BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA

transportation to his job at the dashington County Home and Hospital for Men, and would like to
repair this vehicle and use it to travel to his job.
Mr. Hormell informed Mr. Bukowski that the County intends to advertise bids
for the old cars at the garage and that he could bid on the car he would like to purchase at that
time.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the County Controller be
authorized to advertise for the sale of the following used motor vehicles. Bids to be received
by the County Controller in his Office at the Courthouse, Washington, Pennsylvania, until
10:00 a.m., Eastern Standard Time, Monday, November 25, 1963, and opaned immediately thereafter
in the Office of the County Commissioners, Courthouse, Washington, Pennsylvania.

Motion carried unanimously.
At this time, a representative of the Citizen's Water Compary came before
the Board concerning permanent easement located on Chartiers Creek Flood Control Project.
(The County Solicitor was instructed to study the matter).
Motion by Mr. Cummins, seconded by Mr. Mazza, that William McAdams be
appointed as a Dairyman replacing Howard Main at t he Washington County Home and Hospital for Men,
this action to be effective November 8, 1963.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that Edson Gaster be appointed
as an Investigator at what was formerly known as the Washington County Institution District;
this action to be effective October 15, 1963.
Motion carried unanimously.
Motion by Mr.Cummins, seconded by Mr. Mazza, that Sue Zrimm be appointed as
Extra Help at the Washington County Home for Aged Women; this action to be effective November
4, 1963.
Motion carried unanimously.
Motion by Mr.Cummins, seconded by Mr. Mazza, that the meeting be adjourned.

Board of County Commissioners met in regular session with the following
members being present: Commissioners Pettit and Mazza. Also present being County Solicitor
Hormell, John Yuhas of the Engineer's Office and Reporter Crouse.
Motion by Mr. Mazza, seconded by Mr. Pettit, that John A. Bukowski, Night
Warden at the Washington County Home and Hospital for Men, be granted a two -week leave of absence
(November 25th to December 8th, 1963) from his duties.

Motion carried.
Motion by Mr. Mazza, seconded by Mr. Pettit, that the following resolution
in connection with the Washington -Greene County Tourist Promotion Agency, be adopted:
R E S 0 L U T 1 0 N
WHEREAS, the General Assembly of the Commonwealth of Pennsylvania has
enacted the Tourist Promotion Law (Act of April 28, 1961, being Act No. 50 of the 1961 Regular
Session) for the purpose of promoting the welfare of the people of the Commonwealth by rendering
of financial assistance to Tourist Promotion Agencies engaged in promoting and expansion of
business, industry and commerce in the respective counties of the Commonwealth; and
WHEREAS, pusuant to the provisions of the Tourist Promotion Law only one
such Tourist Promotion Agency shall be designated and qualified in each county to receive such
financial assistance in accordance with the provisions of said law; and
WHEREAS, to so qualify for such financial assistance a Tourist Promotion
Agency must be designated for that purpose by the Board of County Commissioners of the county
which such Tourist Promotion Agency is to represent and such designation Jaust be concurred in
by resolutions of the governing bodies of cities, boroughs, towns or townships within the
respective county having in the aggregate over 50 per centum of the population of said county;
and
WHEREAS, the Washington -Greene County Tourist Promotion Agency with its
principal office at One South College Street, Washington, Pennsylvania, has requested that the
Board of Commissioners of the County of Washington, Pennsylvania, designate it as the Tourist
Promotion Agency to represent the said county for the purposes of the Tourist Promotion Law, and
WHEREAS, it having been found that the Washington -Greene County Tourist
Promotion Agency is a duly constituted Tourist Promotion Agency as that term is defined in the
Tourist Promotion Law.
NOW THEREFORE, BE IT RESOLVED AND IT IS HEREBY RESOLVED -
Section 1. That, subject to the concurrence by proper resolution of the
governing bodies of such cities, boroughs, towns or townships within the County of Washington
having in the aggregate over 50 per centum of the population of said county, the Washington -
Greene County Tourist Promotion Agency is hereby designated as the Tourist Promotion Agency for the
County of Washington, with full power and authority to represent said County in all matters re-
levant to and for all purposes of the Tourist Promotion Law.

Motion carried.
At this time, Commissioner Cummins entered the meeting.
Motion by Mr. Cummins, seconded by Mr. Mazza, that all unnecessary purchasing
be curtailed; only necessary supplies to be purchased for the remainder of the year.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, that the Purchasing Agent be
instructed to purchase 105 gallons of paint, more or less; colors to be yellow and white. This
purchase being necessary to meet the requirements of the Federal Government for marking of
runways at the Washington County Airport.
Motion carried unanimously.
Motion by Mr. Cummins, seconded by Mr. Mazza, t hat the Purchasing Agent's
Office be instructed to purchase one (1) heater, completely installed, in -hangar located at the
Washington County Airport, in the total amount of $4.16.00 from Chapman Plumbing and heating
Company, 393 Nest Chestnut Street, Washington, Pennsylvania; this being the lowest and only
proposal submitted.
Motion carried unanimously.

of the Board of County Commissioners, of the County of Washington, Commonwealth of Pemisylvania,
relative to the issue by the said County of a Note for Thirty -Eight Thousand (638,000,00)
Dollars as a temporary loan, be adopted:
R E S O L U T I O N
RESOLTJED, That, the funds of the County being exhausted, the County borrow
from Pittsburgh National Bank the sum of Thirty -Eight Thousand ($38*000.00) Dollars in
anticipation of taxes to be collected for the current fiscal year, the loan to be evidenced by
tbos certificate of indebtedness of *Ae County inform acceptable U the bank,, payable on or
before December 31, 1963, with interest from date on the un,aid principal balances outstanding,
said loan and interest to be repaid from the first monies available from taxes in anticipation
of which such tmu,orary loan and interest were made, which taxes are hereby 4propriated for tha-
purpose, and that the Budget of the County for the current fiscal year and the taxes levied
shall include and be sufficient to repay said loan, and that any two (2) of the Commissioners
be and they hereby are authorized to execute and deliver in the name of the County Commissioners
and the County the certificate of indebtedness which shall constitute the general obligation of
the County, and that the Chief Clerk of the County Commissioners be, and he hereby is, authorized
and directed to attest such certificate of indebtedness and affix the County seal hereto, and
further that the execution and delivery of a certificate of indevtedness so executed and attested
shall be sufficient evidence of the necessity for the borrowing thereby represented at the time
thereof.

Motion by Mr. Cummins, seconded by Mr. Mazza, that Margaret P. Gezzer be
appointed as Acting Chief Clerk; this action to be effective November 13, 1963.
Motion carried unanimously.
Motion by Mr.Cummins, seconded by Mr. Mazza, that Sue Stonfer, 175 State
Street, Charleroi, Pennsylvania, be appointed as tax assessor for Twilight Borough, Washington
County, Pennsylvania to fill the unexpired term of Mr. Albert Manzini who resigned.
Motion carried unanimously.
Motion by Mr.Cummins, seconded by Mr. Mazza, that the meeting be adjourned.
