incorporated herein by reference as though the same were herein set forth in full. The Chief
Clerk is directed to process the same for layment and to file with the official records of the
County.
Motion carried unanimously.
Motion by Mr. Mazza, seconded by Mr. Cummins, that a check be made payable
to the Southwestern Pennsylvania Regional Planning Commissions 200 Ross Street, Pittsburgh 19,
Pennsylvania, in the amount of $2,679.15; this being the third and final payment of Washington
County's share of Commission expenses during the current year.
Motion carried unanimously.
Assistant Solicitor Yablonski entered the meeting.
Mr. Yuhas brought the matter of replacing the airport runway before the
Board. Mr. Yuhas stated that he has received three estimates, and he has prepared specificationu
for advertisement of bids.
Mr. Pettit instructed Mr. Yuhas to contact Mr. Muldoon of the Federal
Civil Aeronautics Commission for their recommendations on sealing the runway.
Mr. Yablonski informed the Board, that in his opinion, the cost of removing
the pipeline of National Transit Company located along Raccoon Creek should not be assumed by
the County; the cost as submitted, is too high and there is a question of responsibility.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the meeting be adjourned.
Motion carried unanimously.

Washington, Pa., September 13, 1963
Board of County Commissioners met in regular session with the following
members being present: Commissioners Pettit, Cummins, and Mazza. Also present being:
County Solicitor Hormell, Tax Claim Bureau Solicitor Yablonski, Chief Clerk Polaski,
Mr. Minnemeyer, Director of Civil Defense, Mr. Bradshaw and Reporter Crouse.
Mr. Minnemeyer informed the Board about the advertisement for bids to split
channel and narrow band the Washington County Fire Radio Equipment to meet current Federal
Communications -Commission Requirements, According to F.C.C. regulations the work must be
completed by October 31, 1963.
Bids were referred to the Legal Department with instructions that they be
checked to see that all bidders have meet the specifications.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the following resolution
to encumber the amount of $38,363.46, to be used for the recongtruction of the Chartiers
Creak -Van Eman Bridge No. 26 be adopted:

BE IT RESOLVED, That in view of the dangerous condition of Chartiers Creek -
Van Eman Bridge No. 26, located on the Boundary line of North Strabane and Cecil Townships,

one mile South of Canonsburg, Washington County, Pennsylvania, that the amount of $38,363.46,
is to be encumbered towards the reconstruction of the above named bridge.
BE IT RESOLVED FURTHER, That monies from the Liquid Fuels Tax Funds is to
be used to pay for said reconstruction; and
A copy of this resolution furnished to the Commonwealth of Pennsylvania,
Department of Highways, Harrisburg, Pennsylvania.
Motion carried unanimously.
Following correspondence read:
1. Letter from Port Authority of Allegheny County
requesting that the Commissioners appoint a
representative to the Authority. No action taken.
2. Letter from Jerome R. Daly, Captain with reference
to the construction of a shelter for the Crash -Fire
Truck. Chief Clerk to check if there are facilities at
the Airport to store the truck.
3. Letter from the City of Wheeling inviting the Commissioners
to attend a meeting on September 19, 1963 at 1:30 p-m.,
in the City Council Chambers at Wheeling to hear the
results of a survey made by conservation official of
the Wheeling Creek Water Shed Project.
Motion by Mr. Cummins, seconded by Mr. Mazza, in order that the Election
Department may post notices of changes of polling places the following recommendations as
submitted by the Election Department for preliminary approval are hereby approved.
