1950 transcript by the Assessor and marked "NEW". This had already been assessed to Spriggs,
William E. & Bessie A. for said year. Correctly assessed for the year 1949 and marked as
coming from Briggs, JayB. This double assessment - or - duplication continued on the records
and taxes were paid by the Spriggs each year. Checked with City records. There are no outstand-
ing taxes against this assessment. Therefore, The Tax Assessment Office is authorised to pre-
pare said voucher for this duplicate assessment.

There being no further business to come before the Board at this time, the

Board of County Commissioners in special session, those present being Messrs.
(Pettit, Lane and Mazza.
The following Resolution of the Board of County Commissioners of the County of
Washington, State of Pennsylvania, relative to the issue by the said County of a note for One

Hundred Thousand (100,000.00) Dollars as a temporary loan was presented, duly seconded and j
adopted by said Board, to -wit:
"WHEREAS, It has become necessary for said Board to borrow the sum of One Hundred
Thousand ($100,000.00) Dollars for the purpose of meeting current expenses for the year 1953, and
to be payable out of taxes and other current revenues which have been assessed and are to be
levied and collected by the County during the year 1953; now, therefore,
BE IT RESOLVED by the Board of County Commissioners of the said County of Washing-
ton, that for the purpose of providing funds for the payment of current expenses of the County,
the proper officials of the said County are hereby authorized and directed to negotiate a tem-
porary loan on such terms as may be agreed upon by them, payable out of taxes which are to be
leived and collected during the year 1953, and so much of said taxes as may be necessary to re-
pay said loan, with interest, is hereby set aside and designated for that purpose, and issue a
note therefor, payable August 7, 1953, with interest from date of said note at the rate of One
(1) per cent, per annum, free of all taxes levied by the Commonwealth of Pennsylvania, which
said taxes the County of Washington assumes and agrees to pay, said note to be negotiated and j
issued as follows:
WASHINGTON UNION TRUST COMPANY, WASHINGTON, PA......................................$100,000.00"`

Motion carried unanimously.
Motion by Mr. Lane, seconded by Mr. Mazza, that the County Controller be author-
ized to advertise for bids on the furnishing of Registers and Orphans Court Estate Index Books.
SPECIFICATIONS
Bidders shall contemplate the furnishing of 21 Registers and Orphans Court Estate
Books as follows: A, B, C, D, E, F, G, H, IJ, K, L, M, NO, PQ, R, S (A-J), S (K-Z), T, UV, W. j
XYZ: and 5 Registers and Orphans Court Proceedings Index Books numbers 1, 2, 3, 4, 5; to be I
delivered not later than five weeks after receipt of order; for usein the Register of Wills and j
Clerk of the Orphans' Court Office of Washington County, Pennsylvania, to accommodate entries 3
from January 1, 1953•
The binders to be furnished shall be custom-made loose-leaf index binders the
same as the original installation (1939- ) of Registers and Orphans' Court Index Binders in
the Register of Wills and'Clerk of the Orphans' Court Office. All loose-leaf index binders
shall have the front and back covers constructed of genuine 3 ply laminated binder boards.
Bones of all index binders shall be oonstructed of fiber board, covered with 12 oz. double-
