THE FOREGOING MINUTE READ AND APPROVED: , 1963 ATTEST: ACTING CHI9F CaO NO. 385 Office of the County Commissioners Washington, Pa., January 3, 1%4 Board of County Commissioners met in regular session with the following members being present: Commissioners Pettit, Cummins and Mazza. Also present being County Solicitor,Hormell, Assistant Solicitor Yablonski and Mr. Bradshaw. Meeting called to order by Chairman of the Board, Francis E. Pettit. Motion by Mr. Cummins, seconded by Mr. Pettit, that Robert K. Gordon, 143 Hall Avenue, Washington, Pennsylvania, be reimbursed in the amount of $1,442.00 for use of his equipment in and around the Courthouse and various County Buildings. Motion carried unanimously. Motion by Mr. Cummins, seconded by Mr. Pettit, that the resignation of Louis J. Wilson, employee at the Washington County Home for Aged Women, be accepted; this action to be effective December 30, 1963. Motion carried unanimously. Peter Elish, County Controller and Bernard Luketich, Deputy Controller, entered the meeting. Remarks by Mr. Pettit: During the year 1%3, the present Board of County Commissioners, by resolution borrowed the amount of $ 238,000.00. This borrowing was necessary because an equivalent amount due the County by the Federal Government, State, City, and Canton Township 1 V. 1 was not received during their budget year, MINUTE BOCK 9 BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA FRANCI5 E. SLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS !Notion by Mr. Cummins, seconded by Mr. Pettit, that the following Resolution for the borrowing of the amount of fifty Thousand ($50,000.00) Dollars, be adopted: RESOLVED, That, the funds of the County being exhausted, the County borrow from Pittsburgh National Bank the sum of Fifty Thousand ($50,000.00) Dollars in anticipation of taxes to be collected for the current fiscal year, the loan to be evidenced by the certificate of indebtedness of the County in form acceptable to the bank, payable on or before December 31, 1%4, with interest from date on the unpaid principal balances outstanding, said loan and interest to be repaid from the first monies available from taxes in anticipation of which such temporary loan and interest *ere made, which taxes are hereby appropriated for that purpose, and that the Budget of the County for the current fiscal year and the taxes levied shall include and be sufficient to repay said loan, and that any two (2) of the Commissioners be and they hereby are authorized to execute and deliver in the name of the County Commissioners and the County the certificate of indebtedness which shall constitute the general obligation of the County, and that the Chief Clerk of the County Commissioners be and he hereby is, authorized and directed to attest such certificate of indebtedness and affix the County seal thereto, and further that the execution and delivery of a certificate of indebtedness so executed and attested shall be sufficient evidence of the necessity for the borrowing thereby represented at the time thereof. Remarks by Mr. Mazza: This is the last meeting at which Mr. Pettit, Mr. Cummins, and myself -will officially act as County Commissioners. I cannot let this meeting pass"without publicly expressing my admiration for these men who have been my colleagues. We have differed many times, as I suppose I will differ with their successors when our ideas conflict; but never did such disagreement degenerate into an attack on personalities. I have always found them to be gentlemen sincerely interested in doing a good job and fighting for what they thought was right. I want to wish for each of them all success in the occupation they will next pursue, and to thank them for the service they have given to the people of Washington County. It has been a pleasure to act on the same Board with them, and as far as Mr. Hemmell is con- cerned. I have served with a number of Solicitors and I want to say to Oliver that he has done a terrific job and I am sorry to see him go. Remarks by Mr. Cummins: In my association with Mr. Mazza, I have enjoyed every minute of it and I wish success to him for many years and also the new Commissioners, As far as Mr. Hormell and Mr. Yablonski are concerned, I have known both of them for a -member of years and certainly will say that they are qualified to carry on any type of business as far -as the County is concerned. I wish them the best of luck in the coming years. Mr. Charles Bradshaw has been a visitor of ours for a period of some time and I have always found him to be a gentleman in every respect 550 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANCIS E. PETTIT, J. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS and I hope he continues to take the same interest with the new Commissioners as he did with us. Remarks by Mr. Pettit: On the first Monday in January, 1944, twenty years ago, I assumed Office of County Commissioner of Washington County. Four years later I was re-elected to the some Office and was also elected Chairman for the Board of County Commissioners, this position I have filled during the past 16 years. During my tenure of Office, the following men served with me, namely; Ross R. Cummins, John N. O'Neil, Henry J. Lowstutter, William J. Lane and the two present members of the Board: J. Blatch Cummins and John Mazza. I wish to thank Commissioner Cummins and Commissioner Mazza for their co-operation, for their willingness to attend special meetings called with short notice to them, and more specifically to thank them for coming to the office early and remaining late daily for many months, hearing property appeals and making every effort to give each property owner a fair and impartial hearing. Further, I would like to have noted the interest for good government shown by the late George Young, head of the Taxpayer's League of Washington County. Mr. Young volunteered his advice to me, personally, many times and to the Board on several occasions, sometimes offer- ing constructive criticism, but also willing and did compliment the Board of Commissioners when in his opinion, action taken by this Board meant progress for our County. Further, I would like to thank a citizen, who resides in Peters Township, Mr. I. Willits McCaskey, who, although he opposed my re-election to Office, came to our official meet- ings many times and who spent a number of days with -our Board during the time budgets were being prepared and who showed a keen interest, not only in budgeting matters, but personally made surveys in the County, which he believed could be beneficial for the care of the aged, and also to assist in the program which might relieve the crowded'conditions in our public hospitals. I believe Mr. McCaskey's willingness, although sometimes very critical, to spend hours with our Board was not for any selfish purpose whatsoever, but rather to promulgate a more efficient county government. I would also like to thank Mr. Charles Bradshaw, of Cecil Township, who attended regularly many of the County Commissioner 4 meetings and often made good suggestions and quite frequently expressed a willingness to assist our Board in any manner wherein he could be helpful to us. Another gentleman, recently elected Judge of Washington County, Mr. Barron P. McCune, worked very, closely with the Board of County Commissioners, and he, together with Mr. Lightner and Mr. Kenney of the West Penn Power Company, contributed immensely to the success of the Washington County Industrial Development Program and more specifically the establishment of an Industrial Park, near Arden, and furthermore performed ern outstanding job together with other citizens in bringing a somber of new industries to Washington County, thus providing employment for a large number of people. I wish also to thank Mr. H. W. Minnemeyer, III. my Deputy Director of Civil Defense for Washington County, who for a long number of years worked diligently to establish a k competent and efficient County Civil Defense Unit in Washington County, and in most part served in this capacity without compensation. BLATCH CUMMINS, JOHN MAZZA, COMMISSIONERS _ '- •_•�.. _._.. -. __. __ .. .ter:, 1 L� I wish to thank all those men who have served or are presently serving on the various Boards created by the Board of County Commissioners, namely: Washington County Housing Authority, the members of the Planning Commission, the chairman and members of the Redevelopment Board, and the Washington County Industrial Development, and finally I would like to thank all the members who have served as directorsof the Soil and Water Conservation Board. I particularly would like to thank Lee Adamson, Albert Miller, Harry Hank, and Gaylord Sheller for their out- standing work done in our County, in Soil and Water conservation work, for which none of them received any remuneration, but only the satisfaction of knowing they performed valuable service for their County. I wish also to express my appreciation and thanks to all of the employees employed by the Washington County Commissioners, some of whom have been employed only a short time, but others for many years, who have performed the duties assigned them ib a couruous and efficient manner. In leaving this office, Mr. Cummins and myself are leaving the County in a strong financial position, which I am sure would be attested to by any of the banks in our County. When I assumed office, the indebtedness of our County was in excess of four million dollars, which has been paid off'in its entirety, the small present indebtedness was incurred primarily in the construction and modernizing the Washington County Airport and converting the Children's Home into a modern home for aged women and the remodeling of the County Home for Men. This statement made the 2nd day of January, 1%4, by Francis E. Pettit, Chair- man of the Board of County Commissioners, and would request that copies of this part of our Official minutes be mailed to the men specifically mentioned in this statement, with the exceptioL of the late George Young, and, in this instance, a copy be mailed to iris widow, Mrs. George Young. I wish for our successors, Mr. John Bevec and Mr. Michael Flynn, upon assuming the Offices of County Commissioner, good health and success during their tenure in office. This will be the final Official Meeting of this Board, unless an emergency should arise, necessitating the calling of a special meeting prior to the newly elected Commissioners being sworn into office.
