Board of County Commissioners in regular session, those present being Messrs.
Pettit and Lane.
Motion duly made and seconded that the following resolution be adopted:
R E S 0 L U T 1 0 N
The Commissioners of Washington County; being in regular session assembled and
being familiar with the inconvenience and hazards to which the residents of Spears Borough
and particularly the residents of "Speers Hill" are being subjected during the construction of i
Traffic Route 31 and the various approach roadways to the same; have taken the following action; 11
"Motion duly made and seconded that Washington County petition the Pennsylvania
Department of Highways to, -construct steps and/or stairways; leading from"Speers Hill" to Pennsyl-
vania Traffic Route 88 in Speers Borough, Washington County; in order to provide a safe means of
ingress and egress for residents of the "Hill" district and all persons having business in this
area."
Motion carried.
There being no further business to come before the Board at this time, the meeting
adjourned.

Pettit, Lane, Massa and Solicitor Weiner; met•with the Neighborhood Association of Carroll Town-
ship, represented by Joseph Short, Cab Alveras and John Tomovich.
Motion by Mr. Lane, seconded by Mr. Massa, that the following resolution be

That the Commissioners of Washington County and their Solicitor meet with the
Commissioners of Westmoreland County and their Solicitor, with a representative of the Depart-
ment of Health, a representative of the Pittsburgh Steel Company that has jurisdiction over
the Monessen Sbeel Mill, and a representative of the Neighborhood Association of Carroll Town-
ship, to discuss the problems of the smoke and smog from the Monessen Steel Mill which is alle
to be a detriment to property and residents.
Motion carried unanimously.
At this time, the Representatives of the Neighborhood Association of Carroll
Township and Mr. Weiner, left the meeting.
Motion by Mr. Lane, secohdod by Mr. Mazza, that the County Controller be author-
ized to advertise for the printing and delivery of election supplies for the General Election
to be held Tuesday, November 3, 1953; bids to be opened on Friday, July 24, 1953, at 11:00 a.m.,
D.S.T., in the Office of the County Commissioners.
Motion carried unanimously.
Motion by Mr. Lone, seconded by Mr. Mazza, that the Board for the Assessment
and Revision of Taxes be authorized to prepare vouchers for refund of excess taxes paid in the
total amount of $2.71s in favor of Scharek, John & Kleota, 332 South Main Street, Washington,
Pennsylvania, for County Taxes paid for the year 1952. Taxes paid August 1, 1952 on a duplicate
assessment which was erroneously carried in the name of Reed, Mary E., 150 Acheson Avenue,
Washington, Pennsylvania, assessed as Part Lots 41 & 42 assessed at $300.1, Stockley for 1952
Tax year -- and by our Adjustment 6913, dated 8/1/52, was then transferred to Scharek, John
Et Ux in error - as all that Scharek, John Et Ux purchased was part Lots 39 & 40 as assessed
and remaining Part Lots 41 & 42 already assessed in the name of Sang, Valentine Et Ux., and
other portions in the name of Mills, Guy H. Et Ux. Checked with City Records. There are no
outstanding taxes against this assessment. Therefore, the Tax Assessment Office is authorized
to prepare said refund in amount of $2.74 due to a duplicate assessment.
Motion carried unanimously.
Motion by Mr. Lane, seconded by Mr. Pettit, that Joan Scatena, be employed tem-
porarily in the Tau Assessment Office; this action retroactive to June 16, 1953-
Motion carried unanimously.
Motion by Mr. Lane, seconded by Mr. Pettit, that Betty Jane Howcroft, be employed
temporarily in the Tax Claim Bureau; this action retroactive to June 22, 1953.
Motion carried unanimously.
Motion by Mr. Lane, seconded by Mr. Pettit, that the following persons be em-
ployed in the Tax Assessment Office; this action retroactive to the date opposite their names.

Frank Sorgie June 23, 1953
Motion carried unanimously.
