Letter stating that the Highway Department will assume full responsibility fir the spargising and maintenance of the navigation lights. Mwhington and Westmoreland Counties to assume the respo ibili.ty of the energising of the lights which cast.their reflection on the bridge deck and approaches jfor motorists' safety and guidance.
