Washington County Nome for Aged Women, for the 1963-1964 season. Bids to be received by the
County Controller in his Office at the Courthouse, Washington, Pennsylvania, until 11ZOO a.m.,
Daylight Saving Time, Friday, August 23, 1963, and opened immediately thereafter in the Office
of the County Commissioners, Courthouse, Washington, Fenneylvania.
Motion carried.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the meeting be adjourned.
Motion carried.

Board of County Commissioners met in regular session with the following
members being present: Commissioners Pettit, Cummins, and Mazza. Also present being:
Chief Clerk Folaski and County Statistician Marino.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the letter of
resignation as submitted by Ethel Kohn, Clerk in the institution District, be accepted
effective August 15, 1963•
Motion carried unanimously.
Reporter Crouse and Mr. Bradshaw entered the meeting at this time.
Motion by Mr. Cummins, seconded by Mr. Mazza, that Grace Smith be appointed
as a Clerk in the Registration Office replacing Joy Crouse, this action to be effective
August 1, 1963.
Motion carried unanimously.
Motion by Mr. Cummmina, seconded by Mr. Mazza, that Cathy C. Nieolella be
appointed as a temporary clerk in the Registration Office; this action to be effective
August 1, 1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that Thelma Franks be
transferred from the Extra -help payroll to the regular payroll as a nurse to replace Elizabeth
Paris, at the Washington County Home for Aged Women; this action to be effective August 1, 1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that Sherry McMullen be
appointed as a nurse's aide at the Washington County Home for Aged Women; this action to be°
effective July 29, 1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Commissioners
execute the "Petition for Removal and Relocation of Pipe Lines" which was prepared by the
Solicitor's Office, in connection with the Chartiers Creek Flood Control Project. This is a
petition to the Water and Power Resources Board by the Board of Washington County Commissioners
vat National Transit Company in connection with their pipe lines across Chartiers Creek in

Motion by Mr.Cummins, seconded by Mr. Mazza, that Minute Nos. 343 through
354, inclusive, be approved as read.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller
be authorized to advertise for the printing and delivering to the Election Department of
the County Commissioners, the necessary ballots and election supplies required for the conduct
of the Municipal Election to be held on Tuesday, November 5, 19633 and the delivering of ballot
boxes with election supplies to the Judges of Elections for the One Hundred Eighty-nine (189)
precincts. Bids to be received by the County Controller in his. Office in the Courthouse,
Washington, Pennsylvania, until 11:00 a.m., Daylight Saving Time, Friday, August 30, 1963, and
publicly opened immediately thereafter in the Office of the County Commissioners.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the application for
County Aid from the Liquid Fuels Tax Funds, as submitted by West Bethlehem Township, Washington
County, Pennsylvania, be approved in the amount of $4,000.00, contingent on approval by the
Department of Highways. This amount to be used for improvements in said Township as outlined
in their application which is on file in the Engineer's Office.
Motion carried unanimously. .
Motion by Mr. Cummins, seconded by Mr. Mazza, that the application for
County Aid from the Liquid Fuels Tax Funds, as submitted by Marianna Borough, Washington
County, Pennsylvania, be approved in the amount of $4,000.00, contingent on approval by the
Department of Highways. This amount to be used for improvements in said Borough.as outlined in
their application which is on file in the Engineer's Office.
Motion carried unanimously.
Motion by Mr. Cummins., seconded by Mr. Mazza, that the application for
County Aid from the Liquid Fuels Tax Funds, as submitted by Deemston Borough, Washington
County, Pennsylvania, be approved in the amount of ,000.00, contingent on approval by the
Department of Highways. This amount to be used for improvements in said Borough as outlined in
their application which is on file in the Engineer's Office.

Motion by Mr. Cummins, seconded by Mr.Mazza, that the meeting be recessed
Attorney Sherman Siegel, Mr. Angel Burg, and Mr. Lee Imperatore met with
the Commissioners and informed them about their proposed plans for building a convalescent
home. This home to consist of 150 units. The F.H.A. will sponsor 90% of the cost of
constructing the home. Application has been submitted and now waiting for their certificate.
Rates per day to be $10.00, $12300, $15.00, and $18.00; will house ambulatory and bed patients.
Registered and.practical nurses to be on duty at all times. The home will have facilities for
recreational and religious activities.
Attorney Siegel requested that the County consider their operation as a

place to put some of our indigents. He stated that they could service them at a cost lower
than the County. Last year's budget for the Washington County Homes and Hospital was
approximately $475,000.00, making the cost per inmate around $230.00 per month. Same service
will be furnished and the County will be relieved of a great amount of expense the County will
be saving money in the long run.
It was suggested that a letter of intent from the County be forwarded to
the F.H.A. stating our approval of said convalescent home.
This convalescent home to be located in South Strabane Township. The
convalescent homes have been approved by the F.H.A. and in addition, accepted by the Federal
Savings and Loan Association.

A home of this type would relieve the County Homes and Hospitals of a
Mr. Mazza made the recommendation that Mr. Siegel meet with our Solicitor
and prepare a letter of intent.
Recommendation approved by all members of the Board.
The Board of Commissioners went into session at this time (11i00 a.m.) for
the purpose of opening bids for the rental of various items of equipment for use in the Flood
Control Project on Chartiers Creek.
Deputy Controller Luketich entered the meeting at this time, and opened
and read the following bid which was the only one received.
