BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA
FFRANCIS E. PETTIT, J. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS
Meeting called back to order by Chairman of the Board, Francis E. Pettit Those
present at this meeting beings Commissioners Pettit, Cummins and Mazza. ,Also present being
County Solicitor Hormell.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the present officials be retained
for the coming year of 1963, namely, Francis E. Pettit, Chairman of the Board and J. Blatch Cummins,
Secretary of the Board.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that Minute Nos. 284 through 310,
inclusive, be approved as read.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that all employees employed by the
County Commissioners be retained on the payroll as of December 31, 19691 this action to be
effective January 1, 1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Pettit, that Herschel Naser be appointed as
a Butcher at the Washington County Home and Hospital for Men; this action to be effective Janu-
ary 1, 1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Pettit, that Dr. Ralph S. Blasiole be
appointed as Physician at the Washington County Home for Aged Women replacing Dr. A. O. Hindman;
this action to be effective January 1, 1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller be author-
ized to advertise for furnishing Fleet Insurance in a reliable and approved stook company for
public liability, property damage, comprehensive A.G.V., fire, theft and collisioncoverage on
trucks, automobiles, and road -building machinery owned and operated by Washington County. Bids
to be received by the County Controller in his office at the Courthouse, Washington, Pennsylvaniap
until IlsOO a.m., Eastern Standard Time, Friday, February 8, 1963s, and opened immediately there-
after in the Office of the County Commissioners.
Motion carried unanimously.
Motion by Mfg. Cummins,, seconded by Mr. Mazza, that the meeting be recessed tmttle
call of the Chair.
Motion carried unanimously.

Board of County Commissioners met in regular session with the following members

being present: Commissioners Pettit, Cummins and Mazza. Also present being County Solicitor
Hormel.i and Reporter Crouse.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the fp1.lowing resolution be
adopted and presented to Court.
RESOLVTION
RESOLVED, That the County Commissioners of Washington County, acting in the
interests of the Institution District, sell to the Washington Industrial Development Corporation
the parcel of land hereinafter described for the sum of Three Thousand and Nof100 ($3,000.00)
Dollars, said parcel of land to be used for industrial purposes by,the Washington Industrial
Development Corporation, the land consisting of 2.997 vexes situated &Ung North Main Street
Extension described as followst
ALL that certain tract of land situated in South Strabane Township,
Washington County, Pennsylvania, bounded and described as followst
BEGINNING at a point in North Main Street Extension commonly known
as Legislative Route A92 running from Washington to Arden at a point
common to land of Campbell Stainless Products Company North-50 degrees
20 minutes 30 seconds East a distance of 429.67 feet to a point; thence
South 39 degrees 39 minutes 30 seconds West 286.17 feet to a point; thence
through land of the Washington County Institution District, South 50 de-
grees 20 minutes 30 seconds West 482.32 feet to a point in said Legislative
Route; thence North 29 degrees 14 minutes 'hest 290.97 feet to the place
of beginning. Containing 2.997 acres according to survey of Engelhardt &c
Power, Registered Engineers.
and that the County Commissioners request approval of the Court of Quarter Sessions to make such
conveyance to the Washington Industrial Development Corporation.
and that the County Solicitor is hereby authorized and directed to take the necessary steps to
have the petition in cooperation with the Washington Industrial Development Corporation pre-
sented to the Court for approval.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the Chairman of the Board and
other officers necessary to apply for Homemaker -Housekeeper Service (Centerville Clinic) and
authorizes the making of application for Grants -in -Aid for this purpose.
Motion carried unanimously.
At this time Reporter Merdian entered the meeting.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Solicitor is hereby
authorized to join in the petition for the changing of boundary lines on behalf of the County
with North Strabane and South Strabane Townships.
Pursuant to the policy of the County not to permit a change of boundary lines
without a Court petition, North Strabane Township and South Strabane Township presenting such a
petition for joinder, The County Solicitor advised this purpose and so, upon motion of Mr.
Cummins, seconded by Mr. Mazza, the County Solicitor, Oliver N. Hormell, is hereby authorized and
directed to join in the petition of North Strabane Township and South Strabane Township, to
change their boundary lines.
Motion carried unanimously.
Motion by Mr. Cummins.. seconded by Mr. Mazza, that any surplus money in the
Liquid Fuels Account will be distributed among the various boroughs and townships on a formula

based upon mileage and population.
