Washington, Pa., September 27, 1963
Board of County Commissioners met in regular session with the following
members being present: Commissioners Pettit, Cummins and Mazza. Also present being Chief
Clerk Polaski, Assistant Solicitor Yablonski and Charles Bradshaw.
Motion by Mr. Mazza, seconded by Mr. Pettit, that the following resolution
pertaining to the changing of grades, lines, location and widths of State Highway Route 62135,
Bridge No. 9, located in Buffalo Township, Washington County, Pennsylvania, be adopted:
R E S O L U T I O N
BE IT RESOLVED by the Commissioners of dashington County, Pennsylvania, that
the plans submitted by the Pennsylvania Department of Highways, for the changing of grades, lines,
location and widths of State Highway Route 62135, Bridge No. 9 from Station 390/50.00 to Station
406/50.00, located in Buffalo Township, Washington County, Pennsylvania, have been examined by
the Washington County Commissioners and they agree that Washington County will not assume
liability for any property damages resulting from the changing of the above named Route as
proposed by these plans; or any damages resulting out of any changes or alterations of drainage
resulting from the construction or maintenance of this Highway; or any damages resulting to any
property holdings of any Public Utility Company; nor will the County assume any damages resulting
to any coal or other minerals, or waters, in and underlying the property affected by this
improvement; that Washington County will not contribute to the payment of property damages on
this highway, due to previous commitments, but will consider participation in the future in
larger projects of Road and Bridge construction by the Pennsylvania Department of Highways.

pertaining to the changing of grades, lines, location and widths of State Highway Route 62108,
Bridge No. 1, located in Donegal Township, Washington County, Pennsylvania, be adopted:

BE IT RESOLVED by the Commissioners of Washington County, Pennsylvania,
that the plans submitted by the Pennsylvania Department of Highways, for the changing of grades,
lines, location and widths of State Highway Route 62108, Bridge No. 1 from Station 0/08.00 to
Station 10/25.00, located in Donegal Township, Washington County, Pennsylvania, have been
examined by the Washington County Commissioners and they agree that Washington County will not
assume liability for any property damages resulting from the changing of the above named Route
as proposed by these plans; or any damages arising out of any changes or alterations of drainage
resulting from the construction or maintenance of this Highway; or any damages resulting to any
property holdings of any Public Utility Company; nor will the County assume any damages resulting
to any coal or other minerals, or waters, in and underlying the property affected by this improvement;
that Washington County will not contribute to the payment of property damages on this Highway,
due to previous commitments, struction by the Pennsylvania Department of Highways.

Bridge No. 7, located in Blaine and Hopewell Townships, Washington County, Pennsylvania, be
adopted:

BE IT RESOLVED by the Commissioners of Washington County, Pennsylvania,
that the plans submitted by the Pennsylvania Department of Highways, for the changing of grades,
lines, location and widths of State Highway Route 62117, Bridge No. 7 from Station 172/06 to
Station 180/60.50, located in Blaine and Hopewell Townships, Washington County, Pennsylvania,
have been examined by the Washington County Commissioners and they agree that Washington County
will not assume liability for any property damages resulting from the changing of the above named
Route as proposed by these plans; or any damages arising out of anor changes or alterations of
drainage resulting from the construction or maintenance of this Highway; or any damages resulting
to any property holdings of any Public Utility Company; nor will the County assume any damages resulting
to any coal or other minerals, or waters, in and underlying the property affected by this

that the plans submitted by the Pennsylvania Department of Highways, for the changing of grades,
lines, location and widths of State Highway Route 621202 Bridge No. 3 from, Station 89*62.90 to
Station 104+00.00, located in West Finley Township, Washington County, Pennsylvania, have been
examined by the Washington County Commissioners and they agree that Washington County will not
assume liability for any property damages resulting from the changing changes or alterations of
drainage resulting from the construction or maintenance of this Highway; or any damages resulting
to any property holdings of any Public Utility Company; nor will the County assume any damages
resulting to any coal or other minerals, or waters, in and underlying the property affected by
this improvement; that Washington County will not contribute to the payment of property damages
on this Highway, due to previous commitments, but will consider participation in the future in

Bridge No. 2, located in West Finley Township, Washington County, Pennsylvania, be adopted:

BE IT RESOLVED by the Commissioners of Washington County, Pennsylvania,
that the plans submitted by the Pennsylvania Department of Highways for the changing of grades,
lines, location and widths of State Highway Route 62020,Bridge No. 2 from Station 25+50 to
Station 36-+00.00, located in West Finley Township, Washington County, Pennsylvania, and
Richhill Township, Greene County, Pennsylvania, have been examined by the WasW ngton Counts
Commissioners and they agree that 'Hashington County will not assume liability for any property
damages resulting from the changing of the above named Route as proposed by these plans; or any
damages arising out of any changes or alterations of drainage resulting from the construction or
maintenance of this Highway; or any damages resulting to any property holdings of any Public
Utility Company; nor will the County assume any damages resulting to any coal or other minerals,
or waters, in and underlying the property affected by this improvement; that Washington County
will not contribute to the payment of property damages on this Highway, due to previous commitments,
but will consider participation in the future in larger projects of Road and Bridge construction
by the Pennsylvania Department of Highways.

Motion carried unanimously.
Mr. Polaski brought the matter of heaters for the airport hangars before the
Board and stated that we should get quotations for the heaters. Also, the pump at the airport
needs repaired, cost estimated at approximately $95.00. Board instructed the Chief Clerk to look
into the matter and if necessary, have the pump repaired.
Mr. Bradshaw suggested the Board of County Commissioners t ake steps to have
Washington County declared a disaster area in view of the dryness of the year. Mr. Bradshaw
suggested that something could possibly be done under the Asselerated Public Works Act to
construct earth dams all over the County to catch run-off of rainfall and thereby prevent flash
flooding. Mr. Bradshaw stated that farmers in the County would be willing to have dams
constructed for this purpose on their property.

Mr. Pettit stated that this could be accomplished with a bulldozer and
would probably involve little effort; however, no action taken a t t his time.
Following correspondence reads
1.. Letter from Waynesburg Chamber of Commerce, Waynesburg, Penna.,
inviting Commissioners to attend groundbreaking ceremonies of
Section 5 of the Erie -Pittsburgh -West Virginia Thruway on Friday,
October 4, 1963 at 11:00 a.m.
2. Letter inviting Commissioners to attend luncheon at California
State College, November 11, 1963, sponsored by California Post
377, American Legion and also to take part in the Monongahela
Valley Veterans Day Parade.
Letter was read from Keery McAmbley, Executive Director of the Washington
County Redevelopment Authority, requesting permission for Mr. Harry Sutherland, Director of
the Washington -Greene County Tourism Agency, to attend the dinner for a stae-wide industrial
development program to be held October 1, 1963,a t Harrisburg, Pennsylvania. Mr. Sutherland
will be representing the Redevelopment Authority,
The Board approved above request of Mr. McAmbley.
Motion by Mr. Cummins, seconded by Mr. Pettit, that the following resolution
approving the undertaking of surveys and plans for the Charleroi Central City Urban Renewal Area
and Filing of an Application, be adopted:
R E S O L U T I O N
WHEREAS, under Title I of the Housing Act of 19492 as amended (herein
referred to as "Title I"), the Housing and Home Finance Administrator is authorized to extend
financial assistance to local ublic agencies in the elimination and prevention of urban blight
through the planning and undertaking of urban renewal projects; and
WHEREAS, it is desirable and in the public interest that the Redevelopment
Authority of the County of Washington (hereinafter referred to as the "Applicant") make surveys
and plans, presently estimated to cost approximately $57,213 in order to undertake and carry out
an urban renewal project of the character contemplated by Section 110 (c) of Title I, in that
area proposed as an Urban Renewal Area situated in the Borough of Charleroi, Washington County,
Pennsylvania, bounded by Fourth Street, Washington Avenue, Fifth Street and Fallowfield Avenue.
OF auASHINGTON:
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS 0'F THE COUNTY
1. That the proposed Urban Renewal Area described above is a blighted,
deteriorated, or deteriorating area appropriate for an urban renewal
project and that the undertaking by the Applicant of surveys and
plans for an urban renewal project of the character contemplated by
Section 110 (c) of Title I in the proposed Urban Renewal Area is
hereby approved.
2. That the financial assistance available under Title I is needed to
enable the Applicant to finance the planning and undertaking of the
proposed project.
3. That it is cognizant of the conditions that are imposed in the under-
taking and carrying out of urban renewal projects with Federal
financial assistance under Title I, including those prohibiting dis-
crimination because of race, color, creed, or national origin, and
those relating to the relocation of site occupants, to the provision of
local grants-in-aid, and to the requirement that as a condition to the
execution of a contract for a loan or capital grant for an urban renewal
project the locality present to the Housing and Home Finance Administrator
a Workable Program, as set forth in Section 101 (c) of Title I, for
utilizing appropriate public and private resources to eliminate and
prevent the development or spread of urban blight; and it is the sense
of this body (a) that a feasible method for the relocation of families
displaced from the urban renewal area, in conformity with Title I, can
be prepared, and (b) that the local grants-in-aid can and will be
provided in an amount which will be not less than one-fourth of the Net
Project Cost of the Project and which, together with the Federal capital
grant, will be generally equal to the difference between Gross Project
Cost and the proceeds, or value of project land sold, leased or retained
for use in accordance with theurban renewal plan.
