Irey. Also being present: Lynn DeHaven, Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Scott Fergus, Director of Administration; Joy Sprowls, JoAnn Metz and Brittany Bushmire, Commissioners' Office; Tim Kimmel, Human Services; Melanie Finney, Planning Commission; Pastor Michael Roach, Trinity Bible Fellowship; Harry Wilson and Susan Meighan, Veterans Office; Bud Plants, Washington Amateur Radio Club; members of the W.E.L.L. Committee and Ambassadors; Lori Harbert, Director of Children and Youth Services, Jeff Dykstra and staff of the Children and Youth Services Office; Carl Maggi, Dave Bober and John Adams, interested citizens; Barbara Miller, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Maggi called the meeting to order at approximately 10:00 a.m. Pastor Roach led the meeting with a prayer. Mr. Fergus led the Pledge of Allegiance. Chairman Maggi entertained a motion to approve Minute No. 861 dated June 4, 2009 as written. Moved by Ms. Irey, seconded by Mr. Burns, approving Minute No. 861 as written. Roll call vote taken: Ms. Irey - Yes; Mr. Burns — Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring June 27-28, 2009 as Ham Operators' Days in Washington County. Mr. Plants thanked the Board for the proclamation and commented on the WACOM operating a field day at the Washington Sportsmen's Association located at the Washington County Fairgrounds on June 27`' starting at 2 p.m. He noted everyone is welcome to attend this event. The Commissioners presented certificates of appreciation to members and ambassadors of the W.E.L.L. Committee. Pat Maxon, of Human Resources, presented certificates to the Commissioners recognizing them for their continued support and involvement in the W.E.L.L. Program which promotes good health habits and programs for county employees. The Commissioners presented a retirement plaque to Jeff Dykstra, of Children and Youth Services, congratulating him for his many years of service with Washington County. Mr. Dykstra thanked the Board for the plaque and commented on his many years at Children and Youth Services and stated it has been an honor to work with his co-workers. He noted that Washington County needs to start a "grassroots" campaign and stop this practice that is going on in Harrisburg. John Adams, of Avella, commented on the bad economy and how it is a struggle for taxpayers to make ends meet. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for the Kitchen and Housekeeping Supplies for Aging Services to the following vendors based on their per unit cost as submitted in their bid proposals. A-Z Janitorial Services, Washington PA Calico Industries, Inc. Annapolis Junction, MD Central Poly Corp., Linden NJ Fountain Products, Bethel Park PA Jack Frye Sales & Service, Clairton PA Janitors Supply Co., Erie PA This bid has been awarded to the lowest most responsive and responsible bidders meeting specifications. The contract is effective July 1, 2009 through June 30, 2010 at a total yearly cost of approximately $50,000, above. Moved by Ms. Irey, seconded by Mr. Burns, awarding the bid for the Kitchen and Housekeeping Supplies as per Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for the Bed Alarm System and miscellaneous medical equipment for the Health Center to the following vendors based on the "per unit" cost: A. Performance Medical, Wheeling WV Coloplast, Corp., Minneapolis, MN Direct Supply, Inc., Milwaukee WI All items awarded to the lowest most responsive and responsible bidders meeting specifications. This contract is effective through March 31, 2010 at a total cost of approximately $65,000. Moved by Mr. Burns, seconded by Ms. Irey, awarding the bid for the bed alarm system and miscellaneous medical equipment as per above. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a resolution authorizing the submission of a grant application to the United States Department of Energy for funding through the Energy Efficiency and Conservation Grant Program, assuring that all wages are paid prevailing wages (Davis -Bacon Act), and authorizing a representative to receive funds and implement the project. Chief Clerk presented to the Board for their consideration and approval an Interlocal Agreement between Washington County and the City of Washington and approve the 2009 Edward Byrne Memorial Justice Assistance Grant (JAG) to provide necessary equipment for expansion of the Booking Center operations. No County funds are required. Moved by Mr. Burns, seconded by Ms. Irey, approving the Interlocal Agreement and the 2009 Edward Byrne Memorial Justice Assistance Grant as per above, Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval to adopt a resolution authorizing an amendment to the Articles of Incorporation of the Washington County Hospital Authority. Moved by Mr, Burns, seconded by Ms. Irey, adopting the foregoing Resolution. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an agreement with Allegheny County for personal expenses for the Pennsylvania Region 13 Task Force Assistant. Funds for this service which shall not exceed $92,000 are covered under the PEMA Grant. No County funds are required. Also, Chief Clerk respectfully requests the Board approve an agreement with Cody Gump to assist in developing and administering Pennsylvania's participation in the U. S. Department of Homeland Security activities. No additional County funds are required. Chief Clerk presented to the Board for their consideration and approval the advertising of the following: Temporary Staffing Services — This service is mostly used by the Election Office during elections. Cubicle Curtains and Valances for the renovation of the 2 South wing at the Health Center. Total estimated cost is approximately $33,000 Moved by Ms. Trey, seconded by Mr. Burns, approving authorization to advertise for the foregoing items. Chief Clerk presented to the Board for their consideration and approval an amendment to the agreement with the SPHS Care Center for the Offender Day Partial Treatment. This amendment will extend our current contract through June 30, 2010 at the cost of $333,784 which is totally funded by sub -grants. Moved by Mr. Burns, seconded by Ms. Trey, approving the amendment to the agreement with the SPHS Care Center as per above. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Chief Clerk presented to the Board for their consideration and approval the purchase of a cell phone for the warrant detective while working on a task force for safety reasons. The cost of this service is $30.99 per month through Nextel which provides 400 anytime minutes, direct connect and free nights and weekends. Also, Children and Youth Services Office is requesting two additional cell phones for two new caseworkers. These cell phones are at $7.03 per month each plus 11 cents per minute through Cingular. These cell phones and the service are all covered under State Contract therefore it does not require bidding. Moved by Mr. Burns, seconded by Ms. Irey, approving the purchase of a cell phones for the Sheriff and Children and Youth Offices as per above. Chief Clerk presented to the Board for their consideration and approval to adopt a resolution authorizing the submission of a grant application to the Pennsylvania Department of Community and Economic Development for the, development of a multi -municipal comprehensive plan for Donegal Township and Claysville Borough. ANNOUNCEMENTS An executive session was held on June 17, 2009 immediately following the Agenda Meeting as an information session related to personnel and real estate. The next scheduled Board of Commissioners Meeting will be held on July 16, 2009. County Offices will be closed on July 3, 2009 in observance of the Fourth of July holiday. SOLICITOR Solicitor DeHaven presented to the Board for their consideration and approval to adopt a resolution extending the Keystone Opportunity Zone for property located in Carroll Township designated as tax parcel #320-007-00-00-0027- 00 effective January 1, 2011. The resolution provides the specific language required under Section 301.3 of the Keystone Opportunity Zone Act and has been formatted by the Department of Community and Economic Development for uniform adoption purposes.
