BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS NO. 343 Office of the County Commissioners Washington, Pa., May 31, 1963 Board of County Commissioners met in regular session with the following members being present: Commissioners Pettit and Cummins. Also present being County Solicitor Hormell, Charles E. Bradshaw, Reporter Crouse, Mr. Curtis of Brown & Husted, Inc., and Odel Parkinson, representing Duco-Stat of Pittsburgh, Inc. Meeting called to order by Chairman of the Board, Francis E. Pettit. Motion by Mr. Pettit, seconded by Mr. Cummins, that we make available space for a coin -operated photo -copy machine, location to be on the first floor of the Courthouse. Motion carried.. Mr. Pettit read the following correspondence. 1, Letter from Suburban Lines, Inc., Washington, Pennsylvania, concerning mass transit for Washington County. (Meeting scheduled for Friday, June 7, 1963, at 11:00 a.m.) 2. Letter from City of Washington - Mayor's Office - concerning lights not working properly at the Jefferson Avenue Inter-_ change. (John Yuhas, County Surveyor, instructed to make inspection and report to the Board). 3. Letter from Washington County Sportsmen's Association, con- cerning future plans for expansion. (Meeting scheduled for Friday, June 7, 1963, at 1100 am,,) Mr. Curtis of Brown & Husted, Inc,, Washington, Pennsylvania, brought to the Board's attention the matter of the panel truck which his firm leased to the County not being adequate to haul both people and laundry baskets. Mr. Curtis was advised to contact Mr. -Capra at the County Garage and make arrangements to install extra removable seating. Mr. Mazza entered the meeting. Mr. Curtis left the meeting at this time. Mr. Pettit also read a letter from Richard L. Creighton, former Director of the Child Welfare Services, in regard to placing Mrs. Katherine Linder in charge of the Child Welfare Services until further action by the Board of Commissioners. Motion by Mr. Cummins, seconded by Mr. Mazza, that Attorney John F. Wiley be paid the amount of 2,245.00 for legal services rendered in connection with the Chartiers Creek Flood Control Project, two-thirds of this sum to be reimbursed the County by the City of Wash- ington and Canton Township. Motion carried unanimously. Mr. Pettit also read the following correspondence. Letter from Pennsylvania Aeronautics Commission concerning development of small cracks in the airport runway. (Engineer's office to get estimates and report to the Board). Letter from Cecil Township Supervisors concerning narrowing of two-way radio bands for fire companies in that area. (Letter referred to H. W. Minnemeyer, Director, Washington County Civil Defense). Letter from Washington County Bar Association stating that they are opposed to the closing of the Courthouse on Saturdays due to the hardship that would be imposed on people able to conduct business only on that day. Motion by Mr. Cummins, seconded by Mr. Mazza, that the application for County MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA 471 FRANCIS E. PETTIT, J. SLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS Aid from the Liquid Fuels Tax Fund, as submitted by Cecil Township, Washington County, Pennsyl- vania, be approved in the amount of $2,000.00 (this being part of the $23,000.00 budgeted for the year 1962), contingent on approval by the Department of Highways. This amount to be used for improvements. in said Township, as outlined in their application which is on file in the Engineer's Office. Motion carried unanimously. Mr. Mazza suggested that some action be taken in regard to many of the employees, and more specifically department heads who are creating an absentee problem since the recent election. Mr. Mazza stated that he was in favor of meeting with the department heads to discuss this matter. (No action taken at this time). Mr. Mazza also brought to the Board's attention, new legislation, House Bill 72, which would permit the Commissioners to name and pay a Board of Assessment and Revision of Taxes. Mr. Mazza proposed that the Board consider the appointment of a three -member Board due to industrial assessments which must be made and appeal hearings in August. No action was taken at this time. Mr. Hormell., County Solicitor, informed the Board that he will be in Philadelphia on Wednesday, June 5, 1963, for the Supreme Court Argument on the Packrall-Jones Case, which involves the question of two third party candidates being on the November ballot. Motion by Mr. Mazza, seconded by Mr. Cummins, that upon recomendation of the County Solicitor, Attorney Paul F. Simmons of Monongahela, Pemnsylvania, be appointed as special counsel on the above -mentioned case, and the work he has done to date in connection with this case, be approved. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Cummins, that the plans as submitted by John Nicollela for the construction of a surplus food building in accordance with the agreement, we have with him be first submitted to Beall & Parkins, Registered Architects, with the agree- ment for certification that the plans are in accordance with the terms and conditions of the agreement. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that George Packrall be hired as a Clerk in the Surplus Food Office replacing Thomas J. Vereek who resigned; this action to be effective June 1, 1963. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that George T. Todd be appointed as Assistant Dairyman at the Washington County Home and Hospital for Men; this action to be effec- tive May 20, 1963. Mr. Todd replaces John Tonsetic. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that Stephen Yerant be appointed as Utilityman at the Washington County Home and Hospital for Men replacing Edward Petras; this action to be effective May 14, 1963.
