Board of County Commissioners met in regular session Vith the following members being
present: Commissioners Pettit, Cummins and Mazza, Also present were: Tax Claim Bureau Solicitor
Hormell, Reporter Crouse and Citizen Mr, Bradshaw: .
A reply was received from the American Steel & Wire, IIonora, Pennsylvania, to our
letter dated August 31, 1962 requesting *A Statement of Intent* as to the oompaW s future use of
the plant site and facilities which are located in Donors
Chief Clerks s Office instructed to forward correspondence to Mr. MeAmbleys, Director of
Redevelopment Authority.
Motion by Mr. Mazza, seconded by Mr.. Cunuins., that a refund voucher in the amount of
$207.95 be made payable to Oven McDonnell Estate c% Alexander R. Curran, 33 West Beau Street,
Washington, Pennsylania, refund to cover 1962 Personal Property Tax, tax paid on July 18, 1962.
' On January 27, 1962, Ruth Foster Craig,, Executrix, of the McDoxmell Estate, filed with
the Washington County Personal Property Department, a 1962 return valded at 54,725.00. Valuatio:s
based on following stocks:
' 669 shares Standard Oil of New Jersey 0 $ 50.75
636 shares Lone SW national Gas 0 $ 27.375
75 shares North* ® $ 44.875
Alexander R. Curran, Attorney for the Estate on September 5, 1029 by letter outlined
disposition of -the stock as follows:
669 shares Standard Oil of New Jersey sold November 13 & 14, 1961
636 shares Lone Star sold November 1,5, 22 & 24p 1961
75 shared Northetn National Gas sold November $14 1961
Sine the stock was sold prior to January 1, 1962, no tax is due for the year 1962.
Therefore, a refund is requested in the amount of $207.95.

At this time, Reporter Merdian and Mr, Curtis Naser entered the meeting.
House Bill No, 10113 was brought to the attention of the Camodosiomrs by Mr. Hornell
and he suggested that the Board give considerable consideration as to which County Projects would
be eligible to come under this Bill.
On September 7, 1962, the Board of Commissioners tabled the awarding of the coal con. -
tracts until today, September 140 1962, at 11:00 a.m., and the following action was takes:.
Motion by Mr. Mazza that the 1962-1963 coal contract fw the delivering of coal to the
Courthouse, Jail Buildings, Washington County Home and Hospital for Men and the Rom for Aged
Women, be awarded to Judson Wiley and Sons, 404 South Main Street, Washingtonp-Pennsy1wida at
the following prices per ton.
Remarks:
$ 6.80 per ton including delivery - Courthouse and Jail Buildings
$ 7.00 per ton including delivery of Egg Coal - Washington County Home
and Hospital for Men ,
$ 8.60 per ton including delivery of Lump Coal - Home for Aged Women
Motion failed for the lack of a second.
Mr, Cummins: Due to the fact that we are advocating a change in the heating system
which will be a major job and we have used Harmon Creek Coal before, at this time any savings to
the County however large or small means a lot to us.
Mr. Pettit: I would like an opportunity to study the report from the Engineer's Office.
I think we have to determine a little more clearly if this analysis could be a savings to the
County, although during the past 15 years or so Harmon Creek Coal Company has furnished us with
coal and we have found it to be satisfactory,
Mr, Mazza: Harem, Crwk Coal Company is new mining coal from a new vein, The reason
I made the motion is based upon the recommendation of our Engineers Office and I am following
their reconmendation.

Right of Way Agreement in consideration of $25.00 payment by Columbia Gas of Pennsylvania Inc., l

to the County Commissioners 6f Washington County, for the re -location of a gas line over property]
which was formerly owned by Vincent Matoni situate in East Bethlehem Township, ,I Washington County
Pennsylvania.
Motion carried unanimously.

Motion by Mr. Cummins., seconded by Mre Mazza, that we (County Commissioners) accept j
the Deed from the City of Monongahela as described therein and that the Tax Claim Bureau is

hereby directed to place the property as described in that deed on the tag sale list.

for the Institution District, is hereby directed to make investigation on any hospital bill or
bills for medical treatment on any patient 'submitted to the hospital to ascertain whether con-
tributions could be made by those legally responsible now or in the future. i

to prepare the necessary papers for presentation to the Comet to extend the face value payment
i period on 1962 real estate taxes for 30 days beyohd the discount period deadline as directed by
the Court in its July 18, 1962 Opinion and Order.

Motion by Mr. Mazza, seconded by Mir. Cummins, that the meeting be recessed for fifteen

Julian J. Fine for professional services with regards to real estate and industrial appraisals

Creek Watershed; Project (Watershed Work Plan) involving Hancock County, West Virginia and Brooke

County, West Virginia, as prepared by the City of Weirton, Washington County Commissioners, Wash-j
ington County Soil Conservation District, Northern Panhandle Soil Conservation District, Smith
Township Supervisors and the Pennsylvania Fish Commission with assistance by: U.S. Department of
Agriculture, Soil Conservation Service and U.S. Department of Agriculture Forest Service; the
Chairman and the Secretary of the Board are hereby directed and authorized to sign the agreement
prepared by said Agencies in behalf of Washington County.
