Motion by Mr. Cummins., seconded by Mr. Pettit, that Joseph Mikuts, be appointed as a
clerk in the Veterans' Department, this action to be retroactive to October 1, 1959-
Motion carried,
Motion by Mr. Cummins, seconded by Mr. Pettit, that John B. Giaeobee, be appointed as a
deed seacher in the Tax Assessment Office, this action to be retroactive to October 7, 1959.
Motion carried.
There being no further business to come before the Board at this time, the meeting
adjourned.

Board of County Co mni.ssioners in regular session those present beings Commissioners
Pettit and Cummins.
Motion by Mr. Cunmri.ns,seconded by Mr. Pettit, that George Ellsworth Thomas, who was
responsible for leaving equipment to freeze be laid off work with out pay from. the 21st of
November to the 16th of December, 1959.
Motion carried.
Motion by Mr. Cummins, seconded by Mr. Pettit, that Wellington Thomas, Janitor, at the
Internal Revenue Building and Institution District Building, be dismissed as janitor, due to
negligence in the preforming of his duties, this action to be effective November 20, 1959.
Motion carried.
Motion by Mr. Cummins, seconded by Mr. Pettit, that Washington County at the request of
Mr. Henry D. Harper, Manager of Washington District Social Security Office, in accordance with
the following, waive all rights to reimbursment of lump -sum death payment.
As presently stated in excerpt from Minute No. 10. January 25,, 1956, that the Department
of Veterans' Affairs make application for Social Security death payment only in the case when the
funeral expenses are paid by other than members of the.immediate family. In all other cases the
right to make application for apportionment of Social Security lump sum payment is waived.
Also stated in.excerpt from Minute No. 10, amendment 1, paragraph 1, the term *immediate
family" is defined to mean only the widow or widower, child or children, and parent and parents
of the deceased wage earner.
Request is also made by Mr. Harper that Paragraph 2, of Amendment No. 1, be changed to
read the effective date this request is passed, if passed.
The reason for. this request would allow Social Security to make fill payment to the
person paying burial expenses. As i,s now, as reported by Mr. Harper, the Social Security Adminis-
tration withholds a portion of the social Security payment to reimburse Washington ounty if
application is filed for reimbursement, however Washington County does not file in any veterans'
case.

Motion by Mr. Cummins, seconded by Mr. Pettit, that assignments of Critchfield Engineering
Associates of Pittsburgh, Pennsylvania, to Mellon National Bank be recognized, and that all pay-
ments due to Critchfield Engineering,Aa.sociates under contract dated October 14, 1959, between
Washington/Westmoreland Court ies be Made jointly to trritchfield Engineering Associates and Mellon
National Bank.
