of the earth and its products. Celebrated also as Rural Life Sunday, Rogation Day has come to be known as Soil Stewardship Sunday. Here at home, the County Soil Conservation District is encouraging the observance of Soil Stewardship Week from May 27th to June 3rd, 1962. They are reminding our communities that modern conservation practices can be used to prevent abuse and neglect of the soil. Recognizing the importance of the soil, water, forest and wildlife resources to our economy and encouraged by the progress being made by our Soil Conservation District in working with landowners to conserve these resources, the Washington County Commissioners join with the District and the Pennsylvania Council of Churches in encouraging celebration of Soil Stewardship Week from May 27th to June 3rd, 1962. We call on every citizen to heed the words of Thomas Jefferson: "While the farmer holds title to the land, actually it belongs to all the people because civilization itself
