Board of County Commissioners in regular session, those present being Messrs.
Pettit, Lane and Mazza.
Motion by Mr. Lane, seconded by Mr. Mazza, that the County Controller be
authorized to advertise for bids for a Mailing Machine with Postage Meter; said bids to be
received in the Office of the County Controller, Court House, Washington, Pennsylvania, until
Friday, November 28, 1952 at 11:00 a.m., EST, and opened immediately thereafter.
Motion carried.
There being no further business to come before the Board at this time, the
meeting adjourned.

Board of County Commissioners met in regular session with the following
members being present: Commissioners Pettit, Lane and Mazza. The Board met with the Washing-
ton County Agricultural Fair Association Incorporated with the following members being present:
J. M. Russell, Charles*R. Morrison, Paul W. Lewis, George A. Paxton, Ed. Smith and Biane
Beeghley.
County Fair.
A discussion was held on the receipts and expenditures of the 1952 Washington
Motion by Mr. Lane, seconded by Mr. Mazza, that a voucher be made out to the
Washington County agricultural Fair Association Incorporated in the sum of 1,000.00 as partial
payment until the final figures are submitted to the Board.
Motion carried.
There being no further business to come before the Board at this time, the
meeting adjourned.

Motion by Mr. Lane, seconded by Mr. Mazza., that in view of the fact, that
the Washington County Commissioners, had passed a Resolution dated August 22, 1952, asking that
a traffic signal be installed at the intersection of Routes 22 and 18 in Hanover Township due
to the hazardous condition at this point. The Board of County Commissioners shall assume half
of the total cost of installing this traffic signal at said intersection. The total cost as
submitted by Koontz Equipment Company as per their bid is 2376,30; the County Commissioners
cost therefore shall be $1188.15,
Motion carried unanimously.
Motion by Mr. Lane, seconded by Mr. Mazza, that the Board for the Assessment
and Revision of Taxes be authorized to prepare vouchers for refund of excess taxes in the amount
of $1.81, overpaid to the County by Clarence Ealy, R. D. 1, West Finley, Pennsylvania, in East
Finley Township due to a miscalculation of the 1952 County Tax on his 1/10 interest. The
correct tax was $2.03, but was wrongly computed as $3.84, and paid July 19, 1952. Assessment
records to be corrected accordingly and copies of this minute to be furnished East Finley Town-
ship Road Board and School District.
Motion carried.
Motion by Mr. Lane, seconded by Mr. Mazza, that a refund vouejier in the
amount of $10.82 be made payable to Luella P. Meloy, said refund to cover Personal Property
Tax paid July 20, 1951 on 105 shares West Penn Electric, inadvertently returned West Penn
Electric, when she had West Penn Power, which is exempt from the four mill tax. Therefore, the
Personal Property Department of the Tax Assessment Office is authorized to prepare said voucher
in the amount of $10.82 for this payment.
Motion carried.
Lotion by Mr. Lane, seconded by Mr. Mazza, that a refund voucher in the
amount of $21.61 be made payable to George Modrak, Canonsburg, Pennsylvania, on property situ-
ated in the Township of Chartiers. This refund being made, due to the fact, that on June 27,
1952, George Modrak paid Elizabeth Gilmore Scott's taxes by receipt No. 848 covering taxes for
the years 1950-1951 amounting to $62.11. Again on July ll, 1952, Elizabeth Gilmore Scott paid
the same taxes by receipt No. 1204 making a duplicate payment. Mr, George Modrak is entitled
to a refund of the following amounts:

Total amount to be refunded $21.61
The Chartiers School and Township Officials have made refunds of their taxes, on which the
above duplicate payment was made. Therefore, the Tax Claim Bureau is authorized to prepare
said voucher for the refund of this duplicate payment.
Motion carried.
