Washington, Pennsylvania, June 4, 2009
The Washington County Board of Commissioners met in a regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry
Maggi, Bracken Burns and Diana L. Irey. Also being present: Lynn DeHaven, Solicitor; Mary Helicke, Chief Clerk;
Linda Belcher, Administrative Assistant; Scott Fergus, Director of Administration; Joy Sprawls, Sue Orrick, JoAnn Metz
and Brittney Bushmire, Commissioners' Office; Tim Kimmel, Human Services; Melanie Finney, Planning Commission;
Carl Maggi, American Legion,; Pastor Linda Mankey, East Buffalo Presbyterian Church; Harry Wilson, Veterans Office;
Darlene Bigler and Doug Kovatch, Community Action Southwest; Bonita Johnson, U.S. Census Bureau; Pat Maggi, Flo

Chairman Maggi called the meeting to order at approximately 10:00 a.m.
Pastor Mankey led the meeting with a prayer.
Mr. Maggi led the Pledge of Allegiance.
Chairman Maggi entertained a motion to approve Minute No. 860 dated May 21, 2009 as written.
Moved by Ms. Irey, seconded by Mr. Burns, approving Minute No. 860 as written.

SPECIAL ORDER OF BUSINESS
The Commissioners presented a certificate of recognition to Doug Kovatch for receiving the Francine Bunch
Memorial Award.
Mr. Kovatch thanked the Board for the certificate and stated he was very humbled to be honored by the Board of
Commissioners.
Ms. Bigler, of Community Action, briefly explained how Mr. Kovatch received this recognition at the state level.

PUBLIC COMMENTS
Bonita Johnson, of the U.S. Census Bureau, addressed the Board and members of the audience regarding the
upcoming 2010 Census. Ms. Johnson commented on the importance of the census and stated she looks forward to
working with the Commissioners and the local residents in Washington County. She urged the Commissioners to adopt
the Resolution at today's meeting.
Commissioner Burns mentioned a story in which he was researching his family genealogy and noted the census
information from the early 1900's was invaluable to search for his family history.
OLD BUSINESS
Solicitor DeHaven recommended the Board award the bid for the furnishing, delivery and installation or repair of
flooring for all Washington County facilities to Don Greer's Fashion Floors, Washington, PA. This contract is awarded
based on the price per square yard/square foot or hourly labor rates plus a 25% mark up from cost on most flooring
products. The rates per square yard or square foot vary depending on the type of flooring. All work will be done on an

"as needed" basis. 'Phis is the only bid received and it met all of the specifications. This contract is effective from Date
of Award through May 31, 2010 with the option to extend for three additional one year periods upon mutual agreement.

This bid is awarded to two training centers to provide better availability of classes. The contracts will be effective
from July 1, 2009 through May 31, 2011 with the option to extend for one additional year. All classes will be on an "as
needed" basis.

will be purchased on an "as needed" basis at the "per unit" costs submitted in their bid proposal.

Department and Purchasing. The award is to the lowest most responsive and responsible bidder meeting specifications.

for the Parks Department as per above.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the extension of the contract with IMR to
scan the estimated 117,000 property record cards at the rate of $4,000 per month. The extension is effective through
December 31, 2009 and will be paid through the Recorder of Deeds Improvement Fund. No County funds are required.

grant period from July 1, 2008 to September 30, 2009. No County funds are required.

Chief Clerk presented to the Board for their consideration and approval a travel request for Andrew Egut of the
Public Safety Department to attend the URISA/NENA Addressing Conference in Providence, Rhode Island from
August 3, through August 7, 2009. Costs are estimated to be approximately $1,502,

participate in the 2010 Census Complete Count Program through all Washington County offices; to partner with the
Commonwealth of Pennsylvania and the U.S. Census Bureau to ensure every resident in Washington County is counted
in the 2010 Census.

Chief Clerk presented to the Board for their consideration and approval the following contract supplements with
MS Consultants to complete the design/build of the Paxton Bridge in Chartiers Township:
Preliminary design supplement #2: eliminate Part II and Part III from the original contract and
increase preliminary design $85,837.82 for a total contract amount of $201,750.94 (a net decrease of $53,598.60)
to be paid 80% state and 20% county liquid fuels.
Final desi-an: Approve design/build contract costs of $112,208.99 to be paid 100% Act 26 funds.
This project is a calendar year commitment for 2009 whereby the project must be bid for construction by
December 2009 so the bridge can be completed in 2010.

Chief Clerk presented to the Board for their consideration and approval of a contract supplement with HRG, Inc.
to complete an abutment re -use analysis and associated geotechnical core borings and reports for the Pike #11,
Daisytown Bridge in California Borough. The increase of $54,767.64 will bring the design total to $289,634.46 to be paid
80% state and 20% county liquid fuels.

location per the direction of the FAA. The revised contract amount of $498,280.50 will be paid 1001!6 FAA grant and

package. This software will move the County from using the Total Recall system for records management at the
Records Center and bring the application(s) into the current OnBase system. There is no cost for the Pilot Software.
However, if the testing/demonstration is successful, the Records Committee requests approval to purchase of the
OnBase Physical Records Management module as a part of their 2009/10 Records Management Plan. This module is
available through the PA State Contract at a total cost of approximately $15,000.

Chief Clerk presented to the Board for their consideration and approval an increase in the current contract with
Thomas A. Dietrich, dentist for the Correctional Facility. Dr. Dietrich is requesting an increase from $75 to $85 for the
cost of extractions. All other terms and conditions of our current contract will remain in full force and effect.
Dr. Dietrich has been providing these services to the correctional facility since 1987 and the request for increase is
reasonable.

Chief Clerk presented to the Board for their consideration and approval a renewal agreement with Atlantic
Broadband to provide high speed internet access to the Bentleyville Senior Citizen Center. This agreement is at the cost
of $39.95/month for a twenty-four month period. One half of this cost will be paid by the Aging Department and one
half will be paid by the seniors.

Superintendent of Parks for means of communication as he travels between parks. The cost of this service is $31.99 per
mouth through AT&T which provides 450 anytime minutes and 5,000 nights and weekends and unlimited mobile to
mobile.
