SLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS .i Mr. Pettit: All the commissioners should approve this loan, that there is sufficient anticipated revenue and by the certification of our Solicitor, it is legal to do so. The three commissioners should sign the loan, release the amount and pay the employees and the necessary bills. No action was taken at this time, the payroll to be held up. '—�' "- , 1963 ATTEST: ���- -z� Cc] CHIEF CLERK ------------------- NO. 372 Office of the County Commissioners Washington, Pa., October 18, 1963 Board of County Commissioners met in regular session with the following members being present: Commissioners Pettit, Cummins and Mazza. Also present being County Solicitor Hormell, Assistant Solicitor Yablonski, John Yuhas, John Cromwell, Director of the Washington County Planning Commission, Chief Clerk Polaski, Reporter Crouse and Mr. Bradshaw. Meeting called to order by Chairman of the Board. Various correspondence was read. Motion by Mr. Cummins, seconded by Mr. Mazza, that the following resolution in regard to the sale of property for unpaid taxes by the Washington County Tax Claim Bureau, be adopted: RESOLUTION NO. NAME OF PURCHASES DESCRIPTION OF PROPERTY AMCUNT SOLD FOR 690 Charles Koch & Helen Being property described as 5 acres Koch, his wife surface, adj. property of T. J. Fawcett, Houston Run, in the Jan. 24, 1940 Tax Sale and again sold on April 27, 1940 as 5 acres surface, adj. land of T. J. Fawcett Estate at Houston Run situate in Union Township, Washington County, Pennsylvania, formerly assessed in the name of Susan Mitchell Estate 75.00 691 Mr$, Elizabeth Being property described as 4 room Kemenovich frame house, part lot 19, 25 x 100, Water Street, DB 503-694, formerly assessed in the name of Mary Clam Estate c/o Mrs. Elizabeth Kemenovich, situate in the Borough of Coal Center, Washington County, Pennsylvania. This is the owner repurchasing to clear the cloud of the 10/29/62 Tax Sale. 0475.84 692 Delbert A. Armstrong Being property described as lots 47-48, & Mary Armstrong, his being a portion of 57.87 acres surface, wife DB 1025-145, Hillsdale Enterprises, Inc. situate in Cecil TownshipyWashington County, Pennsylvania, formerly assessed in the name of Hillsdale Enterprises, Inc. $225.00 Motion carried unanimously. Mr. Yablonski informed the Board that the National Transit Company has agreed to remove 2100 feet of pipe along Chartiers Creek for the amount of $31000, which is considerably lower than previous estimates. Motion by Mr.Cummins, seconded by Mr. Mazza, that any action on the removal of the above mentioned pipeline be tabled at this time. Mr. Cromwell at this time presented a resolution approving Project 70 to the Board of Commissioners for their endorsement. Motion by Mr. Mazza that the Board adopt the resolution approving Project 70. Motion failed to carry for lack of a second.. Remarks by Mr. Pettit: I will not sign the resolution; I am not opposed to the Project, but I feel the people should make up their mind on this and I do not want to act as a guide to the people in voting. I want them to decide how to vote on this. Remarks by Mr. Mazza: I am in favor of Project 70 because I believe that Washington County should have one or more parks. As a member of the Southwestern Pennsylvania Regional Planning Commi.ssioa, I learned that Butler County has a program of this sort and it is bringing money into the Butler area. I am strongly in favor of Project 70 because I believe thatit would bring increased revenue into Washington County, Mr. Cromwell also requested permission to exhibit a display explaining Project 70 in the main hall of the Courthouse. (Permission was granted by the Board.) Mr. Hormell informed the Board that he has prepared an Answer for the Paokrall petition involving the Washington County Airport, and requested that the Commissioners attach their signatures to it. Mr. Hormell also the brought the matter of borrowing money up before the Board. Remarks by Mr. Mazza: I will agree to borrow money at this time and I will sign the loanbecause the County employees should be paid. And I would like to go on record that I want a written opinion from the Solicitor on what is going to happen two weeks from now and that I refuse to sign for any more borrowing of money until we can get figures from the Controller's Office on the antici- pated revenue. Lotion by Mr. Pettit, seconded by Mr. Mazza, t hat the following resolution be adopted: (upon the certification of the County Solicitor) RESOL..UTION RESOLVED, That, the funds of the County being exhausted, the County borrow from Pittsburgh National Bank the sum of Two Hundred Thousand ( 200,00.00) Dollars in anticipation of taxes to be collected for the current fiscal year, the loan to be evidenced by the certificate of indebtedness of the County in form acceptable to the bank, payable on or before December 31, 1963, with interest from date on the unpaid principal balances outstanding, said loan and interest to be repaid from the first monies available from taxes in anticipation of which such temporary loan and interest were made, which taxes are hereby appropriated for that purpose, and that the Budget of the County for the current fiscal year and the taxes levied shall include and be sufficient to authorized to repay said loan, and that any two (2) of the Commissioners be and they hereby are execute and deliver in the name of the County Commissioners and the County the certificate of indebtedness which shall constitute the general obligation of the County, and that the ChiefClerk of the County Commissioners be, and he hereby is, authorized and directed to attest
