John Cromwell, Director of the Washington County Planning Commxission, stated
that he has written letters to various universtities in Pennsylvania requesting the names of
students from Washington County who would be interested in a position as Planner for the Wtwh-
i.ngton County Planning Commission, Mr. Cromiell stated that this additional employee would bring
the staff of the Planning Commission to its full complement.
Motion by Mr. Cummins, seconded by Mr. Pettit, that the meeting be adjourned.

Board of County Commissioners met in special session with the following members
being pniiMt: Commissioners Pettit, Cummins and Mazza.
Motion by Mr. Cummins, seconded by Mr. Pettit, that John Tonsetic, be appointed
as Assistant Dairyman replacing Frank Tonsetic at the Washington County Home and Hospital for Mani
this action to be effective February 21, 1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Pettit, that Celia Sampson be appointed
as a Telephone Operator (Account No. 103 - Courthouse); this action to be effective February 16,
1963.

being present: Commissioners Pettit, Cummins and Mazza. Also present beings County Solicitor
Hormell, Tax Claim: Bureau Solicitor Sismondo, Reporter Crouse and Mr. Bradshaw.

authorized to advertise for the printing and delivering to the Office of the County Treasurer
the necessary 1963 Tax Statements, Delinquent Tax Statements and Tax Receipts. Bids to be re-
ceived by the County Controller in his Office in the Courthouse, Washington.* Pennsylvania, until
11:00 a.m., Eastern Standard Time, Friday, March 291,.1963, and opened immediately thereafter in
the Office of the County Commissioners.

Motion by Mr. Cummins, seconded by Mr. Pettit, that Donald E. Wise be appointed
as a Design Planner for the Washington County Planning Commission; this action to be effective
March 18, 1963.
Motion carried.
Motion by Mr. Cummins, seconded by Mr. Pettit, that the letter of resignation, as
submitted by Mary J. Asbury, Cleaning Woman, be accepted; effective March 15, 1963.
Motion carried.

Keery McAmbley, Executive Director of the Washington County Redevelopment
Authority, entered the meeting at this time.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the following resolution
honoring BEN H. RICHMAN for his selection as the Junior Chamber of Commerce outstanding man -of -
the -year, be adoptedt
RESOLUTION
WEREAS, The Junior Chamber of Commerce of the City of Washington, Pennsylvania,
is an active group of business men in Washington County sincerely interested in and dedicated to
the promotion of business activity in the City and County of Washington; and
WHEREAS, The said Junior Chamber of Commerce picks and chooses an outstanding
man -of -the -year and presents to him an appropriate award in public recognition of his accomplish-
ments, and
WERM, The Board of Commissioners of Washington .County is deeply interested
in the development and promotion of business in the County and the recognition of citizens who
plan, aid, assist, and participate in such business development,
NOW, THEREFORE, BE IT RESOLVED, AND IT IS KIMM RESOLVED, that the Board of
Commissioners officially congratt ate, commend, and honor BEN H. RICHMAN for his selection as the
Junior Chamber of Commerce outstanding man -of -the -year, and for his many accomplishments and
extensive service to the public of Washington County and Western Pennsylvania, and

Motion by Mr. Cummins, seconded by Mr. Mazza, that the following resolution
concerning the economic conditions in Washington County be adoptedt
RESOLUTION
WHEREAS: The Board of Commissioners of Washington County have been cognizant
of the depressed economic conditions in the County; and
1EMS: The County Commissioners, have for the past several years, made an
all-out effort to attract industry into the County, and have worked diligently with local boards
established for this purpose; and
WHEREAS: The County Commissioners have always subscribed to the statement made
by the -Governor that public officials have "no more important task than to work for the economic
revival of Pennsylvania"; and
WHEREAS: Part of -the thirteen point program submitted by the Governor to the
Legislature calls for increased efforts to"sell" Pennsylvania to out-of-state industries; and
WHE MS: The Board of Commissioners have determined that such activity on the
part of the Commonvealth may have the effect of widening the scope of industrial development in

WHEREASr -The County Commissioners desire to use the forces of the County to
the fullest extent to take advantage of -any program designed to attract industry into the County;
NUWt THEREFORE, BE IT RESOLVED, AND IT IS mLmz 1 RESOLVED, that the Board of
Commissioners request our Representatives in the General Assembly and the Governoras Office to
consider seriously any benefits from this program which may accrue to Washington County, and, in
the event that such a program would serve to implement the efforts the County has made toward thie
end in the past, that our Legislators should support such effort,
BE IT FURTHER RESOLVED that the County Commissioners will make every effort to
continue to implement such a program in Washington County, and that a copy of this Resolution be
sent to the Governor and to all of our Representatives in the General Assembly.

Redevelopment Assistance Grant be approved.
RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF THE COUNTY OF
NISHINGTON
ViERM, the Planning Commission of the City of Washington has certified the
area known as Central City Urban Renewal Area a description of which is attached hereto, and
WHEREAS, the Redevelopment Authority of the County of Washington desires to
undertake the development of said area, and
WHEREAS, the Redevelopment Authority of the County of Washington wishes to
obtain financial assistance from the Commonwealth of Pennsylvania in the amount of THREE nU1U&LW
AND SEVENTY EIGHT THOUSAND THREE HUNMD AND SIXTY FOUR DOLLARS ($378,364), and
WHEREAS, the Redevelopment Authority of the County of Washington has prepared
the attached Application for Redevelopment Assistance Grant, Form H=4$-
NOW, THEMORE, be it resolved that the Redevelopment Authority of the County of
Washington be and is authorized to file the attached Application for Redevelopment Assistance
Grant, Form BCD-4s for a grant in the amount of THREE nun untw AM btvrai r EIGHT THOUSAND, THREE
nuivi&Lw AND SIXTY FOUR DOLLARS ($378,364), in order to further the redevelopment program. And
it is further resolved that the development area as certified by the Planning Commission is heretry
approved for redevelopment, ;And it is further resolved that the housing needs of the City of
Washington can best be met by the expenditure of State Funds allocated under the Housing and
Redevelopment Law of 1949, as amended, in the clearance of slums and the redevelopment of
blighted areas.

The flooding conditions in a tributary of Chartiers Greek, in the vicinity of
Midland, (Houston Borough and Chartiers Township), was discussed, It was noted that the responsi-
bility of obtaining releases from property owners was not the Commissioners responsibi4ty. The
