FRANCIS E. PETTIT, J. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS
as Deputy Warden at the Washington County Jail; this action to be effective May 1, 1963. Mr.
Bercosky replaces Andy Suchak who resigned.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that Minute Nos. 330 through 342,
inclusive, be approved as read.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the meeting be adjourned.
Motion carried unanimously.

Washington, Pa., June 7, 1963
Board of County Commissioners met in regular session with the following members'
being presents Commissioners Pettit, Cummins and Mazza. Also present being County Solicitor
Hormell, John Yuhas of the Engineer's Office, John Penderville, Superintendent of the Juvenile
Detention Home, Charles E. Bradshaw and Reporter Crouse.
Meeting called to order by Chairman of the Board, Francis E. Pettit.
Mr. Penderville reported on the conditions at the Juvenile Detention Home. Mr.
Penderville stated that the building is leaking in many places and the furnace cannot be operated
without smoke filling the rooms. He also stated that the general condition of the building is
very poor.
Mr. Pettit remarked that an old building such as the detention home deteriorates
rapid3,v and since a new building is pending, no repairs should be made on the present building.
Mr. Pettit stated that the new building should not be delayed due to the poor conditions existing
at the detention home. Chief Clerk's Office instructed to schedule a meeting with Beall & Parkins,
Registered Architects, to further discuss plans for a new building.
Mr. Penderville left the meeting at this time.
Following correspondence read by Mr. Pettits
1. Letter from Borough of Canonsburg pointing out that several
industries in Canonsburg were affected by the flood this
year and urging that continuation of State's aid in dredging
would offer protection until the Flood Control Project is
completed.
2. Letter from Percy S. Wilson, real-estate appraiser, stating
that he is interested in obtaining appointment to a three -
member Board of Assessment & Revision of Taxes under ner4
legislation recently passed.
3. Letter from Union Local 642, Washington County Bridge and
Road employees requesting wage increase, hospitalization and
a re -written and updated contract.
4. Letter from Robert A. Itri, Prison Inspection Director,
Commonwealth of Pennsylvania, regarding recent inspection of
the County Jail.
5. Letter from City of Wheeling, West Virginia, -regarding a meeting
of Wheeling Creek Watershed Project Executive Committee being
held in Wheeling on June 15, 1963,
6. Letter from Southwestern Pennsylvania Regional Planning Commission
extending an invitation to attend field trip through Butler County.
7. Letter from Small Business Administration, Washington, D.C., in re
loan program assisting small business.

No action was taken on the above correspondence.
Mr. Yuhas of the County Engineer's Office reported on the lights not working
properly at the Jefferson Avenue Interchange. Mr. Yuhas stated that he contacted the State
Highway Department and was informed the matter would be corrected. Concerning the conditions at
the County airport, Mr. Yuhas informed the Board that the hangar doors are being repaired and
insulation is being installed. A contract is being drawn up replacing the beacon light which is
out. It was suggested that blue lights be installed along the old runway. Mr. Yuhas suggested
that reflectors be installed which would be less expensive than new lights. Mr. Yuhas also
informed the Board that he received three estimates on sealing cracks which have developed in the
runway and that insulation has been ordered for the hangars.
Mr. Mazza suggested that the Board consider appointing a three -member Board of
Assessment and Revision of Taxes due to the appeals coming up in August.
General discussion.was held concerning the new legislation permitting the County
Commissioners to name and pay a Board of Assessment and Revision of Takes.
Mr. Mazza stated that all pertinent information on the new legislation should be
gathered and looked into, so that a Board can be set up.
John McGinley of McGinley Maintenance, Inc., entered the meeting.
Motion by Mr. Mazza, seconded by Mr. Cummins, that the County of Washington enter
into a contract with McGinley Maintenance, Inc., 159 Fisher Heights, Monongahela, Pennsylvania,
for week -end maintenance of the County Courthouse, subjected to being terminated on 30 days'
notice by either parties, and at a charge of $340000 per month, provided the County Controller
is in agreement. (This action will not affect any County employees on the staff).
Motion carried unanimously.
Jack Tarr of Suburban Lines, Inc., Washington, Pennsylvania, entered the meeting.
General discussion was held regarding the effect a mass transit system would
have in Washington County.
Motion by Mr. Cummins, seconded by Mr. Pettit, that the meeting be adjourned.
Motion carried unanimously.
Meeting reconvened at 11:30 a.m.
Motion by Mr. Cummins, seconded by Mr. Mazza, that John Dranzo, Clerk in the Tax
Claim Bureau, be transferxe d to the Department of the Sealer of Weights and Measures; this action
to be effective June 10, 1963.
Motion carried unanimously.
Motion by Mr. Mazza, seconded by Mr. Cummins, that the request of John Nicolella,
of June 3, 1963, in regard to the extension of a deadline for construction of a surplus food
building be granted and that the deadline of July 1, 1963, be extended 60 days to September 1,
1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the Courthouse be closed on
Friday, June 14, 1963, in observance of Flag Day, and that the Courthouse remain open Saturday,
June 15, 1963, with a skeleton crew.
Motion carried unanimously.
