Motion by Mr. Mazza, seconded by Mr. Pettit, that the offer in the amount of $25.00, as stipulated in the letter received from Judge Roy I. Carson, be accepted for the purchase of the two oldest filing cabinets and book cases taken from the Orphans' Court at the time Judge Anderson was in office. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Pettit, that the meeting be adjourned so the Board may enter into an Executive Meeting, Motion carried unanimously. THE FOREGOING MINUTE READ AND APPROVED: 1963 ATTEST: ��� e-o � CHIEF CLERK NO. 358 Office of the County Commissioners Washington, Pa., August 23, 1963 Board of County Commissioners met in regular session with the following members being presents -Commissioners Pettit, Cummins, and Mazza. Also present being The Claim Bureau Solicitor Yablonski, Chief Clerk Polaski, Reporter Crouse, Mr. Bradshaw and Mrs. Betty Linder of the Child Welfare Services. Meeting called to order by Chairman of the Board, Francis E. Pettit. Attorneys Sherman Siegal and John Solomon entered the meeting. Mr. Siegal and Mr. Solomon explained to the Board the Lek of certainty concerning the boundary line between Canton Township and Chartiers Township. It was stated that property owners are experiencing difficulty in selling portions of their land because of inability to establish these lines. The Boards of Supervisors of Canton and Chartiers Townships have agreed to the fixing of the boundary line agreed upon as the heavy blue line on the survey of Englehardt & Power, Registered Engineers, dated July, 1963. It was noted that the County Solicitor and Mr. John Yuhas of the County Engineer's Office have approved this change. Mr. Siegal and Mr. Solomon requested that the Board of County Commissioners also add their approval to this boundary change. Nation by Mr. Cummins, seconded by Mr. Mazza, that the Board of Commissioners join the respective townships of Canton and Chartiers to establish a fixed boundary. Motion carried unanimously. Attorneys Siegal and Solomon left the meeting at this time. Mr. Pettit read letter received from John F. Wiley, Esq., in regard to a considerable delta which has built up at the Chartiers Creek Flood Control Project, and in the event of any heavy rains, the warehouses of the Brockway Glass Company would be flooded. The Jessop Steel Company may also be affected. 11r. Wiley requested that arrangements be made to remove this debris and also that silt be cleared from the channel for the entire length of the project. (Letter referred to County Engineer). Mr. Mazza suggested that Canton Township be notified of this problem. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS ARD_.-•_2. _ _ __ contributed by private individuals and a trust arrangement with the Mellon National Bank for the use of the Child Welfare Services, which they would like to set up into a fund to further the education of children under the care of the Child Welfare Services. Mr. Yablonski informed the Board that the Child Welfare Services would like to use a part of this money to further the education of a ward now under the care of the Child Welfare Services. Mrs. Linder remarked that this girl is an outstanding and deserving student and it is recommended that she be permitted to further her education, under the custody of the Child Welfare Services. department. Mr. Pettit stated that this matter should be discussed with the legal Motion by Mr. Cummins, seconded by Mr. Mazza, that the following resolution in regard to the sale of property for unpaid taxes by the Washington County Tax Claim Bureau be adopted: AMOUNT RESOLUTION NO. Wilson DB 1076-125, situate in Allen - port, Borough, Washington County, Pennsylvania, formerly assessed in the name of Cecil Lewellen. This is the owner re -purchasing to clear the cloud of the October 29, 1962 Tax Sale. $75,55 685 Clyde S. Davidson Being property described as Lot 36, A. Welch, Welch Plan, situate in Smith Township, Washington County, Pennsylvania, formerly assessed in the name of Epifinic Grocondo. $50.00 686 Bertha Schwartz Being property described as 2 story frame house, part lot 18, blk 59, McKean Avenue, DB 1009- 421, situate in the Borough of Donora, f ormerly assessed in the name of Albert J. & Gladys H. Martin. This is the mortgages re -purchasing to clear the Cloud of the October 29, 1962 Tax Sale. $780,47 Motion carried unanimously. Mr."Mazza reported that it had been called to his attention by Oliver Hormell, Esquire, and Jonathan Allison, Esquire, that in regard to the Appeal of Jones & Laughlin Steel Corporation from the assessment of its properties at No. 585 May Term, 1961, A.D.., no Minute has been filed of the Agreement reached between Jones & Laughlin Steel Corporation represented by Jonathan Allison, Esquire, and the County Commissioners acting as the Board of Assessment and Revision of Taxes, at a meeting on June 12, 1963, at which meeting Mr. Pettit, Mr. Mazza, Mr. Jules Fine and Jonathan Allison, Esquire, were present. The agreement reached at that meeting was that Jones & Laughlin Steel Corporation would not press its Appeal with respect to the water treatment.plant ($24,300.00) n and the Board would approve the exclusion of sill of the other items ($59,628.50) which wwo MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA 1 FRANCIS E. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS the subject of the Appeal by Jones & Laughlin Steel Corporation, and Oliver Hormell, Esquire, was to be instructed to prepare a Stipulation covering this Agreement, to be signed by him as Solicitor for the Board, and Jonathan Allison, Esquire, as attorney for Jones & Laughlin Steel Corporation, together with a form of Decree to be presented to the Court at the above number and term. Pursuant to the said instructions, the Stipulation was prepared and signed on July 22, 1963, and the Stipulation, together with the form of Order was presented to the Court on July 23, 1963, and signed by the Court on that date, and filed in the Prothonotary's Office.. be adopted: Motion by Mr. Mazza, seconded by Mr. Pettit, that the following resolution R E S O L U T I O N RESOLVED That on the Appeal of Jones & Laughlin Steel Corporation at No. 585 May. Tern, 1961s A.D., the Stipulation between Jones & Laughlin Steel Corporation, by its counsel, and the Commissioners acting as the Board of Assessment and Revision of Taxes, by its Solicitor, dated July 22, 1963) and filed with the Order of Court dated July 23, 19639 in the said case is hereby approved, ratified and confirmed in all respects. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Pettit, that in accordance with Act No. 27, amending Sectionl, Section 301, of the Act of May 21, 1943, P.L. 571, known as the Fourth to Eighth Class County Assessment Law, the Board of.Commissioners does hereby appoints Herschel Fetherlin, Realtor Bruno A. Sicchitano, Realtor Chris Vlachos, Esquire to constitute the Washington County Board of Assessment and Revision of Taxes to serve for a period of time concurrent with the terms of the County Commissioners. Said appointment to be effective September 1, 1963, and the Board to assume their duties as of that date. Motion carried unanimously. At this time, a group of citizens and property owners from Oranvilles in the vicinity of California Borough, Washington County, Pennsylvania,. entered the meeting concerning flood control installations which were completed with the co-operation of lashington County in 1952, and which have been allowed to deteriorate, thus causing the banks to slide and the channel to build up with debris. Mr. Pettit informed the group that the matter would be taken care of in a few days, as soon as a similar situation is cleared up at the Chartiers Creek Flood Control Project located in Canton Township.
