BLATCH CUMMINS JOHN MAZZA, COMMISSI0NERS u 1 Motion by Mr. Cummins, seconded by Mr. Pettit, that the application for County Aid from the Liquid Fuels Tax Fund, as submitted by hest Brownsville Borough, Washington County, Pennsylvania, be approved in the amount of $49,000.00, contingent on approval by the Department of Highways. This amount to be used for improvements in said Borough, as outlined in their application which is on file in the Engineer's Office, Motion Carried. Motion by Mr. Cummins, seconded by Mr. Pettit, that the application for County Aid from the Liquid Fuels Tax Fund, as submitted by Burgettstown Borough, Washington County, Pennsylvania, be approved in the amount of $2,000.00, contingent on approval by the Department of Highways. This amount to be used for improvements in said Borough as outlined in their application which is on file in the Engineer's Office. Also present being& Mr. Bradshaw, Reporter Mardian and Mr. Yiihas of the County Engineers Office. Motion by Mr. Cummins, seconded by Mr. Pettit, that William E. Garrett, Box 171, Coal Center, Pennsylvania, be appointed as Assessor for the Borough of Coal Center to fill the vacancy created by the .death of William F. Garrett. Motion carried unanimously. Mr. Bradshaw brought to the attention of the Board of Commissioners an article urging the interstate Commerce Commission to lower freight rates in order to promote the flour milling industry in the Pittsburgh area. Following wire was sent to: Congressman Morgan, Senators Clark and Scott. "The Board of County Commissioners of Washington County concur with the Common Pleas Judge Loran-L. Lewis, Chairman of the Allegheny County Port Authority, and Arthur Longini., his consultant, to urge the ICC to approve rate reducations to make it possible for a flour mill to be constructed in the Pittsburgh Area. The location of a flour mill in illegheny County would have good and far reaching results benefical to our County." nesting. Motion tarred unanimously. Motion by Mr. Mazza, seconded by Mr. Cummins, that William Dillon be appointed as a part time painter at the Washington County Home and Hospital for Men; this action to be effective July 17, 1963. Mr. Dillon is replacing Harry Smith. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Cummins, that Victor Rochkrauta be appointed as an orderly at the Washington County Home and Hospital for Men replacing David Smith; this action to be effective July 5, 1963. Motion carried unanimously. I i Mr. Yuhas advised the Board of a meeting which will.be held at ii later date in Harrisburg in connection with the north branch of the Chartiers Creek. The Commissioners agreed that it would be advisable for County representative to attend this meeting with a representative from the Washington Steel Company. FAUon.by Mr. Cummins, seconded by Mr. Mazza, that the request of John Nicolells of July 11, 1963, in regard to an extension of the deadline for the construction of a surplus food building be grant9d and that the deadline of September 1, 1963s be extended 60 days to November.l, 1963. (0ri4*al date for completion was July 1, 1963.) Motion carried unanimously. A resolution pertaining to employees living at the County Homes and County Jail was unanimously adopted -by the Washington County Salary Board. Resolution incorporated in salary minute no. 115-S dated July 12,, 1963. Motion by Mr. Cummins, seconded by Mr. Mazza, that the Board of Commissioners submit Application No. 63-R1056 to the Federal Goverment requesting a federal grant in the amount of $93, OOO.00. RESOLUTION RESOLVED, That the Board will, submit application no. 63-R1056 to the Housing and Home Finance Agency, Community Facilities Administration, Federal Goverciment. This application is a request for a federal grant of $93,000•00 and the proposed project is a new family type detention home to be erected in Washington County. The applicants realize that if this application is accepted and approved and the funds are forth coming from the Federal Goverment it will.. be necessary for them to seek Court approval of this project before they can commence construction. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that the following resolution to increase the budget for the purpose of constructing -a new family type detention home be adoptedt RESOLUTION MINUTE BOARD OF COUNTY COMMISSIONERS �/Iy WASHIN13TON COUNTY, PENNSYLVANIA FRANCdS E. PETTIT, J. SLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS BE IT RESOLVED, By the Board of County Commissioners of Washington County, that the present budget plans of funds allocated for the construction of a family type det4nition home are approximately $93,000.00 for the fiscal year ending 1963 and that in the event the said federal grant is approved by the United States the capital improvement plans or budget will be increased by the amount of the federal grant. There is presently $93,000.00 allocated to this capital improvement and it is anticipated that $93,fl00.00 will be forth coming if this application is approved. Therefore, the capital improvement plan or capital budget will hereby be increased $186,000*00. ,It is recognized, by the Board of Commissioners, that it will be necessary to obtain Court approval of this project an application to the Courts will be made for same if the foresaid application is approved by the Federal Goverrartent. This resolution is adopted pursuant to the authority provided by 16 P.S. 2315 Act of 1955 August 9 P.L. 323. Motion carried unanimously. Upon advice of the County Solicitor and having read and examined the facts on the problem involved it is hereby moved by Mr. Cummins., seconded by Mr. Mazza, that the resolution as submitted to the County by the Commonwealth of Pennsylvania on behalf of the property of Robert J. and Dorothy M, Ciaffoni, be approved and executed. Said property located in Canton Township, Washington County, Pennsylvania. Motion carried unanimously. ' Motion by Mr. Mazza, seconded by Mr. Pettit, that the regular meeting now be recessed in order that the Board may enter into an executive meeting. Motion carried unanimously. Upon completion of executive. meeting regular meeting reopened. At this time John F. Roney, Esq., entered the meeting, Mr. Roney stated that he is Solicitor fur the following districts; Deemston Borough, West Bethlehem Township, Bast Bethlehem Township, Centerville School District, and Nest Pike Run Township, and when any appeals are heard by the County Commissioners in regards to any reducation of assessments in real estate or machinery in any district which he represents that he wants to be notified in writing in advance of the date of the meeting. Mr. Roney stated that a meeting according to letter dated July 5th ,advised him and the Secretary of East Bethlehem Township that on June 21, 1963 reducation for Hilman Coal Company and Republic Steel were granted. It was Mr. Roney's complaint that he did not receive prior notice of a hearing and in the future rompststed that he be notified of all hearings in districts represented by him, Solicitor Hormell stated that in his_ opinion Mr. Roney had received notice and the notices which he is holding (blue papers) are the notices, and he will not receive any others, Mr. Hormell said that Mr. Roney's districts would receive the same consideration all other districts received and no preferance would be given to his. Instructions should come from the Commissioners to the various department heads that all
