Tax Claim Bureau Solicitor Hormell and Reporter Mardian.
Permission was granted to the Girl Scout Council of Washington, Pennsylvania, to keep
the bulbs (daffodil) in the Courthouse front lawn instead of transplanting them elsewhere. Letter
to be forwarded to Mrs. Marshall B. Clarke as of this date.
At this time, Bartley P. Osborne, General Chairman of the Armed Forces Day Committee of
the Chamber of Commerce, entered the meeting.
Mr. Osborne inquired if the County could make a contribution toward the cost of trans-
porting various bands to participate in the Armed*Forces Day Parade.
The Board was informed by Solicitor Massock, according to lazy they could'not make such
a contribution.
Mr. Osborne thanked the Board for their time and left the meeting.
Motion by Mr. Cummins, seconded by Mr. Pettit, that the following resolutions in regard
to the sale of property for unpaid taxes by the Tax Claim Bureau of Washington County be adopted:

Board of County Commissioners met in regular session with the following members being
present: Commissioners Pettit, Cummins and Mazza. Also present being: Tax Claim Bureau Solicito:^
Hormell and Reporter Crouse.
County Engineer, Paul J. Pettit, entered the meeting at this time and the following
problems were reviewed by the Board:

1. Paving of Hayes Avenue in Canton Township (Chartiers Creek Flood Control
Project.) The Board suggested that Mr. Pettit communicate with Mr. Bell of the Pennsylvania
jHighway Department giving him an approximate date when the grading will be complete in order to
that the paving of this avenue could commence.
2. Wallace Lane Bridge (Chartiers Creek Flood Control Project) Necessary for
the County to secure a Right -of -Entry from the Pennsylvani Railroad Company.
Mr. Pettit was advised by Mr. Mazza to contact the Jessop Steel Company in regard,to

Caldwell Avenue (amount of weight crossing the avenue and connecting bridge).
Mr. Pettit excused himself from the meeting.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the following polling place be
approved, due to the fact that a more convenient and centrally located place is needed.

Motion carried unanimously.
A resolution was received from the Charleroi Area School District, desiring a review
of assessments made by the County of Washington Board for for the Assessment and Revision of
Taxes of taxable real estate in such boroughs as (Charleroi, Twilight, Dunlevy,Speers, North
Charleroi and Fallowfield Township) for the reason that said Board of Education believes that
! some are inequitable and unrealistic and require attention and adjustment.
! Mr. Pettit stated that this matter has been reviewed.

In accordance with a request from the Federal Aviation Agency (dated April 30.. 1962)

it will now be necessary for the -County to prepare either a semi-annual or a quarterly fipancial
and operations report of the Washington County Airport: Chief Clerk's Office -is hereby instructec
to contact Mr. C. R. Breese, Manager of the Airport,, to start preparation of said reports.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the County construct a,fence between.
t remaining property of Sarah Clarke Kelly and the County Airport, in accordance with a previous
agreement made by the late County Solicitor Frank J. Docktor, being a part of the consideration
of the purchase of the Sarah Clarke Kelly property, described as 48 acres more or less (purchase
date May 12, 1961). Fence to be a six strand wire fence, using locust post or better, approx-
imately 1856 feet.

Motion by Mr. Cummins, seconded by Mr. Mazza, that a refund voucher in the amount of
$24.29 be made payable to Ted and Phyllis Davis, 149 Griffith Street, Washington, Pennsylvania,
j due to the 1961 County Tax being paid in error by Mr. & Mrs. Davis. On March 22, 1962, Mr. Davis
paid the amount of $26.72 , including the 10% penalty ($2 JO to be refunded by the Delinquent Tau
Collector; $24.29 by the County) on property situate in Canton Townshipj, Washington County,
Pennsylvania, described as 1 story stone house integral garage, Lot 92, total valuation $2370.00.
Mr. & Mrs. Davis are purchasing this property under Article of Agreement from Helen McCloskey and
paid the 1961 County Tax on the correct assessm ut in the tota',amount of $16.74, Therefore, due
