appointed as an extra helper at the Washington County Home and Hospital for Men replacing
Edward Shuba; this action to be effective December 2, 1963. Mr. DeBlasio to be employed for a
period of one month.
Motion carried unanimously.

Board of County Commissioners met in regular session with the following
members being present: Commissioners Pettit, Cummins and Mazza. Also present being: County
Solicitor Hormell, Tax Claim Bureau Solicitor Yablonski, and Mr. Bradshaw.
Motion by Mr. Cummins, seconded by Mr. Pettit, that the following
Proclamation in honor of President JohnF. Kennedy be adopted and incorporated as part of the
minutes. A copy to be forwarded to Mrs. Kennedy.
PROC LAMAT ION
WHEREAS, on November 22, 1963, the President of the United States,
JOHN FITZGERALD KENNEDY, was slain by the dastardly and cowardly act of an assassin, and
WHEREAS, our President had impressed upon all of us his belief that ours
was an Age of Change; that political change had lagged far behind the hurrying pace of
technological and industrial progress; that the advancement of society should not be accepted
as something rigidly circumscribed and fabulously slow; and that it is men's attitude toward
life, not their possessions or their deprivations, that governs the lives they lead, and
WHEREAS, during this period of national mourning, the Commissioners of
Washington County deem it advisable to take appropriate action in tribute to the courage and the
dedicated service JOHN FITZGERALD KENNEDY gave to his nation and countrymen.
NOW, THEREFORE, BE IT KNOWN, that we, the Commissioners of the County of
Washington. Commonwealth of Pennsylvania, do hereby proclaim that all citizens are urged to
follow the example of our martyred President by making hatred and bigotry a dim remembrance of
the past; by dedicating ourselves to the proposition that his death shall not have been in vain;
by having the courage to accept the fact and meet the challenge that the further knowledge
penetrates the unknown, the more unknowable is the future; and by a rededication to those noble
precepts for which he strove to the end that we may be truly "one nation, under God, indivisible,
with liberty and justice for all".
PROCLAIMED this 6th day of December, 1963, at the City of Washington, in
the Commonwealth of Pennsylvania.

At this time, Harry Sutherland, Director Tourist Promotion Agency, and
James Sittler, of the Taxpayers Association, entered the meeting.
Mr. Sutherland reported that the Resolution (No. 377) adopted by the
Board of Commissioners on November 15, 1963 has been approved by all parties concerned.
No. 381 be adopted:
Mr. Sutherland at this time left the meeting.
Motion by Mr.Cummins, seconded by Mr. Pettit, that the following Ordinance
ORDINANCE NO. 381
AN ORDINANCE PROVIDING FOR CHANGING THE PURPOSE FOR
WHICH A DEBT INCURRED BY THE ISSUE OF BONDS WAS
CREATED, WHERE THE ORIGINAL PURPOSE FOR WHICH THE
DEBT WAS CREATED IS IMPRACTICABLE, IMPOSSIBLE AND/OR
INADVISABLE
WHEREAS, the County of Washington issued and sold funding andimprovement
bonds in the aggregate amount of $600,000.00, and said bonds were place on public sale on
September 27,' 1961, and
WHEREAS, the aforesaid $600,000.00 was to be used as follows:
a. The sum of $383,000,00 for the funding of an undfunded
indebtedness, and
b. The sum of $217,000.00 to establish, c onstrudt and provide
for air navigation facilities within the County of Washington, and to erect,
equip and establish a suitable building to be used exclusively for the
confinement of children awaiting trail or hearing in the Courts of the
County, and
WHEREAS, the Court of Quarter Sessions of Washington County, at No. 332, May
Sessions, 1961, approved the sale of bonds for funding an unfunded indebtedness, and said
unfunded indebtedness was paid in the amount of $383,000.00, and
WHEREAS, the Washington County Institution District issued and sold
funding and improvement bonds in 1961 in an aggregate amount of ;150,000.00 and
WHEREAS, the aforesaid sum of $150,000.00 was to be used as follows:
a. The sum of $55,000.00 for the erection, construction, re-
construction, altering and equiping of buildings at the Washington County
Home, and
b. The sum of $95,000.00 for the funding of an unfunded indebtedness,
and
WHEREAS„ the Court of Quarter Sessions of Washington County, Pennsylvania,
on July 27, 1961, approved the sale of bonds for funding an unfunded indebtedness for the
institution district, and said unfunded indebtedness was paid in the amount of $95,000.00 and
WHEREAS, subsequent to bath bond issues, the institution district was
abolished by Act of Legislature, and the functions theretofore performed by the institution
district were combined with other duties and functions of the County Commissioners, and

WHEREAS, from the $600,000.00 bond issue, the following expenditures were
a. Construction of air navigation facilities,
b. Funding unfunded indebtedness,

leaving a balance from said bond issue of $80,000.00 and
made:
WHEREAS, from the $150,000.00 bond issue, the following expenditures were
a. Funding unfunded indebtedness $ 95,000.00
b. Construction of buildings and facilities at
the county home, 11,792.00
Total $106,792.00
leaving a balance from said bond issue of $43,208.00, and
`a'i:F�tEAS, because of the combining of the functions of the institution distric
with those general functions of the county, the unexpended balances of $123,208.00 from both bond
issues were combined into one fund and invested and there remains from said fund the sum or
$129,682.43, and
WHEREAS, $80,000.00 of said fund was designated and is being held to erect,
equip and furnish a suitable building to be used exclusively for the confinement of children
awaiting trial or hearing in the Courts of the county, and
WHEREAS, $55,000.00 of said funds was designated and is being held for the
purpose of erecting, constructing, reconstructing, altering and equipping buildings at the county
home, and $11,792.00 of said am was used for said purposes, leaving a balance of $43,208.00 from
the bond issue for such purposes, and
WHEREAS, the County Commissioners of Washington County have made a sincere
and strenuous effort to obtain suitable plans and bids for the constructing of a juvenile
detention home, but have been unsuccessful, and
WHEREAS, the County Commissioners of Washington County have made a sincere
and strenuous effort to obtain suitable plans and bids for the alteration and reconstruction of
buildings at the Washington County Home, but have been unsuccessful, and
WHEREAS, the original plans for the construction of a juvenile detention home
have proved to be impracticable, impossible and inadvisable, because of the cost resulting from a
building designed pursuant to the requirements of the Commonwealth of Pennsylvania is excessive ar.d
the County Commissioners have determined that another course of action should be pursued to
provide for such facilities, by acquisition of a suitable building, and that $25,000.00, plus
the amount received from the sale of the present building, should be sufficient for that purpose,
and
WHEREAS, the original plans for improvements to the county institution
district are impracticable, impossible and inadvisable, because the cost thereof would far exceed
the monies available, and the commissioners have determined that an alternative course of action
for the care of the aged should be pursued, and
WHEREAS, there was spent for capital improvements from the general fund
during the year 1963, the following sums:
a. For flood control $23,740.02
b. For air navigation facilities, 80,501.80
Total $104,241.82,
and
WHEREASp The aforesaid sum of $104,241.82 was used for purpose for which

payment could have been made from the proceederemaining from the aforementioned bond issues,
providing the original purposes for which the indebtedness was created are impracticable;
impossible or inadvisable, and, therefore, said amount is properly due and owing to the general

fund.
NOW, THEREFORE, pursuant to the provisions of the Huni.cipal Borrowing Law
(Act of 1941, June 25, P. L. 159, Art. 2, Sec. 216, 53 I.S. 6216 (a) ), the Board of County
Commissioners of Washington County does hereby ENACT AND ORDAIN
BE IT ENACTED AND ORDAINED
1. The Board of County Commissioners of Washington County have found and do
certify that the construction of a new juvenile detention home is impracticable, impossible, and
inadvisable, and that $25,000.009 plus the amount for which the present building may be sold, is
a sufficient amount to provide for the acquisition of facilities which are or will be convertible
to such use.
2. The Board of County Commissioners of Washington County have found and
do certify that the erection, construction, reconstruction, altering and equipping of buildings
at the Washington County Home is impracticable, impossible and inadvisable.
3. It is hereby found and determined that the need for construction of
additional air navigation facilities has existed and does exist.
4. It is hereby found and determined that the need for flood control
facilities has existed and does exist.
5. The sum of $104,241.82, which is part of the sum of $129,682.43, remain-
ing from those funds borrowed by the issuance of funding and improvement bonds is 1961, by the
county and the county institution district, is hereby designated, pursuant to the provisions of
the Municipal Borrowing Law, for use in the establishment and construction of air navigation
facilities within the county of Washington.
6. The Controller of Washington County is hereby directed to credit the
general fund to the extent that funds from said general fund were expended for the construction
of air navigational facilities and flood control facilities, and to designate the balance from
the said $129,682.43, or the sum of $25,440.61 for the acquisition of a suitable juvenile detention
home.
ENACTED AND ORDAINED this 5th day of December, 1963.

Mr. Mazza stated that in all fairness to Mr. Hormell, a few facts should be
stated at this time. Mr. Mazza said that although he had heard employees criticizing Mr. Hormell
for not receiving their pays, he understood that Mr. Hormell, as Solicitor was busy making a
study of the situation during; the last 3 days in question; and he had come up with a solution
(the above Ordinance). I feel this is the oAly proper manner in which to handle the matter and
