proposals for furnishing and delivering coal for heating the Washington County Home and
Hospital for Men and the Home for Aged Women, R. D. 1, Washington, Pennsylvania, Ym ving
examined the attached specifications and understanding the same, I (or We) propose to furnish
and deliver said coal in accordance therewith for the sum of:
Egg Coal $7.30 per ton including delivery
EgF Coal $5.80 per ton without delivery
Lump Coal $8.58 per ton including delivery
Lump Coal $6.70 per ton without delivery
A certified check in the sum of $500,00 is herewith enclosed.

Motion by Mr. Mazza, seconded by Mr. Cummins, that all bids be tabled until
Friday, August 30, 1963, in order to give the County Engineer's Office an opportunity to
review the bids.
Motion carried unanimously.
Motion by Mr. Mazza, seconded by Mr. Cummins, that the meeting be adjourned.

Board of County Commissioners met in regular session with the following
members being present: Commissioners Pettit, Cummins, and Mazza. Also present being County

Meeting called to order by Chairman of the Board, Francis E. Pettit.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the Street Lighting
Agreement with the West Penn Power Company for the lighting of the Lane -Bane Bridge, as
submitted, be approved and executed.
Motion carried unanimously.
Mr. Pettit read letter received the Governor's Council for Human Services,
inviting the County Commissioners to attend,a conference in Harrisburg, Pennsylvania, relating
to public welfare, being held December 11 and 12, 1963,
Mr. Mazza stated that he would attend the conference.
Letter was also read from Douglas Bowman, County Superintendent of Schools,
expressing appreciation of the interest of the County Commissioners in the adequate housing of
staff and personnel of the County Superintendent of Schools.
Letter was received from the Pennsylvania Association, Inspectors of Weight&
and Measures, regarding the 1963 Conference to be held at the Penn -Sheraton Hotel, Pittsburgh,
Pennsylvania, on September 23rd to 26th, 1963.
Mr. Pettit stated that three representatives from Washington County's
Department of Weights and Measures would attend the conference, an amount was set up in the
1963 Budget for this purpose.
Motion by Mr. Cummins, seconded by Mr. Mazza, that in accordance with the
request of the County Treasurer dated August 20 and 27, 1963, the request of taxpayers for
refunds, number 1 dated August 27, 1963s consisting of two items; number 2 dated August 27, 1961,
consisting of two items; and number 3 dated August 20, 1963s consisting of three items; are
hereby approved and incorporated herein by reference as though the same were herein set forth
in full. The Chief Clerk is directed to process the same for payment and to file with the
official records of the County.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the following resolution
for the changing of grades, lines, location, and widths of State Highway Route 62214s Section
1, in South Strabane Township, Washington County, Pennsylvania, be adopted:
RESOLUTION
BE IT RESOLVED by the Commissioners of Washington County, Pennsylvania
that the plans submitted by the Pennsylvania Department of Highways, for the changing of grades,
lines, location, and widths of State Highway Route 62214 and 108, Section 1, from L.R. 62214;
from Station 4+50.00 to Station 34#2359 and from L.R. 108 - Station 64*50.00 to Station 76+90.00,
located in South Strabane Township, Washington County, Pennsylvania, have been examined by the
Washington County Commissioners and they agree that Washington County will assume liability to
make a partial contribution toward payment for any property damages resulting from the changing
of the above named mute as proposed by these plans; damages arising out of any changes or
alterations of drainage resulting from the construction or maintenance of this highway; or
damages resulting to any property holdings of any Public Utility Company; but the County not
assume liability for partial or full payment of any damages resulting to any coal or other
