Washington, Pa., February 20, 1963
Board of County Commissioners met in special session (regular meeting of
Friday, February 22nd, being held today, due to the Courthouse being closed Friday, February 22nd,
Washington's Birthday), those present being: Commissioners Pettit.. Cummins and Mazza.
Meeting called to order by Chairman of the Board.
Further discussion held on bids for a now Juvenile Detention Home. Mr. Petti
suggested to the members of the Board that any further action be held up, being that the bids wer
in excess of the anticipated cost, until such time as the Board can consult with the Architects
for the purpose of re -advertising or purchasing a building large enough to remodel.
Motion by Mr. Mazza, seconded by Mr. Cummins, that the statements in the tota:.
amount of $600 each per month for the months of December, 1962, January and February, 1963s for
professional services as submitted by Julian I. Fine, special appraiser, have been approved and
paid.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the meeting be adjourned.

Board of County Commissioners not in regular session with the following
members being present: Commissioners Pettit, Cummins and Mazza. Also present being County
Solicitor Hormell, Charles E. Bradshaw, Reporter Crouse and Frank Egizim, Secretary of Cecil
Township.
Meeting called to order by Chairman of the Board.
Remarks on the proposed 1963 Budget:
Mr. Pettit: 'wary department has been carefully scrutinized to economize whereever possible
and expenditures have been kept to miniralErm basic requirements".
Mr. Cummins: "We have worked hard to come up with a realistic.budget and I think we have succeeded
without wholesale cutting of the number of employees, in false economy that only adds to the unem-
ployment problem, endangers proper government function and curtails other services which are very
much needed and which our people have a right to expect."
Mr. Mazza: "I believe this budget is realistic. It is a balanced budget. It provides adequately
for all of the proper governmental functions and at the same time, makes available past services
and increases services to the public. It makes provision for keeping the size of the payroll
consistent with the County's needs and is flexible in this respect."

Notion by Mr. Mazza, seconded by Mr. Cummins, that the proposed budget for
Washington County for the year 1963 be made available for public inspection in the Office of the
Chief Clerk to the County Commissioners for a period of twenty (20) days or until March 25, 1963,
and that the following public notice be given the Washington Observer:
NOTICE
In compliance with the provisions of the Acts of Assembly covering such matters,
the proposed budget for the financial affairs for the County of Washington for the fiscal year
1963 has been prepared and adopted and is available for public inspection in the Office of the
Chief.Clerk to the County Commissioners, Courthouse, Wain, Pennsylvania, for a period of
twenty (20) days or until March 25, 1963.

Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller be
authorized to advertise for the printing and delivering to the Election Department of the County
Commissioners, the necessary ballots and election supplies, required for the conduct of the
General Primary Election to be held Tuesday, May 21, 19633, and the delivering of ballot b6xes
with election supplies to the Judges of Election for the one hundred eighty-nine (189) precincts.
Bids to be recieved by the County Controller in his Office in the Courthouse, Washington, Penn -
Sylvania, until 11sOO a.m., Eastern Standard Time, Friday, March 22, 1963, and publicly opened
immediately thereafter in the Office of the County Commissioners.
Notion carried unanimously.
Keery NeAmbley, Director of the Washington County Redevelopment Authority,
entered the meeting at this time.
Motion by Mr. Cunsims, seconded by Mr. Mazza, that the Board of County Commiss-
ioners sitting as the Registration Commission of Washington County, approve the following field
registration days for the General Primary Election to be held on May 21, 1963.

Following correspondence read by Mr. Pettit:
1. Letter from Attorney James R. Donaldson - ret storage of records in
loft of Courthouse.
2. Department of Public Welfare - financial grant of $5,788 under Act
44-rA. of March ?, 1962, for improving probation services to juveniles
has been approved.
3. Anthony Palazzio requested an appropriation to hold a celebration on
the 4th of July being that the Veterans Organization is not planning
to hold a Loyalty Day Celebration this year. (No action taken).
4. Letter from Richard L. Creighton, Director of Chili Welfare Services -
re: Mrs. Betty Linder - requested that she be employed as Caseworker III,
Kenneth Yablonski, Solicitor of Tax Claim Bureau, entered the meeting at
this time.
Motion by Mr. Cummins, seconded by Mr. Mazza, that Mrs. Betty Linder, Nest
Alexander, Pennsylvania, be appointed as Caseworker III for Child Welfare Services; this action
being effective April 1, 1963.
Motion carried unanimously.
John Cromwell, Director of the Washington County Planning Commission, enter-
ed the meeting.
Motion by Mr. Cummins, seconded by Mr. Mazza, that in acoordance with our
Minute of January 25, 1963, which is still in full force and effect that we obtain from the
Pittsburgh National Bank the sum of $200,000.00.
Motion carried unanimously.
The following is a copy of the Certificate of Indebtedness issued in
accordance with the above motion.

The County of Washington in the Commonwealth of Pennsylvania, promises to
pay to Pittsburgh National Bank, to order, at its Office at 6 South Main Street, Washington,
Pennsylvania, Two Hundred Thousand ($200,000.00) Dollars, on or before December 31, 1963, with
interest from date on the unpaid principal balances hereof from time to time outstanding at the
rate of two and one -quarter per centuni (24%) per annum, interest payments to be made on the
first day of each calendar quarter throughout the year.

Payment of the indebtedness evidenced hereby my be anticipated in whole or in
part at any time and from time to time without penalty.
This certificate of indebtedness evidences a temporary loan in anticipation of
taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first
revenues received by the undersigned during the current fiscal year.
This certificate of indebtedness is executed and delivered pursuant to the auth-
orization contained in a resolution duly adopted by the County Commissioners of the County of
Washington at a meeting held on January 25, 1963, which resolution is still in fell force and effect.
IN WITNESS MiEREOF, the undersigned County has caused this obligation to be execu-
ted by the County Commissioners of said County, its seal to be hereunto affixed and the same to bey
attested by the Chief Clerk this lot day of March, 1963,

Alec Stathas protested the employment of Jules Fine by the County on a $600 per
month salary in the assessment program, stating that last year taxes were raised instead of
lowered.
Mr. Pettit noted that Mr. Fine, who formerly was with the Western Pennsylvania
Research Associates, Inc., which did the re -assessment program in the county, had been retained
for 60 days to do special assessments and that this period had been extended, but that Mr. Fine
was no longer on the payroll as of February 28, 1963,
Frank Egizio, Secretary of Cecil Township, inquired about the Liquid Fuels
Application for Cecil. Township. General discussion was held and Mr. Egizio was instructed to
file new applications for the year of 1963 with the County Engineer's Office.
General discussion was held concerning the new Juvenile Detention Home,
Mr. Pettit stated that a building located in North Franklin Township could be
obtained for approximately $31,500 plus remodeling costs estimated at $15,000 which would give thb,;-
County a juvenile home well under $80,000. There is a possibility of two other buildings located
within the City of Washington which could possibly be purchased also for use as a detention home.
Motion by Mr. Mazza, seconded by Mr. Cummins, that all bids for the construction
of a new Juvenile Detention Home be rejected as the bids are in excess of the amount anticipated;
County Controller to return bid bonds to respective bidders.
Motion carried unanimously.
Mr. McAmbley, Director of the Washington County Redevelopment Autliorl<ty, presentei
to the Board for action a resolution concerning the Washington Central Business District which
authorizes the Redevelopment Authority to receive additional funds from the Federal Government
with no matching reimbursement cost to the County.
Mr. Merdi.an entered the meeting at this time.
Mr. Cummins remarked that on future reimbursements to the County from Federal
and State agencies, a clearer picture of the reimbursements should be presented to the Board as
far as the County's budget is concerned.
Mr. McAmbley stated that a report on reimbursements will be forthcoming shortly
to the Board of Commissioners.
Mr. Mazza remarked that all matching funds money should be closely scrutinized in
order that the County receive its proper reimbursements.

Motion by Mr. Mazza, seconded by Mr. Cummins, that the following resolution of the
Board of County Commissioners of Washington County, State of Pennsylvania, approving request of
Survey and Planning Budget Revision for Urban Renewal Project R-98 be adopted:
RESOLUTION OF THE BOARD OF COMMISSIONERS OF WASHINGTON COMM..
STATE OF PENNSYLVANIA, APPROVING REQUEST OF ounvr,x AND PLANNING
BUDGET RETISION FOR URBAN RENEWA1. PROJECT R-98.
NHEREAS, under Title I, of the Housing Act of 1949, as amended (herein referred
to as Title I), the Housing and Home Finance Administrator is authorised to extend financial
assistance to local public agencies in the elimination and prevention of the spread of their
slums and urban renewal projects; and
W.AS, it is desirable and in the public interest that the Redevelopment
Authority of the County of Washington make surveys and prepare plans, presently estimated to cost
approximately ONE HUNDRED TWEM-ONE THOUSAND, THREE HUNDRED AND NINETY-FOUR DOLLARS ($121094)
in order to undertake and carry out an urban renewal project of the character contemplated by
Section 11O(c) of Title I. in that area proposed as an Urban Renewal Area, situated in the City
of Washington, County of Washington and the State of Pennsylvania, which is described as follows:
Beginning at the intersection of West Walnut Street and North Franklin Street;
thence in a southerly direction to the northern boundary of West Chestnut Street; thence in an
easterly direction approximately 480 feet; thence in a southerly direction generally following
property lines to the southern -most right-of-way line of Beau Street; thence in a westerly
direction to the eastern right-of-way of South Franklin Street; thence along this right-of-way
to the southern right-of-way of West Maiden Street; thence west approximately 60 feet to the
alley; thence in a southerly direction along the right, -of -way of the alley to a point of inter-
section of the Pennsylvania Railroad right-of-way; thence along this right-of-way in a north-
westerly direction; thence in a northerly direction to a point of intersection with the southern
right-of-way line of Hall Avenue; thence along this right-of-way line approximately 620 feet to
the eastern boundary of the alley extended from West Walnut Street; thence along this alley
generally following the rear property lines of those properties fronting on Church Street to a
point of intersection of West Walnut Street and North Franklin Street, or the point of Beginning.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMUSSIONERS OF VaSHINGTON COUNTY:
1. That the proposed Urban Renewal Area described above as a slum, blighted,
deteriorated, or deteriorating area appropriate for an urban renewal project and that the under-
taking by the Redevelopment authority of the County of Washington of surveys and plans for an
urban renewal project of the character contemplated by Section 110(c) of Title I in the proposed
Urban Renewal .Area is hereby approved.
2. That the financial assistance available under Title I is needed to enable the
Redevelopment Authority of the County of Washington to finance the planning and undertaking of
the proposed Project.
3. That it is cognizant of the oonditione that are imposed in the undertaking
and carrying out of urban renewal projects with Federal financial assistance under Title I,
including those prohibiting discrimination because of race, coloik, creed, or national origin,
and those relating to the relocation of site occupants, to the provision of local grants-in-aid,
and to the requirement that as a condition to the execution of a contract for a loan or capital
grant for an urban renewal project the locality must present to the Housing and Home Finance
Administrator a Workable Program,.as set forth in Section 110(c) of Title I, for utilizing
appropriate public and private resources to eliminate and prevent the development of spread of
slums and urban blight; and that it is the sense of this body (a) that a feasible method for the
relocation of families displaced from the urban renewal area, inconformity with Title I, can be
prepared, and (b) that local grants-in-aid can and will be provided in an amount which will be
not less than one-third of the Net Project Cost of -the Project and which, together with the
Federal capital grant, will be generally equal to the difference between Gross Project Cost and
the proceeds or value of project land sold, leased, or retained for use in accordance with the
urban renewal plan.
4. That the filing of an application by the Redevelopment Authority of the Count
of Washington for an advance of funds from the United States of America in an amount not to excel

Mr. McAmbley requested that the Board authorize Warren E. Parkins of Beall be
Parkins, Registered Architects, to represent the County in connection with the Courthouse - Jail
Public Works Program. It is herein incorporated by reference that a motion had previously been
passed appointing Mr. Parkins as the County's representative on this project.
Mr. McAmbley also requested that an official letter be sent Congressman Thomas
E. Morgan by the Board thanking him for -the help he has extended and asking his further support
