twist Army Duck canvas and securely fastened to the front and back covers of binders. Back bones
of all index binders shall have raised hubs. All index binders shall first be covered with an
8 oz. double -twist Army ,Duck canvas, securely fastened, and have number 1 genuine red cowhide
ends and bands for additional strength. Outside canvas jackets of index binders shall be 12 oz#
double -twist Army Duck canvas having number 1 genuine red cowhide corners, and said canvas jack-
ets shall be properly printed and lettered in accordance with the wishes of the Register of
Wills and Clerk of the Orphans' Court, All index binders shall contain Russell Self -lock loose-
leaf binding metals the same as the binding metals in the original installation (1939- ) of
Registers and Orphans Court Index Binders, with exactly the same locking device and key. All
Estate Index Binders shall contain leather -tabbed "2000" division sheets and each Estate Index
and each Proceeding Index Binder shall contain 200 sheets of 18" x 14" Byron-Weston's hinged
linen ledger paper,Substance No- 36. Said sheets shall be properly ruled, printed, numbered,
and completely assembled in the index binders. All index binders shall be well -seasoned and
workmanship and materials shall be first-class in every particular;�as proof of conformity with
these specifications, bidders shall be prepared to submit a sample index binder.
The completed Estate Index Books shall contain the Russell semi -group feature,
whereby frequent -occurring names are segregated. All Estate Index Books shall contain Russell
Key -letter Form 426 (A-Z) in proper variations, with the index sheets contained therein properly
numbered. The Key -letter forms shall be mounted and securely fastened on the inside of the
front cover of all index books and shall be with a water -proof coating, so that they are dirt -
resistant.
The successful bidder shall furnish the services of a person, experienced in,the
indexing of Estates and Proceedings in the Register of Wills and Clerk of the Orphans' Court
Office, and thoroughly familiar with the Russell Key -letter System of Indexing, to install the
proposed new index books and instruct the employees of the Register of Wills and Clerk of the
Orphans' Court in the proper methods of re -indexing the Estates and Proceedings which will have
accrued during the period, January 1, 1953 to the date of installation of the new Indices. In
addition, the successful bidder shall furnish printed Index Slips, on which to transcribe the
entries forthe Estate and Proceedings Index, in order to facilitate the re -indexing of back
entries into the proposed new Indices. Bidders also shall offer proof that they are thoroughly
familiar with the field of public record indexing, in order that they can render compentent
advice concerning problems which may arise from time to time so that the proposed new index
books will be maintained correctly.
Said bids to be received until 11:00 a.m., EST., Friday, March 13, 1953, and
opened immediately thereafter in the Office of the County Commissioners; a certified check in
the amount of $300.00 must accompany proposal of each bidder and the right is reserved to re-
ject any or all bids.
Motion carried unanimously.
There.being.no.further business to come before the Board at this time, the
meeting adjourned.
