BOARD ,OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA
FRANCIS E. PETTIT, J. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS
appoint three (3) members to a Board of Assessment and Revision of Taxes was brought to the
attention of the Board by Mr. Mazza. It was suggested that the Commissioners select men
geographically to represent the First and Second Districts as members of this Board.
Motion by Mr. Mazza, seconded by Mr. Cummins, that a special meeting be
held on July 29, 1963 at 11200 a.m., for the purpose of establishing a Board of Assessment and
Revision of Taxes, in accordance with the new act of legislation (House Bill No. 72).
Motion carried unanimously.
Motion by Mr. Mazza, seconded by Mr. Cummins, that the resignation as
submitted by Joy Crouse, Clerk in the Registration Office be accepted effective July 229 1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the Washington County
Commissioners execute a Deed between Washington County and Washington Industrial Development
Corporation dated July 19, 1963 for the purchase of 2.997 acres in South Strabane Township,
Washington County, Pennsylvania, in consideration of $1.00.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the.mesting be adjourned.
Motion carried unanimously.

Washington, Pa., July 26, 1963
Board of County Commissioners met in regular session with the following
members being presents Commissioners Pettit and Cummins. Also present being: Mr. Polaski,
Chief Clerk, Mr, Bradshaw, Attorney Paul N. Barn, Solicitor for Donora School District
and Reporter Crouse. Mr. Mazza absent being on vacation.
Motion by Mr.•Cummi.ns, seconded by Mr. Pettit, that the Board of County
Commissioners sitting as the Registration Commission of Washington County approve the following
registration days for the November General Election to be held on November,5, 1963.

Motion by Mr. Cummins, seconded by Mr. Pettit, that the resignation as
submitted by Anna Clair, Clerk Supervisor of the Real Estate Office for the Board For The
Assessment and Revision of Taxes, be accepted effective August 11 1963.
Motion carried.
Chief Clerk was given instructions to check upon the painting program for
the Courthouse and the working schedule of the painters.
Motion by Mr. Cummins, seconded by Mr. Pettit, that Louis Tolzda, be
transferred from the Bridge Department to Account No . 103 (Courthouse) as a painter; this
action to be effective August 1, 1963•
Motion carried.
At this time, Russell Marino, County Statistician and John F. Wiley,
Attorney, entered the meeting.
Mr. Pettit invited Mr. Barns to state his business before the Board.
Mr. Barra stated that he was appearing before the County Commissioners as
Solicitor for the Donors School District, to protest the reducation in assessment of the
Donora Mill. Mr. Barns stated that he had received a letter dated April 220 1963 from
E. M. Lheureau, Jr., Chief Assessor for the Board For The Assessment and Revision of Taxesp
informing him that a tax reducation was made in the amount of 1 2sOOO.00; this the School
District accepted as official notice that there would be no more tax reducation for the year
and prepared their School Budget accordingly.

Kenneth Yablonski, Tax Claim Bureau Solicitor, entered the meeting at this

The Board asked Mr. Barna not to file any action and again advised him that
the Board of Commissioners didn't take any official actione
Controller Peter Elish entered the meeting at this time.
Mr. Pettit informed Mr. Barne that this matter would have to be discussed
with our Solicitor and Mr. Barna requested that he be notified of any and all actions.
Mr. Barna thanked the Board for their time and left the meeting.
John F. Wiley, Attorney, appeared before the Board to discuss matters
pertaining to the new Chartiers Creek Flood Control Project, Mr. Wiley informed the Board
that it is necessary to remove a 6 inch pipe line at Chartiers Creek (removal of said pipe
necessary before winter sets in) he requested that the Commissioners share the expenses of
removing said pipe line* Total cost being $1000.00. Manufactures Light and Heat Company is
willing to assume $650.00 of this cost if the County will assume the balance of $350.00. It
was explained that this was a very reasonable offer.
Mr. Yablonski agreed with Mr. Wiley that the cost was reasonable, but he
informed the Board that it is necessary for National Transit Company to remove a pipe line the
cost involved being approximately $35,000.00. Mr. Yablonski advised the Board that he is
working with National Transit Company and the Department of Forests and Waters concerning the
cost of removing said pipe line and the Board was advised not to take any action on Mr. Wiley's
request at this particular time as he is awaiting a decision regarding the National Transit
Company's cost for removal.
Upon the advise of Mr. Yablonski, it was agreed by the Board that the County
will reimburse Manufactures Light and Heat Company in the amount of $350.00 for removing a 6
inch pipe line in the event the decision pending between the County and department of Forests
and Waters involving National Transit Company results in an adverse decision to the County.
John F. Cromwell, Executive Director of the Washington County Planning
CcmmLssion, entered the meeting.
Mr. Cromwell informed the Board that he has been making surveys of various
recreational sites within the County.
Motion by Mr. Cummins, seconded by Mr. Pettit, that Harold L. Ward, be
appointed as Head Dairyman replacing Frank Tonsetic at the Washington County Home and Hospital
for Men; this action to be effective July 13, 1963.

Motion by Mr. Cummins, seconded by Mr. Pettit, that Robert Lee Piacenza, be
appointed as an extra help replacing Earl H. Findlay at the Washington County Home and Hospital
for Men; this action to bei effective July 16, 1963.
Motion carried.
Motion by Mr. Cummins, seconded by Mr. Pettit, that Agnes Pauline Ullom,
be appointed as a nurse at the Washington County Home for Aged men; this action to be
effective July 8, 1963.

Motion by Mr. Cummins, seconded by Mr. Pettit, that Fred Caruso, be
appointed as Sealer in the Department of Sealer of Weights and Measures, this action to be
effective July E, 1963.
Motion carried.
Motion by Mr. Cummins, seconded by Mr. Pettit, that the regular meeting
be adjourned in order to enter into special session for the purpose of opening bids for the
furnishing and delivering of supplies required for the Tax Assessment Office.
Motion carried.

Marino and John T. Robinson of the Monongahela Publishing Co., Inc.
