Bou0tr the County has joined with a
petition by counsel for Mike Packrall and Frank Jones to have an appeal heard by the Supreme
Court moved ahead from the original September date. Mr, Hornell stated that it is possible that
the appeal will ov be heard by the State Court. in Harrisburg during the May term.

At this time, Acting County Engineer John Yuba*, entered the meeting.
Mr. Yuhas reported to the Board concerning the flooding conditions along

Aid from Liquid Fuels Tax Funds, as submitted by West Pike Run Township, Washington County,
Pennsylvania, be ar,,. W . 1 in the amount of $3, 500*00, .contingent on approval, by the Department
of Highways. This amount to be used for improvements in said Township, as outlined in their
application which is on file in the County Engineer's Office.
Motion carried unanimously.
Motion by Mr. Gummine., seconded by Mr. Mazza, that the application for

County Aid from Liquid Fuels Tax Funds, as submitted by East Bethlehem Township, Washington County,
Pennsylvania, be approved in the amount of $7,000.00, contingent on appray4l by the Department
of Highways. This amount to be used for improvement$ ism said Townships, as outlined in their
application, which is on fine in the County Engineer's Office,

Motion by Mr. Cummins, seconded by Mr. Mazza, that the meeting be adjourned.

Board of County Commissioners met in regular session with the following
members being presents Commissioners Pettit, Cummins and Massa. Also present being County
Solicitor Hornell., Mr. Bradshaw, Mr. Curtis of Brown & Husted, Inc., and Reporter Crouse.
A general discussion was held on the rental leasing of automobiles and Mr.
Curtis suggested to the Board that they lease two Bodges, two Fords and tin Chowelets.
This suggestion was accepted by the Board and Mar 15, 1963, set as the delivery
date for the three a ilea.
Mr. Mazza reported on the meeting he attended on May 6, 1963, in,Harrisburg,
Femaylvanl& with the Secretary of Welfare Department. and with the County Commissioners Association,
Motion by Mr, Cummins, . seconded. by Mr. Mazza, that the following resolution
be adopted (creating a change in the tax assessment program) and a copy be forwarded to Governor
Scranton,
BE IT RESOLVED, That Washington County Board of Commissioners goes on record
as approving the Act amending the Act of May 21, 1943 (P.L. 571), out. as amended, 'The Fourth

to Eighth Class County Assessment %aw", providing for appointment of members of the Board of
Assessment and Revision of Takes in Counties of the fourth and fifth classes; and request that
the Governor sign the Act making it Law,
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Nr. Massa, that the letter of resignation sub.
mitted by Richard L. Creighton, Executive Director of Washington County Child Welfare Services be
accepted effective Map 15, 1963.

Notion by Mr. Cummins, -seconded by Mr. Massa, that Katherine E. Linder, be appointed
as Acting Director of the Washington County Child 'Welfare Services, effective May 16, 1963.
Motion carried unanimously.
Motion by Mr. Cumminsp seconded by Mr. Massa, that the Tax Assessment Office be
autho#W to prepare a refund voucher in the amount of $12.49 for the following.
Robert E. and Violet K. Haywood, 51 Fifth Street, California, Pennsylvania, paid
their 1962 County Tax in the amount of .$25.05 on property situate in California Boreugb, Wash-
ington County, Pennsylvania, after payment of said tax the assessment valuation van reduced as
follows by tax appeal. Original assessment reduced from $1845. to $825. and tax to $12.56,
making a refund due in the amount of $12.49.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Massa,, that the Office of the Chief Clerk
to the County Commissioners prepare a voucher for $2,679.15 payable to Southwestern Pennsylvania
Regional Planning Comi.ssion. This being the second payment of Washington County's share of
estimated expenses during the current year, in accordance with letter dated May 3, 1963.
Motion carried unanimously.
Motion by Mr. Cummins., seconded by Mr. Massa, that the County of Washington enter
into an agreement entitled 'Respecting Reimbursement Program to Counties for Care of Dependent,
Neglected, and Delinquent Children", vtith the Department of Public Welfare (Child Welfare
Services) for the period of July 1, 1963 to June 309 1964.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Massa, that the Washington County
Commissioners join with the Soil -Conservation District and the Pennsylvania Council of Churches
in encouraging and observing the celebration of Soil Stewardship Week from.May 19U to May 26th,
1963.
Motion carried unanimously.
Notion by Mr. Cummins,, seconded by Mr. Pettit, that Lorena Watson, be appointed
as a clerk to replace Luna Hager at the Surplus Food Department; this action to be effective
May 1, 1963.
Motion carried unanimously.
Motion by Mr. Cummins,•seoonded by Mr. Pettit, that Edward Roberts, be appointed
as a tractor operator replacing Philip Ewing at the Washington County Hoge and Hospital for Mend
this action to be effective April 30, 1963.
