Bids are to be opened in tie Office of the County Commissioners on Friday, November 16, 1956 at 11:00 a.m., Eastern Standard Time. The right is reserved to reject any or all bids or to make such an award as may be to the best interest of Washington County. The system must be designed to perform under Federal Communications Commission Rules for Radio Operation in time of an enemy attack or alert. Since the exact specifications as listed above have alreac*V been approved'by the Federal Civil Defense Administration, any deviation from these specifications must be fully explained in detail in order to determine if any such deviated equipment purchased will meet with approval. The system which must be a single system, must be so designated as to trip all sirens simultane- ously for use in air raid alerts and in addition thereto must be able to trip each siren indi- vidually, for fire and air raid testing purposes. The equipment installed at central headquarters must operate by remote control from such place as may be designated by County Commissioners. The system must be installed, completed, and operating by April 1, 1957, with sufficient signal strength to blanket Washington County, Pennsylvania, to the complete satisfaction of the County Commissioners or their duly appointed committee or agent, after which time, payment is to be made. A full description of the operation and functions of the system must be explained in complete detail. All equipment must be approved and function under F.C.D.A. Approval - The successful bidder shall be required to furnish a bond quaranteeing performance of the contracr, with sufficient corporate surety in the amount of fifty per centum of the amau�rt of the contract within thirty days after the contract has been awarded. Equipment to be installed at places to be designated by the County Commissioners, but all places to be located in Washington County, Pennsylvania. The successful bidder will be required to obtain all local,,'state and federal permits required in connection with the installation and erection of subject communication system.
