SLATCH CUMMINS, JOHN, MAZZA, COMMISSIONERS -- transferred from the Cleaning Staff to the Registration Office as a Clerk; this action to be effective September 1, 1963. Motion carried unanimously. Motion by Mr. Lummins, seconded by Mr. Mazza, that Mary Ruffalo, be appoint- ed to the Cleaning Staff to replace Willie Mae Wright; this action to be effective September 9, 1963. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that Mr. William D. Grist, registered nurse be appointed to replace Jean Shipley at the Washington County Home and Hospital for Men; this action to be effective September 16, 1963. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that Donald Packrall, be appointed as a Clerk in the Tax Assessment Office replacing John Packrall; this action to be effective September 16, 1963. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that Vicki Lynn Thomas, be appointed as a secretary to replace Janet G. LaVelle at the Washington County Planning Commission; this action to be effective October 1, 1963. adjourned. Motion carried unanimously. Also present being County Solicitor Hormell, Tax Claim Bureau Solicitor Yablonski, Chief Clerk Polaski, Mr. Minnemeyer, Director of Civil Defense, Attorneys Frank Roney and Patrick Derrico, Col. Lynn of the Pennsylvania Army National Guards, Mr. Yuhas of the County Engineer's Office and Reporter Crouse. Motion by Mr. Cummins, seconded by Mr. Mazza, that the following resolu- tion be adopted in accordance with the desires of the Department of Forests and Waters for the purpose of improving channel of unnamed tributary of Chartiers Creek in Chartiers Township, Washington County, Pennsylvania. R E S O L U T I O N BE IT RESOLVED, by the Commissioners of Washington County, Pennsylvania, hereinafter designated as SPONSOR: and 1 H WHEREAS.. the Department of Forests and Waters of the Commonwealth of Pennsylvania, has proposed improving the channel of unnamed tributary of Chartiers Creek, in MINUTE BOOK BOARO OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANCIS E. PETTIT, J. EILATCH CUMMINS, JOHN MAZZA, COMMISSIONERS 511 Chartiers Township, Washington County, Pennsylvania, so as to alleviate in part the damage occasioned by floods and to prevent as far as practicable the recurrance of similar flood damage; and WHEREAS, the Department of Forests and Waters will undertake, at its own costa, to perform the work aforementioned provided the SPONSOR shall, at no cost to the Department, supply all services and materials requested in the letter of proposal dated September 17, 1963, File No. S 63:31, acquire and furnish all necessary easements and rights - of -way for the entire project, and indemnify, protect and save free the Commonwealth of Pennsylvania, Department of Forests and Waters, and / or its contractors and agents jointly and severally from and against any and all claims, damages, demands or actions in law or in equity resulting from any damage to property, public or private, by reason of the aforesaid work. NOWO THEREFORE, in consideration of the promises aforesaid and of the benefits to be derived by said SPONSOR and for the protection of the public welfare, health, and safety, the SPONSOR: in regular session met, does hereby agree to acquire and furnish at the SPONSOR'S cost, all requested services, and materials, the.nas:essary easements and rights -of - way for the entire project, and to notify in writing the Department of Forests and Waters when the said materials and services will be available and easements and rights -of -way have been acquired. The SPONSOR does hereby guarantee to indemnify, protect and save free the Common- wealth of Pennsylvania, Department of Forests and Waters and/or its contractors and agents jointly and severally from and against any and all claims, damages, demands or sations.in law or in equity resulting from any damage to property, public or private, by reason of the aforesaid work. The SPONSOR further agrees to maintain, at its own expense, the completed channel improvement and any and all dikes, levees, or other such items which are constructed by or for the Commonwealth as a part of the aforesaid work. Instructions regarding maintenance of the completed work will be furnished, upon request, by the Department of Forests and Waters. Frances E. Pettit /a/ J. Lynn requested permission for the Pennsylvania Army National Guard to rent a hangar at the Washington County Airport to be used as a maintenance shop for automotive type repair work. Permission was granted and Col. Lynn left the meeting. Attorneys Roney and Derrico of Canonsburg Borough, Washington County, Pennsylvania, at this time expressed their desires that the Commissioners would act favorably concerning thn change of polling place in the Borough of Canonsburg lot Ward 3rd Precinct from the Greek Coffee House Storeroom to the 1st Street School Building. Reason change requested: by petition of voters, also better parking facilities at the school. Commissioners informed the gentlemen that the change is listed for prelim- inary approval (September 20, 1963) and Friday, October 4, 1963 is the scheduled date for final approval. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, in order that the Election Department may post notices of changes of polling places the following recommendations as submitted by the Election Department for preliminary approval are hereby approved. At the last meeting (September 13, 1963) Mr. Hornell was instructed to check the bids received by Mr. Minnemeyer, Civil Defense Director, to split channel and narrow band the Washington County Fire Radio Equipment (Dommunication System). Mr. Hornell reported the following: Bids received from: 1. Commtronics Co., 216 Sheldon Ave., Pittsburgh, Pa., 43,290.00 2. Motorola Communications & Electronics Inc., 4417 Old William Penn Highway, Monroeville, Pa. $3,908.80 3. John R. Duskey, Washington, Pa. $4000. 00 4, Radio Corporation of America, Meadowlands, Pa. Declined to bid. By way of explanation, Mr. Hornell mentioned at this time that the properi- tors of the Commtronics Co., lowest bidder, are at present employed. This means working on the project after regular working hours, thus prolonging completion, and work must be completed by. October 31, 1963. Also pointed out by Mr. Hornell was the fact that the only company making conversion kits is Motorola and without these kits it would be impossible to complete the split channel conversion to meet F.C.C. specifications. In conclusion, Mr. Hornell stated, although the bid of Motorola is $618.80 higher it is recommended that the contract be awarded to Motorola. Motion by Mr. Cummins, seconded by Mr. Mazza, in view of these facts, that the contract to split channel and narrow band the Washington County Fire Radio Equipment be awarded to Motorola Communication s and Electronics Inc., in the total amount of $3908.80. Motion carried unanimously with Mr. Minnemeyer leaving the meeting. Mr. McAmbley reported that he and Mr. Judy of the Soil Conservation Service attended a meeting in Wheeling concerning the preliminary investigation report of the Wheeling Creek Flood Control Project. Estimated cost $4.8 million. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA 513 FRANCIS E. PETTIT, J. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS Three dams to be located in Washington County. One dam will be in Washington and Greene Counties, The Soil Conservation Service would like to meet with the County Commissioners and Mr. McAmbley to make necessary arrangements for said meeting. Mr. McAmbley informed the Board that he wool like to make a recommendation in appointing a member to the Port Authority Board. Will do so by letter. Mr. Cromwell informed the Board that the Southwestern Pennsylvania Regional Planning Commission with his Office will tour Washington County on,October.3, 1963 starting at 10:00 a.m., from the Pancake House located on Route 19. Mr. McAmbley and Mr. Cromwell left the meeting at this time. Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller be authorized to advertise for bids for the 1elasing of at least 15,000 squarefeet of storage space for the Surplus Food Department. Bids to be received by the County Controller in his Office at the Courthouse, Washington, Penna., until 10:30 a.m., daylight Saving Time, Wednesday, October 21 1963 and opened immediately thereafter in the Office of the County Commissioner, Courthouse, Washington, Pennsylvania. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller be authorized to advertise'for bids for seal coating approximately 5,000 square yards of the aircraft ramp at the County Airport Administration Building and approximately 25,000 square yards of runway with coal tar pitch emulsion slurry at the Washington County Airport. Bids to be received by the County Controller in his Office at the Courthouse, Washington, Pennna., until 11:00 a.m., Daylight Saving Time, Wednesday, October 2, 1963, and opened immediately thereafter in the office of the County Commissioners, Courthouse, Washington, Penna., Motion carried unanimously. . Motion by Mr. Cummins, seconded by Mr. Mazza, that the following resolution in, re: Washington County Airport, be adopted: R E S O L U T I O N IN RE: Washington County Airport Washington, Pennsylvania Contract dated May 10, 1961, between Washington County and Indyk Brothers Construction Company, Contjoect No. 4-Project 9-36-043-031, Grading, Drainage, having, Turfing, and Lighting. BE IT RESOLVED, by the Commissioners of Washington County, Washington, Pennsylvania, that all liquidated damages under the above captioned contract be and the same are hereby waived. Francis E. Motion by Mr. Cummins, seconded by Mr. Mazza, that Marcia Wasulko, Clerk at the Surplus Food Department be placed on the regular payroll effective September 16, 1963, and that retirement benefits be deducted from her pay. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Mazza, that Mrs. Norman Murray, 151 514 MINUTE BOOK BOARD ,OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANCIS E. PETTIT, J. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS ,Arlington Avenue, Charleroi, Pennsylvania (Mapleview) be appointed as a member to the Citizens' Advisory Board of the Washington County Child Welfare Services. Mrs. Murray is to fill one of the existing vacancies on the Board. Motion carried unanimously. Mr. Cummins stated, "It is with much regret that I make the motion to accept the resignation of Russell Marino, County Statistician, effective September 20, 1963. With his ability and qualifications I feel that his departure is a great loss to the County." This motion seconded by Mr. Pettit. Motion carried unanimously. Mr. Hormell gave the following ruling on the forthcoming Return Board. "As to who will constitute the return board on the forthcoming election. It is my opinion that since Mr. Pettit and Mr. Cummins are both of the same political party affiliation they are not eligible to act as the return board and since Judge David H. Weiner is a candidate this means that Judge Roy I. Carson should act in that capacity." Motion by Mr. Pettit, seconded by Mr. Mazza, that Katherine B. Linder, Acting Director of Child Welfare Services, be named Director of Child Welfare Services, this action to be effective September 16, 1963. Motion carried unanimously. Motion by Mr. Pettit, seconded by Mr. Mazza, that Constance C. Pettit, be appointed as Caseworker No. 1 at the Child Welfare Services, this action to be effective September 23, 1963. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Cummins, that the meeting be recessed until Monday, September 23, 1963 at 10aO0 a.m. Motion carried unandmously.
